Market-based instruments (MBIs) have emerged as a popular approach to balance development and conservation objectives. However, their ability to accomplish this is often beset by poor implementation in practice. This is testament to a widening gap between the rate of policy development and implementation of MBIs and the maturity of research and evaluation on their design, and impact on affected stakeholders. Within this context, this paper examines multi-stakeholder perspectives to the adoption of Biodiversity Offsetting in England, an instrument designed to enable biodiversity losses in one place to be compensated through conservation improvements elsewhere. Analysis reveals issues associated with social and ecological compensation of biodiversity loss. Findings suggest that there is a need for a broader consideration of issues surrounding distributive justice, access to nature and the status of ownership over sites of common heritage when accounting for biodiversity loss and its compensation. This message is salient to both the study context as well as the burgeoning international practice of Biodiversity Offsetting.  相似文献

Highly pathogenic avian influenza (HPAI) H5N1 has led to the death or destruction of millions of domesticated and wild birds and caused hundreds of human deaths worldwide. As with other HPAIs, H5N1 outbreaks among poultry have generally been caused by contact with infected migratory waterfowl at the interface of wildlands and human-dominated landscapes. Using a case–control epidemiological approach, we analyzed the relation between habitat protection and H5N1 outbreaks in China from 2004 to 2017. We found that while proximity to unprotected waterfowl habitats and rice paddy generally increased outbreak risk, proximity to the most highly protected habitats (e.g., Ramsar-designated lakes and wetlands) had the opposite effect. Protection likely involves two mechanisms: the separation of wild waterfowl and poultry populations and the diversion of wild waterfowl from human-dominated landscapes toward protected natural habitats. Wetland protection could therefore be an effective means to control avian influenza while also contributing to avian conservation.  相似文献

• DPAA sorption data was found to fit the Freundlich equation. Kf was significantly positive correlated with oxalate-extractable Fe2O3. • Ligand exchange was the main mechanism for DPAA sorption on soils. • Bidentate binuclear and monodentate mononuclear DPAA bonds were identified. Diphenylarsinic acid (DPAA) is a phenyl arsenic compound derived from chemical warfare weapons. Macroscopic and microscopic work on DPAA sorption will provide useful information in predicting the partitioning and mobility of DPAA in the soil-water environment. Here, batch experiments and extended X-ray absorption fine structure (EXAFS) spectroscopy were used to investigate the sorption mechanisms of DPAA. The DPAA sorption data from 11 soil types was found to fit the Freundlich equation, and the sorption capacity, Kf, was significantly and positively correlated with oxalate-extractable Fe2O3. The Kf values of eight of the 11 untreated soils (1.51–113.04) significantly decreased upon removal of amorphous metal (hydr)oxides (0.51–13.37). When both amorphous and crystalline metal (hydr)oxides were removed from the untreated soils, the Kf values either decreased or slightly increased (0.65–3.09). Subsequent removal of soil organic matter from these amorphous and crystalline metal (hydr)oxide-depleted samples led to further decreases in Kf to 0.02–1.38, with only one exception (Sulfic Aquic-Orthic Halosols). These findings strongly suggest that ligand exchange reactions with amorphous metal (hydr)oxides contribute most to DPAA sorption on soils. EXAFS data provide further evidence that DPAA primarily formed bidentate binuclear (2C) and monodentate mononuclear (1V) coring-sharing complexes with As-Fe distances of 3.34 and 3.66 Å, respectively, on Fe (hydr)oxides. Comparison of these results with earlier studies suggests that 2C and 1V complexes of DPAA may be favored under low and high surface coverages, respectively, with the formation of 1V bonds possibly conserving the sorption sites or decreasing the steric hindrance derived from phenyl substituents.  相似文献

This paper presents the results of a household survey designed to qualitatively evaluate the impacts of the invasive alien species Senna spectabilis on the distribution of welfare across dependent communities in the Budongo Forest Reserve (BFR) in Uganda. The BFR is the largest forest reserve in Uganda, with globally significant conservation values. The study establishes that households in the BFR have high levels of knowledge as to its conservation values; they are aware of the invasiveness of S. spectabilis and its potential to compromise the conservation values of the BFR, and that S. spectabilis confers tangible benefits to dependent households, whose levels significantly vary with proximity to the reserve. The study concludes by evaluating strategies that are designed to manage the spread of S. spectabilis in the BFR and which consider its demonstrated socio‐economic impacts.  相似文献

