The declining cocoa economy and the Atlantic Forest of Southern Bahia,Brazil: Conservation attitudes of cocoa planters 总被引:6,自引:0,他引:6
Summary The causes of the degradation of Brazilian Atlantic Forest in the south-eastern cocoa region of the State of Bahia are investigated by means of a survey on cocoa planter's forest conservation attitudes. Large land-owners were found to be responsible for most of the forest clearing that occurred in the past: cocoa prices compensated investment in the expansion of the area planted to cocoa on planters' forested land-holdings. Large land-owners were also responsible for most of the recent forest clearing, which occurred simply to sell trees in order to earn income while cocoa prices were depressed. Large land-owners are nonetheless more interested than small land-owners in conserving some of their forest. Policies encouraging private forest conservation, and the development of forest-conserving agricultural alternatives for the landless poor are recommended.Dr Keith Alger teaches at the Universidade Estadual de Santa Cruz in Southern Bahia, a community college in Brazil's cocoa producing region. He is Vice-President of Fundação Pau Brasil, a non-profit association of local researchers and environmentalists whose objective is to encourage the conservation of biodiversity in regional, economic and social development. He does volunteer work for Projeto Mico-Leão Baiano (The Bahian Lion Tamarin Project), an environmental education project coordinated by maria Cristina Alves and sponsored by the Wildlife Preservation Trust International. Dr Alger's current research on land-use tendencies in a wildlife park buffer zone is supported by Conservation International and the World Wildlife fund. Marcellus Caldas took his MS in agricultural economics at the Universidade Federal de Viçosa in Minas Gerais, and teaches at the Universidade Federal da Bahia in Cruz das Almas, Bahia, Brazil. 相似文献

ABSTRACT: Statutory and case law at the state level provide critical legal frameworks for water management. As many state governments struggle to improve efficiency in water management and resolve conflicts over water usage, they must continually assess the efficacy of their state water law. Most states have water laws that are disconnected and overlapping. This article presents a methodology to assess state water law and take first steps toward a comprehensive state water resources act. The methodology is driven by issues and conflicts in water management. It synthesizes management and legal analyses into a process that incorporates the diverse perspectives of state water stakeholders. The results of the analysis are identification of management issues, profiles of state water law, and explorations of legal options that are available to the state government. Air pollution has become one of the main environmental concerns in China since the 1980s due to China's rapid economic growth and resultant pollution. However, it is difficult to directly evaluate the anthropogenic contribution to air pollution in China. The 2008 Olympic Games in Beijing provided a unique opportunity for testing the contribution of anthropogenic pollution because of the clean-up controls on air quality in Beijing enforced over the period of the Games. In this case study, we monitored the concentrations of major air pollutants before, during, and after the Olympics at a suburban site in Beijing. Atmospheric concentrations of PM10, PM2.5, NH3, NO2, SO2, and the particulate ions NH4+, NO3-, SO4(2-) Ca2+, Mg2+, and K+ all decreased during the Olympic period because of strict emission controls, compared with the same period from 2005 to 2007. For example, the average PM10 concentration (61 microg m(-3)) during the Olympics was only 37% of that (166 microg m(-3)) in the same month (August) from 2005 to 2007. However, just 1 mo and 1 yr after the Games had ended, mean concentrations of these pollutants had increased significantly again. This rapid "recovery' of air pollutant concentrations after the Olympics suggests that China needs to implement long-lasting decreases in its air pollution in Beijing and other major cities. 相似文献

In Hawaii, trace concentrations of pesticides used in the production of pineapple were found in the groundwater supplies of
Mililani Town in the Pearl Harbor Basin on the island of Oahu. Groundwater serves as the major source of drinking water and
residents pay for wellhead treatment of the contaminated water, via their monthly water bill. The agricultural chemical users
within the Pearl Harbor Basin do not include these wellhead treatment costs in their production costs. The agricultural industry
benefits from using pesticides but does not pay the entire societal cost of using these chemicals. In this study we evaluate
the specific financial cost of wellhead treatment, and not the economic value of groundwater. While wellhead treatment costs
could conceivably be shared by several parties, this study focuses on the financial impact of the pineapple industry alone.
This study factors annual wellhead treatment costs into annual pineapple production costs to measure the effect on annual
financial return from pineapple production. Wellhead treatment costs are calculated from the existing granulated activated
carbon (GAC) water treatment facility for Millilani Wells I and II. Pineapple production costs are estimated from previous
cost of production studies. The inclusion of wellhead treatment costs produces different production-cost results, depending
on the scale of analysis. At the local scale, the Mililani wellhead treatment costs can be factored into the production costs
of the pineapple fields, which were probably responsible for contamination of the Mililani Wells, without causing a deficit
in economic return. At the larger regional scale, however, the return from all of the pineapple grown in the Pearl Harbor
Basin can not sustain the cost of wellhead treatmentfor the entire water supply of the basin. Recommendations point to the
prevention of groundwater contamination as more cost-effective measure than wellhead treatment. 相似文献

