This perspective discusses nine conditions for enhancing the performance of multistakeholder partnerships for sustainable development. Such partnerships have become mainstream implementation mechanisms for attaining international sustainable development goals and are also frequently used in other adjacent policy domains such as climate change, health and biodiversity. While multistakeholder arrangements are widely perceived as a positive contribution to addressing global change, few studies have systematically evaluated the existing evidence for their positive performance. This poses an urgent and important challenge for researchers and practitioners to understand and improve the effectiveness of partnerships, in particular since their popularity increases despite their past track record. The recommendations presented are based on own research, a literature survey and discussions with a large number or international Civil Society Organizations at two occasions during 2014. This article proceeds as follows: first, we define multistakeholder partnerships, outline their rational and summarize available assessments on partnership success; second, we provide a set of concrete recommendations based on lessons-learned from over 10 years of scholarship; and third, we conclude with some reflections on the future of multistakeholder governance for sustainability.  相似文献

Invasive species are one of the greatest threats to biodiversity worldwide, and to successfully manage their introductions is a major challenge for society. Knowledge on the impacts of an invasive species is essential for motivating decision makers and optimally allocating management resources. We use a prominent invasive fish species, the round goby (Neogobius melanostomus) to objectively quantify the state of scientific knowledge on its impacts. Focusing on how native fish species are affected by round goby invasions, we analyzed 113 peer-reviewed papers and found that impacts are highly ecosystem and time scale dependent. We discovered round goby impacts to be profound, but surprisingly complex. Even if identical native species were affected, the impacts remained less comparable across ecosystems than expected. Acknowledging the breadth but also limitations in scientific knowledge on round goby impacts would greatly improve scientists’ ability to conduct further research and inform management measures.

After reductions of fugitive and diffuse emissions by an industrial complex, a follow-up study was performed to determine the time variability of volatile organic compounds (VOCs) and the lifetime cancer risk (LCR). Passive samplers (3 M monitors) were placed outdoors (n?=?179) and indoors (n?=?75) in industrial, urban, and control areas for 4 weeks. Twenty-five compounds including n-alkanes, cycloalkanes, aromatics, chlorinated hydrocarbons, and terpenes were determined by GC/MS. The results show a significant decrease of all VOCs, especially in the industrial area and to a lesser extent in the urban area. The median outdoor concentration of benzene in the industrial area declined compared to the former study, around 85 % and about 50 % in the urban area, which in the past was strongly influenced by industrial emissions. Other carcinogenic compounds like styrene and tetrachloroethylene were reduced to approximately 60 %. VOC concentrations in control areas remained nearly unchanged. According to the determined BTEX ratios and interspecies correlations, in contrast to the previous study, traffic was identified as the main emission source in the urban and control areas and showed an increased influence in the industrial area. The LCR, calculated for benzene, styrene, and tetrachloroethylene, shows a decrease of one order of magnitude in accordance to the decreased total VOC concentrations and is now acceptable according to values proposed by the World Health Organization.  相似文献

New concerns about biodiversity, ecosystem services and human health triggered several new regulations increasing the need for sound ecotoxicological risk assessment. The PEER network aims to share its view on the research issues that this challenges. PEER scientists call for an improved biologically relevant exposure assessment. They promote comprehensive effect assessment at several biological levels. Biological traits should be used for Environmental risk assessment (ERA) as promising tools to better understand relationships between structure and functioning of ecosystems. The use of modern high throughput methods could also enhance the amount of data for a better risk assessment. Improved models coping with multiple stressors or biological levels are necessary to answer for a more scientifically based risk assessment. Those methods must be embedded within life cycle analysis or economical models for efficient regulations. Joint research programmes involving humanities with ecological sciences should be developed for a sound risk management.  相似文献

Composting of manufactured gas plant soil by a commercial enterprise had removed most of its polycyclic aromatic hydrocarbons (PAHs), but concentrations remained above regulatory threshold levels. Several amendments and treatments were first tested to restart the PAH degradation, albeit with little success. The working hypothesis was then that PAHs were “stuck” due to strong sorption to black carbon. Accessibility was measured with cyclodextrin extractions and on average only 4% of the PAHs were accessible. Chemical activity of the PAHs was measured by equilibrium sampling, which confirmed a low exposure level. These results are consistent with strong sorption to black carbon (BC), which constituted 59% of the total organic carbon. Composting failed to remove the PAHs, but it succeeded to minimize PAH accessibility and chemical activity. This adds to accumulating evidence that current regulatory thresholds based on bulk concentrations are questionable and alternative approaches probing actual risk should be considered.  相似文献

Sexual harassment by males has the potential to affect almost any aspect of female behavior and life history. Using Atlantic mollies (Poecilia mexicana) as a model—a species in which males do not court but almost constantly try to forcefully mate with females—we asked whether and how male harassment influences (a) females’ time budgets and (b) feeding rates (e.g., through frequent flight from male approaches), and (c) whether metabolic rates are increased as a response to stress. Field observations in a natural P. mexicana population revealed that males (average feeding rate 15%) spent far less time feeding than females (60%), and clearly traded off frequent pursuit of females with foraging. Most importantly, females’ feeding times were dramatically reduced when being pursued by a harassing male. Also in standardized lab experiments, females spent significantly less time feeding when accompanied by a male as compared to being in the presence of another female. This effect was also observed when partner fish (male or female) were presented only visually, but could not interact physically with the focal female. It seems, therefore, that females increase vigilance when a harassing male is around, which keeps them from feeding even before males actually approach them. Based on the latter result, we asked whether a stress-induced increase in metabolic rates would be discernible. We measured oxygen consumption and gill ventilation frequencies (opercular rates) of females in different social contexts (alone, with another female, or a male). The predicted, strong body mass dependency of both physiological parameters was uncovered, but no evidence for an effect of social context was detected. We argue that male harassment represents such a constant (but non-lethal) stressor for poeciliid females that their metabolic stress responses have adapted to this through habituation.  相似文献