During the post-World War II era, the Mojave Desert Region of San Bernardino County, California, has experienced rapid levels of population growth. Over the past several decades, growth has accelerated, accompanied by significant shifts in ethnic composition, most notably from predominantly White non-Hispanic to Hispanic. This study explores the impacts of changing ethnicity on future development and the loss of open space by modeling ethnic propensities regarding family size and settlement preferences reflected by U.S. Census Bureau data. Demographic trends and land conversion data were obtained for seven Mojave Desert communities for the period between 1990 and 2001. Using a spatially explicit, logistic regression-based urban growth model, these data and trends were used to project community-specific future growth patterns from 2000 to 2020 under three future settlement scenarios: (1) an “historic” scenario reported in earlier research that uses a Mojave-wide average settlement density of 3.76 persons/ha; (2) an “existing” scenario based on community-specific settlement densities as of 2001; and (3) a “demographic futures” scenario based on community-specific settlement densities that explicitly model the Region’s changing ethnicity. Results found that under the demographic futures scenario, by 2020 roughly 53% of within-community open space would remain, under the existing scenario only 40% would remain, and under the historic scenario model the communities would have what amounts to a deficit of open space. Differences in the loss of open space across the scenarios demonstrate the importance of considering demographic trends that are reflective of the residential needs and preferences of projected future populations.  相似文献

Municipal solid waste incineration (MSWI) bottom ash contains economically significant levels of silver and gold. Bottom ashes from incinerators at Amsterdam and Ludwigshafen were sampled, processed, and analyzed to determine the composition, size, and mass distribution of the precious metals. In order to establish accurate statistics of the gold particles, a sample of heavy non-ferrous metals produced from 15 tons of wet processed Amsterdam ash was analyzed by a new technology called magnetic density separation (MDS). Amsterdam’s bottom ash contains approximately 10 ppm of silver and 0.4 ppm of gold, which was found in particulate form in all size fractions below 20 mm. The sample from Ludwigshafen was too small to give accurate values on the gold content, but the silver content was found to be identical to the value measured for the Amsterdam ash. Precious metal value in particles smaller than 2 mm seems to derive mainly from waste of electrical and electronic equipment (WEEE), whereas larger precious metal particles are from jewelry and constitute the major part of the economic value. Economical analysis shows that separation of precious metals from the ash may be viable with the presently high prices of non-ferrous metals. In order to recover the precious metals, bottom ash must first be classified into different size fractions. Then, the heavy non-ferrous (HNF) metals should be concentrated by physical separation (eddy current separation, density separation, etc.). Finally, MDS can separate gold from the other HNF metals (copper, zinc). Gold-enriched concentrates can be sold to the precious metal smelter and the copper-zinc fraction to a brass or copper smelter.  相似文献

N-(2-Hydroxyethyl)formamide (HF) was synthesized efficiently and used as a new additive to prepare thermoplastic starch/montmorillonite nanocomposite (TPS/MMT). Here, HF acted as both plasticizer for TPS and swelling agent for MMT. The hydrogen bond interaction among HF, starch and MMT was proven by Fourier-transform infrared (FT-IR) spectroscopy. By scanning electron microscope (SEM), starch granules were completely disrupted. Atomic force microscopy demonstrated that partially exfoliated TPS/MMT nanocomposite was formed. The crystallinity of corn starch, MMT, HF-plasticized TPS (HTPS) and TPS/MMT nanocomposite was characterized by X-ray diffraction (XRD). Thermal stability of HTPS and TPS/MMT was determined by thermogravimetric analysis (TGA). The water resistance of TPS/MMT nanocomposite increased compared with that of pure HTPS. Tensile strengths of TPS/MMT nanocomposites were higher than those of HTPS, but just the reverse for elongations at break.  相似文献

The ACCSEPT project, which ran from January 2006 to December 2007, identified and analysed the main factors which have been influencing the emergence of CO2 capture and geological storage (CCS) within the European Union (EU). The key clusters of factors concern science and technology, law and regulation, economics, and social acceptance. These factors have been analysed through interviews, a large-scale questionnaire conducted in 2006, and discussions in two stakeholder workshops (2006 and 2007). In Part I of this paper, we aim to distil the key messages and findings with regards to scientific, technical, legal and economic issues. There are no compelling scientific, technical, legal, or economic reasons why CCS could not be widely deployed in the forthcoming decades as part of a package of climate change mitigation options. In order to facilitate this deployment, governments at both the EU and Member State levels have an important role to play, in particular in establishing a robust and transparent legal framework (e.g. governing long-term environmental liability) and a strong policy framework providing sufficient and long-term incentives for CCS and CO2 transportation networks.  相似文献
