The key aspects of landfill operation that remain unresolved are the extended timescale and uncertain funding of the post-closure period. This paper reviews the topic and proposes an economic instrument to resolve the unsustainable nature of the current situation. Unsustainability arises from the sluggish degradation of organic material and also the slow flushing of potential pollutants that is exacerbated by low-permeability capping. A landfill tax or aftercare provision rebate is proposed as an economic instrument to encourage operators to actively advance the stabilization of landfilled waste. The rebate could be accommodated within existing regulatory and tax regimes and would be paid for: (i) every tonne of nitrogen (or other agreed leachate marker) whose removal is advanced via the accelerated production and extraction of leachate; (ii) every tonne of non-commercially viable carbon removed via landfill gas collection and treatment. The rebates would be set at a level that would make it financially attractive to operators and would encourage measures such as leachate recirculation, in situ aeration, and enhanced flushing. Illustrative calculations suggest that a maximum rebate of up to ~€50/tonne MSW would provide an adequate incentive. 相似文献
Delivering access to sufficient food, energy and water resources to ensure human wellbeing is a major concern for governments worldwide. However, it is crucial to account for the ‘nexus’ of interactions between these natural resources and the consequent implications for human wellbeing. The private sector has a critical role in driving positive change towards more sustainable nexus management and could reap considerable benefits from collaboration with researchers to devise solutions to some of the foremost sustainability challenges of today. Yet opportunities are missed because the private sector is rarely involved in the formulation of deliverable research priorities. We convened senior research scientists and influential business leaders to collaboratively identify the top forty questions that, if answered, would best help companies understand and manage their food-energy-water-environment nexus dependencies and impacts. Codification of the top order nexus themes highlighted research priorities around development of pragmatic yet credible tools that allow businesses to incorporate nexus interactions into their decision-making; demonstration of the business case for more sustainable nexus management; identification of the most effective levers for behaviour change; and understanding incentives or circumstances that allow individuals and businesses to take a leadership stance. Greater investment in the complex but productive relations between the private sector and research community will create deeper and more meaningful collaboration and cooperation. 相似文献

Phosphate rock samples collected from the Dange Formation within the Sokoto basin were analyzed for trace element constituents using instrumental neutron activation analysis (INAA) and X-ray fluorescence analysis (XRFA) techniques, while natural activity concentrations due to 235U, 232Th, and 40K were determined by gamma-ray spectrometry. The analytical results show that the average concentrations of some toxic elements (As, Sb, Cr, and Zn) in phosphate rocks are not appreciably different from that in agricultural soils. However the U and Th contents are enriched significantly in comparison. The results were used to assess the environmental toxicity of heavy metals and radiation hazard attributable to the direct application of phosphate rock as fertilizer. 相似文献
Polychlorinated biphenyl (PCB) input-output balance studies were performed on five male volunteers, aged between 24 and 30, for periods of 8-14 days in 1998. Dietary exposure was quantified by the duplicate meals method and varied between 220 and 460 ng of sigmaPCB (sum of 20 congeners) per day for each of the five individuals over the study period. Dietary intake was dominated by congeners 118, 138, 153 and 180. Average faecal outputs for the five volunteers were 50-290 ng of sigmaPCB (sum of 20 congeners) per day for each of the five individuals over the same period and was dominated by the same four congeners. Whilst the total PCB fluxes were therefore into the body (i.e., accumulation), important differences were noted for different individual congeners. PCBs 44, 47, 49, 52, 60, 66, 101, 105, 110, 118, 149, 151 and 183 all showed net absorption for all five volunteers. Some congeners showed a net absorption in some of the individuals but net excretion in others, as seen by other workers. These congeners (PCBs 138, 153, 180, 187 and 194) are all higher chlorinated congeners and lack meta-para-vicinal hydrogen atoms. There were differences in the net absorption/excretion between individuals, which appeared to be a function of body fat index (BFI). The volunteers with the lowest BFIs showed net excretion for the greatest number of congeners, whilst the individual with the highest BFI was a net absorber of all the congeners studied. The problems in determining and interpreting absorption efficiency values for use in quantitative exposure assessments are discussed. Various factors that influence net absorption of PCBs and other persistent organic pollutants are identified. Tendencies in the dynamics of harvested northern fur seal (Callorhinus ursinus) population on the Tyulenii Island have been analyzed in detail. The results show that retardation of reproduction (decrease in the numbers of pups) and decline in the survival of young females (up to 3 years of age) by the late 1980s resulted in a reduction of the total number of females and a significant increase in the proportion of older females. This tendency changed during the later observation period (after 1988–1989) due to increase in the survival of young females: the female population has gradually recovered, with the proportion of young females increasing at the expense of old females (aged over 10 years). The age composition of males has also changed: the proportion of young animals has decreased, while that of large mature males (bulls) has increased. Moreover, the number of bulls continues to increase and has already exceeded the level that formerly provided for the well-being of the population. This, a paradoxical situation has arisen: the numbers of females and bulls are increasing, whereas pup production remains at a low level.
