The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain. 相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. Voluntary environmental reporting on the progress achieved against policy objectives is an emerging trend in industry and business and is recognized as a valuable aid in implementing policy and improving environmental management systems. Environmental reporting in the UK, has a whole range of formats including PERI, GEMI, WICE and EMAS, with the last, in particular, aiming to improve the level of environmental stewardship and to increase the flow of environmental information to audiences both internally and externally. Higher education institutions globally have been slow to respond in this respect and there is much that they can learn from corporate environmental reporting. An environmental policy is not sufficient proof of commitment for those institutions who have signed the global Talloires Declaration or the European COPERNICUS Charter: demonstrable progress in policy implementation is essential. The environmental management systems that higher education institutions adopt or create and the ways in which their environmental information is collated are of great significance, but the medium selected for the report is perhaps one of the most important aspects to consider. Those institutions such as the University of Sunderland, UK who are using the World Wide Web have been able to produce a flexible, hypertext-linked service on request with inbuilt feedback mechanisms containing varied, up-to-date, comprehensive and well-structured environmental information signposted to external pro-active institutions and agencies. These reports have unique educational angles and reveal links and networks that are naturally more pervasive and far-reaching in their scope and impact and could well provide a key way forward to practical and sustainable environmental reporting into the millennium. 相似文献

ABSTRACT: A study was conducted to determine the effects of mining and reclaiming originally undisturbed watersheds on surface-water hydrology in three small experimental watersheds in Ohio. Approximately six years of data were collected at each site, with differing lengths of premining (Phase 1), mining and reclamation (Phase 2), and post-reclamation (Phase 3) periods. Mining and reclamation activities showed no consistent pattern iii base-flow, and caused slightly more frequent higher daily flow volumes. Phase 2 activities can cause reductions in seasonal variation in double mass curves compared with Phase 1. Restoration of seasonal variations was noticeably apparent at one site during Phase 3. The responses of the watersheds to rainfall intensities causing larger peak flow rates generally decreased due to mining and reclamation, but tended to exceed responses observed in Phase 1 during Phase 3. Natural Resources Conservation Service (NRCS) curve numbers increased due to mining and reclamation (Phase 2), ranging from 83 to 91. Cyberspace, defined by William Gibson as a consensual hallucination, now refers to all computer-generated interactive environments. Virtual reality, one of a class of interactive cyberspaces, allows us to create and interact directly with objects not available in the everyday world. Despite successes in the entertainment and aviation industries, this technology has been called a 'solution in search of a problem'. The purpose of this commentary is to suggest such a problem: the inability to acquire experience with a hazard to motivate mitigation. Direct experience with a hazard has been demonstrated as a powerful incentive to adopt mitigation measures. While we lack the ability to summon hazard events at will in order to gain access to that experience, a virtual environment can provide an arena where potential victims are exposed to a hazard's effects. Immersion as an active participant within the hazard event through virtual reality may stimulate users to undertake mitigation steps that might otherwise remain undone. This paper details the possible direction in which virtual reality may be applied to hazards mitigation through a discussion of the technology, the role of hazard experience, the creation of a hazard simulation and the issues constraining implementation. 相似文献

Until now no structured methodology existed for attuning environmental considerations to the business strategy of companies. The Environmental Competence Centre of Philips Sound & Vision in The Netherlands has developed and tested a methodology for this purpose. This methodology, called Selection of STRrategic Environmen Tal CHallenges (STRETCH), has proven to lead to promising results and should therefore be actively promoted. In this article, the authors show how the application of STRETCH provides the possibility of meeting three main objectives: First, focusing on the incorporation of environmental aspects into the company's business strategy can elicit innovations that may enhance the competitive position of the company by cost reduction and/or higher market shares. Second, the environmental opportunities and threats to be expected in the future can be anticipated in an earlier phase. Through this proactive approach a company can avoid external criticism and take the lead in environmental priority setting. Third, by applying the STRETCH methodology even higher eco-efficiencies are expected to be reached than through incremental, step-by-step environmental improvements. 相似文献

ABSTRACT: Water quality variables were sampled over 109 weeks along Coweeta Creek, a fifth-order stream located in the Appalachian mountains of western North Carolina. The purpose of this study was to observe any changes in water quality, over a range of flow conditions, with concomitant downstream changes in the mix of landuses. Variables sampled include pH, HCO32?, conductivity, NO3??-N, NH4+-N, PO43?-P, C1?-, Na, K, Ca2+, Mg2+, SO42?, 5iO2, turbidity, temperature, dissolved oxygen, total and fecal coliform, and focal streptococcus. Landcover/landuse was interpreted from 1:20,000 aerial photographs and entered in a GIS, along with information on total and paved road length, building location and density, catchment boundaries, hydrography, and slope. Linear regressions were performed to relate basin and near-stream landscape variables to water quality. Consistent, cumulative, downstream changes in water quality variables were observed along Coweeta Creek, concomitant with downstream, human-caused changes in landuse. Furthermore, larger downstream changes in water quality variables were observed during stormflow when compared to baseflow, suggesting cumulative impacts due to landscape alteration under study conditions were much greater during storm events. Although most water quality regulations, legislation, and sampling are promulgated for baseflow conditions, this work indicates they should also consider the cumulative impacts of physical, chemical, and biological water quality during stormflow. 相似文献