ABSTRACT: We analyzed the type of hydrologic adjustments resulting from flow regulation across a range of dam types, distributed throughout the Connecticut River watershed, using two approaches: (1) the Index of Hydrologic Alteration (IHA) and (2) log‐Pearson Type III flood frequency analysis. We applied these analyses to seven rivers that have extensive pre‐and post‐disturbance flow records and to six rivers that have only long post‐regulation flow records. Lastly, we analyzed six unregulated streams to establish the regional natural flow regime and to test whether it has changed significantly over time in the context of an increase in forest cover from less than 20 percent historically to greater than 80 percent at present. We found significant hydrologic adjustments associated with both impoundments and land use change. On average, maximum peak flows decrease by 32 percent in impounded rivers, but the effect decreases with increasing flow duration. One‐day minimum low flows increase following regulation, except for the hydro‐electric facility on the mainstem. Hydrograph reversals occur more commonly now on the mainstem, but the tributary flood control structures experience diminished reversals. Major shifts in flood frequency occur with the largest effect occurring downstream of tributary flood control impoundments and less so downstream of the mainstem's hydroelectric facility. These overall results indicate that the hydrologic impacts of dams in humid environments can be as significant as those for large, multiple‐purpose reservoirs in more arid environments. 相似文献

ABSTRACT: In this paper a new set of soil texture data is used to estimate the spatial distribution of saturated hydraulic conductivity values for a small rangeland catchment. The estimates of conductivity are used to re-excite and re-evaluate a quasi-physically based rainfall-runoff model. Interest in the use of biochar from pyrolysis of biomass to sequester C and improve soil productivity has increased; however, variability in physical and chemical characteristics raises concerns about effects on soil processes. Of particular concern is the effect of biochar on soil N dynamics. The effect of biochar on N dynamics was evaluated in a Norfolk loamy sand with and without NHNO. High-temperature (HT) (≥500°C) and low-temperature (LT) (≤400°C) biochars from peanut hull ( L.), pecan shell ( Wangenh. K. Koch), poultry litter (), and switchgrass ( L.) and a fast pyrolysis hardwood biochar (450-600°C) were evaluated. Changes in inorganic, mineralizable, resistant, and recalcitrant N fractions were determined after a 127-d incubation that included four leaching events. After 127 d, little evidence of increased inorganic N retention was found for any biochar treatments. The mineralizable N fraction did not increase, indicating that biochar addition did not stimulate microbial biomass. Decreases in the resistant N fraction were associated with the high pH and high ash biochars. Unidentified losses of N were observed with HT pecan shell, HT peanut hull, and HT and LT poultry litter biochars that had high pH and ash contents. Volatilization of N as NH in the presence of these biochars was confirmed in a separate short-term laboratory experiment. The observed responses to different biochars illustrate the need to characterize biochar quality and match it to soil type and land use. 相似文献

ABSTRACT: Agricultural drainage water is a major source of environmental pollution in many areas. This paper reviews the literature on the economics of nonpoint-source pollution and applies it to the regulation of agricultural drainage water. Four types of regulatory policies are considered. The empirical analysis is carried out for cotton production in the San Joaquin Valley of California. Variable inputs are the quantity of water applied and the type of irrigation system. All four policies can achieve economic efficiency under the conditions assumed here, but the policies differ in terms of the distributional impacts and administrative requirements. 相似文献

ABSTRACT: Procedures are presented for comparing and evaluating alternative engineering designs for a particular water resources project. By using certain aspects of fuzzy set theory, it is possible to introduce both quantitative and qualitative considerations into the decisionmaking process. In addition, the viewpoints of the various interest groups involved with the water resources development can be realistically incorporated by the evaluation techniques for the alternative designs. Methods are given for eliminating undesirable alternatives and thereby obtaining a reduced set of possible feasible solutions to the problem. Because of the flexibility of the evaluation methods, the viable alternatives should not only satisfy economical, technical. environmental and other types of constraints, but these possible solutions should be politically feasible as well. A method is formulated for checking the sensitivity of the feasible results with respect to the factors that are considered in the analysis. 相似文献