Maintaining and enhancing ecosystem services through the restoration of degraded ecosystems have become an important biodiversity conservation strategy. Deciding where to restore ecosystems for the attainment of multiple services is a key issue for future planning, management, and human well-being. Most restoration projects usually entail a small number of actions in a local area and do not consider the potential benefits of planning restoration at broad regional scales. We developed a hierarchical priority setting approach to evaluate the performance of restoration measures in a semiarid basin in NE Spain (the Martín River Basin, 2,112 km2). Our analysis utilized a combination of erosion (a key driver of degradation in this Mediterranean region) and six spatially explicit ecosystem services data layers (five of these maps plotted surrogates for soil retention and accumulation, water supply and regulation, and carbon storage, and one plotted a cultural service, ecotourism). Hierarchical maps were generated using a geographic information system that combined areas important for providing a bundle of ecosystem services, as state variables, with erosion maps, as the disturbance or regulatory variable. This was performed for multiple scales, thereby identifying the most adequate scale of analysis and establishing a spatial hierarchy of restoration actions based on the combination of the evaluation of erosion rates and the provision of ecosystem services. Our approach provides managers with a straightforward method for determining the spatial distribution of values for a set of ecosystem services in relation to ecological degradation thresholds and for allocating efforts and resources for restoration projects in complex landscapes. 相似文献
Poor indoor air quality and epidemic carbon monoxide (CO) and nitrogen dioxide (NO(2)) poisonings due to exhaust emissions from ice resurfacers have been continuously reported from enclosed ice arenas for over 30 years. The health risks in users of Finnish ice arenas were analysed in three ways: (1) evaluation of four cases of epidemic CO poisonings, (2) modelling the association between NO(2) exposure and respiratory symptoms among junior ice hockey players, and (3) estimation of the number of arena users at risk of breathing poor quality air due to non-compliance of ice arenas with recommended abatement measures. The common causes for the CO poisonings involving over 300 subjects were large emissions from propane-fuelled ice resurfacer, small arena volume, negligible ventilation, and very recent opening of the arena. Rhinitis (prevalence 18.3%) and cough (13.7%) during or after training or game were significantly associated with the estimated personal NO(2) exposure of young hockey players (n=793) to average concentrations ranging from 21 to 1176 microg/m(3) in their home arena. During a 6-year follow-up of an intensive information campaign the portion of electric resurfacers increased from 9% to 27%, and that of emission control technology on propane-fuelled resurfacers increased from 13% to 84%. The portion of inadequately ventilated arenas decreased from 34% to 25%. However, 48% of the investigated Finnish ice arenas (n=125) did not fully comply with the non-regulatory recommendations. Consequently, 20000 daily users of ice arenas were estimated to remain in 2001 at risk of breathing poor quality air. Modern small and inadequately ventilated ice arenas pose their users (mostly children and young adults) at risk of breathing poor quality air and suffering from acute adverse health effects. Governmental regulations are needed worldwide to ensure safe sports in enclosed ice arenas. 相似文献