To identify the timing and location of spawning activity for bonefish (Albula spp.) in the Bahamian archipelago, we used an acoustic telemetry array spanning 44?km2 of shallow tidal creeks, flats, and adjacent deeper coastal waters near Cape Eleuthera. In two successive years, we surgically implanted transmitters in male and female bonefish (n?=?60) and examined their movement patterns within the array. Eight bonefish surgically implanted with transmitters as part of an earlier study were also tracked. In 2009, the telemetry information was complemented with snorkeling observations, underwater video, and manual tracking of the same acoustically tagged fish, as well as fish (n?=?3) gastrically implanted with continuous transmitters. During a period of 4?C7?days spanning the full and new moons, primarily between October and May, bonefish moved from their typical shallow flats and aggregated at sites in close proximity to the deep water drop-off of the Exuma Sound. Localized movements of the large schools of bonefish (often?>1,000 fish) at these presumptive pre-spawning aggregation sites included brief trips (<8?h) just after sunset until just prior to sunrise to the abyssal wall at the edge of the Exuma Sound (i.e.,?>1,000?m depth). Tagged bonefish detected at these aggregation sites were subsequently detected back in the tidal creeks and coastal flats shortly after new and full moons and remained at these more typical shallow sites (i.e.,?<2?m depth). Although we did not directly observe spawning events, we did observe ventral nudging and porpoising behaviors, which are potentially associated with courtship. Timing of the observed movements and possible courtship behaviors was coincident with periods when gametes were well developed. Collectively, our study provides the first objective evidence suggesting that the aggregation and seasonal migration of bonefish to deep shelf environments during certain moon phases is for spawning.  相似文献

Climate change could alter the population growth of dominant species, leading to profound effects on community structure and ecosystem dynamics. Understanding the links between historical variation in climate and population vital rates (survival, growth, recruitment) is one way to predict the impact of future climate change. Using a unique, long-term data set from eastern Idaho, USA, we parameterized integral projection models (IPMs) for Pseudoroegneria spicata, Hesperostipa comata, and Artemisia tripartita to identify the demographic rates and climate variables most important for population growth. We described survival, growth, and recruitment as a function of genet size using mixed-effect regression models that incorporated climate variables. Elasticites for the survival + growth portion of the kernel were larger than the recruitment portion for all three species, with survival + growth accounting for 87-95% of the total elasticity. The genet sizes with the highest elasticity values in each species were very close to the genet size threshold where survival approached 100%. We found strong effects of climate on the population growth rate of two of our three species. In H. comata, a 1% decrease in previous year's precipitation would lead to a 0.6% decrease in population growth. In A. tripartita, a 1% increase in summer temperature would result in a 1.3% increase in population growth. In both H. comata and A. tripartita, climate influenced population growth by affecting genet growth more than survival or recruitment. Late-winter snow was the most important climate variable for P. spicata, but its effect on population growth was smaller than the climate effects we found in H. comata or A. tripartita. For all three species, demographic responses lagged climate by at least one year. Our analysis indicates that understanding climate effects on genet growth may be crucial for anticipating future changes in the structure and function of sagebrush steppe vegetation.  相似文献

Objective: In previous research, a tool chain to simulate vehicle–pedestrian accidents from ordinary driving state to in-crash has been developed. This tool chain allows for injury criteria-based, vehicle-specific (geometry, stiffness, active safety systems, etc.) assessments. Due to the complex nature of the included finite element analysis (FEA) models, calculation times are very high. This is a major drawback for using FEA models in large-scale effectiveness assessment studies. Therefore, fast calculating surrogate models to approximate the relevant injury criteria as a function of pedestrian vehicle collision constellations have to be developed.

Method: The development of surrogate models for head and leg injury criteria to overcome the problem of long calculation times while preserving high detail level of results for effectiveness analysis is shown in this article. These surrogate models are then used in the tool chain as time-efficient replacements for the FEA model to approximate the injury criteria values. The method consists of the following steps: Selection of suitable training data sets out of a large number of given collision constellations, detailed FEA calculations with the training data sets as input, and training of the surrogate models with the FEA model's input and output values.

Results: A separate surrogate model was created for each injury criterion, consisting of a response surface that maps the input parameters (i.e., leg impactor position and velocity) to the output value. In addition, a performance test comparing surrogate model predictions of additional collision constellations to the results of respective FEA calculations was carried out. The developed method allows for prediction of injury criteria based on impact constellation for a given vehicle. Because the surrogate models are specific to a certain vehicle, training has to be redone for a new vehicle. Still, there is a large benefit regarding calculation time when doing large-scale studies.

Conclusion: The method can be used in prospective effectiveness assessment studies of new vehicle safety features and takes into account specific local features of a vehicle (geometry, stiffness, etc.) as well as external parameters (location and velocity of pedestrian impact). Furthermore, it can be easily extended to other injury criteria or accident scenarios; for example, cyclist accidents.  相似文献
