The distribution of polyfluoroalkyl compounds (PFCs) in the dissolved and particulate phase and their discharge from the river Elbe into the North Sea were studied. The PFCs quantified included C4-C8 perfluorinated sulfonates (PFSAs), 6:2 fluorotelomer sulfonate (6:2 FTS), C6 and C8 perfluorinated sulfinates (PFSiAs), C4-C12 perfluorinated carboxylic acids (PFCAs), perfluoro-3,7-dimethyl-octanoic acid (3,7m2-PFOA), perfluorooctane sulfonamide (FOSA), and n-ethyl perfluroctane sulfonamidoethanol (EtFOSE). PFCs were mostly distributed in the dissolved phase, where perfluorooctanoic acid (PFOA) dominated with 2.9–12.5 ng/L. In the suspended particulate matter FOSA and perfluorooctane sulfonate (PFOS) showed the highest concentrations (4.0 ng/L and 2.3 ng/L, respectively). The total flux of ΣPFCs from the river Elbe was estimated to be 802 kg/year for the dissolved phase and 152 kg/year for the particulate phase. This indicates that the river Elbe acts as a source of PFCs into the North Sea. However, the concentrations of perfluorobutane sulfonate (PFBS) and perfluorobutanoic acid (PFBA) in the North Sea were higher than that in the river Elbe, thus an alternative source must exist for these compounds.  相似文献

Ten years ago, environmental problems were easy to define: The Hudson and Potomac were polluted; Los Angeles had lousy air; some waste dumps were highly toxic. Solutions were also relatively straightforward: the Clean Air Act for dirty airsheds; the Clean Water Act for dirty rivers; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, better known as Superfund) for hazardous waste sites. ABSTRACT: This paper summarizes key provisions of the Clinton Administration's proposals for change in the Clean Water Act. Two of the important themes for change are tougher controls for non-point source pollution and the use of market-based instruments. A detailed analysis of market-based abatement suggests limited potential for reducing costs. The keys to nonpoint source pollution control are clearer definition of property rights combined with changes in government programs that encourage polluting activities.  相似文献

The factors that influence the increase or decrease of silt loadings on paved roadways have not been fully quantitatively investigated. They were identified in this study based on the quarterly silt loading sampling data collected from 20 sites by the Clark County Department of Air Quality and Environmental Management in Southern Nevada for the period from 2000 to 2003. The silt loading and associated data collected over these years at one sampling site may inherently possess site-specific characteristics that can be better incorporated by using panel data models. The factors that are identified as significant are the presence of curbs and gutters, shoulder type, pavement conditions, and the presence of construction activities in the vicinity of roadways. The presence of curbs and gutters, stabilized shoulders, and good pavement conditions would result in decreased silt loadings. Conversely, the presence of construction activities within the immediate vicinity of sampled areas would result in increases of silt loadings on the roadway surfaces. Based on the analysis of the results, it was recommended that constructing curbs, gutters and stabilized shoulders, preventing or reducing construction track-out from construction activity, and improving pavement conditions be the preferred control measures to reduce silt loading on paved roadways.  相似文献

Abstract

When forecasting the impacts of pollution control regulations upon industries which produce pollutants jointly with ordinary outputs, potential input and production process adjustments must be identified and assessed. The problem addressed here is that the empirical approximation of Joint production processes by a single-equation Least Squares (LS) regression misrepresents restrictions on input substitution possibilities. In such cases, some inputs are allocated to both production processes, which provides the jointness. But other inputs contribute to only one process and do not contribute to adjustment opportunities in the other process. Since single-equation LS regression assumes that all inputs can be substituted throughout the production process, its application results in a misspecified empirical model. This paper presents a theoretical framework that motivates the use of Seemingly Unrelated Regression (SUR) estimators to directly approximate such processes. The advantage to using the SUR estimators is that they exploit the related nature of the input decisions so that a more accurate model of the processes can be estimated. The framework is demonstrated with an application to the case of SO2 abatement by coal-fired electricity generating units. The results indicate that these units could efficiently burn more low-BTU, low-sulfur coal to maintain the same electricity output with a lower SO2 emission rate. More generally, this application demonstrates the usefulness of the framework developed here.  相似文献

We examined the relationship between cotinine measures in follicular fluid (FF) and urine to inform our exposure assessment strategy for an ongoing epidemiological study of secondhand tobacco smoke (STS) exposure and early pregnancy loss. Among subjects undergoing in vitro fertilization (IVF), we compared cotinine levels in paired urine and FF samples from the same women and examined FF cotinine levels over time. We found a weak rank-order relationship (Spearman r < 0.2) and poor agreement for classifying nonsmoking individuals as exposed to STS (sensitivity = 0.29-0.71; specificity = 0.35-0.72) between cotinine concentrations in FF and urine. We observed fair reliability (ICC = 0.42-0.52) in FF cotinine concentrations from women undergoing multiple IVF cycles. If available, FF cotinine concentrations may be desired as a biomarker of low-level tobacco smoke exposure over urinary cotinine in studies of early reproduction. Collection of multiple FF samples for cotinine analysis may be needed to accurately represent long-term STS exposure.  相似文献

The advent of democracy in South Africa in 1994 has resulted in a radical law reform process, new systems of governance, and significantly transformed planning and decision-making processes. At the same time, principles of sustainability, integration, participation, social and environmental justice have also been placed squarely on the South African political agenda. Local government has become the intended focal point for addressing the socio-economic needs of local communities and sustainable service delivery, with the principal tool for achieving these developmental objectives the Integrated Development Plan (IDP). This paper examines the available policy frameworks, including those at the national level, guiding incorporation of environmental sustainability considerations into IDPs and highlights difficulties of achieving this in practice. Ideas for moving beyond rhetoric to practical mainstreaming of environmental sustainability considerations in IDPs are provided.  相似文献

The MicroBlower Sustainable Soil Vapor Extraction System is a cost‐effective device specifically designed for remediation of organic compounds in the vadose zone. The system is applicable for remediating sites with low levels of contamination and for transitioning sites from active source technologies such as active soil vapor extraction to natural attenuation. It can also be a better choice for remediating small source zones that are often found in “tight zones” that are controlled by diffusion rate. The MicroBlower was developed by the Savannah River National Laboratory at the US Department of Energy's Savannah River Site to address residual volatile organic compound (VOC) contamination after shutdown of active soil vapor extraction systems. In addition, the system has been deployed to control recalcitrant sources that are controlled by diffusion rates. © 2012 Wiley Periodicals, Inc.  相似文献

Market-type mechanisms have been introduced and are being explored for various environmental programs. Several existing programs, however, have not attained the cost savings that were initially projected. Modeling that acknowledges the role of transactions costs and the discrete, bilateral, and sequential manner in which trades are executed should provide a more realistic basis for calculating potential cost savings. This paper presents empirical evidence on potential cost savings by examining a market for the abatement of sediment from farmland. Empirical results based on a market simulation model find no statistically significant change in mean abatement costs under several transaction cost levels when contracts are randomly executed. An alternative method of contract execution, gain-ranked, yields similar results. At the highest transaction cost level studied, trading reduces the total cost of compliance relative to a uniform standard that reflects current regulations.  相似文献
