This paper summarizes methods, data and results associated with the first major attempt to evaluate the environmental benefits
of U.S. Federal Emergency Management Agency natural hazards mitigation grants. The study relied heavily on the refinement
of benefit transfer methods. Categories of benefits include water quality for recreational and commercial fishing, drinking
water, outdoor recreation, hazardous waste, wetlands and aesthetic, health and safety benefits. Environmental and historic
benefits proved to be a very minor proportion of the total benefits in dollar terms. Only a very small percentage of earthquake
and wind-related hazards yielded environmental benefits, while a sizeable percentage of flood hazard grants did so. We also
discuss the prospects that environmental benefits might have been much greater had data been available to analyze more environmental

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options. 相似文献

The distinction between amphibole asbestos fibers and non-asbestos amphibole particles has important implications for assessing potential cancer risks associated with exposure to amphibole asbestos or amphibole-containing products. Exposure to amphibole asbestos fibers can pose a cancer risk due to its ability to reside for long periods of time in the deep lung (i.e., biopersistence). In contrast, non-asbestos amphibole particles are usually cleared rapidly from the lung and do not pose similar respiratory risks even at high doses. Most regulatory and public health agencies, as well as scientific bodies, agree that non-asbestos amphiboles possess reduced biological (e.g., carcinogenic) activity. Although non-asbestos amphibole minerals have been excluded historically from Federal regulations, non-asbestos structures may be counted as asbestos fibers on the basis of dimensional criteria specified in analytical protocols. Given the potential to mischaracterize a non-asbestos structure as a “true” asbestos fiber, our objective was to assess whether exposure to non-asbestos amphiboles that may meet the dimensional criteria for counting as a fiber pose a cancer risk similar to amphibole asbestos. We reviewed analytical methods as well as the mineralogical, epidemiological, and toxicological literature for non-asbestos amphiboles. No evidence of demonstrable cancer effects from exposure to non-asbestos amphiboles that may be counted as fibers, under certain assessment protocols, was found. Data gaps (industrial hygiene data for amphibole-exposed cohorts), inconsistencies (analytical laboratory methods/protocols used to count fibers), and sources of potential bias from misclassification of exposure were identified. 相似文献

Because conspicuous morphology such as colorful plumage may increase predation risk, we aimed to see if variation in plumage coloration could explain variation in avian anti-predator behavior. We included several measures of plumage coloration: human perception of vividness from images in field guides, total intensity from reflectance spectra of museum skins, contrasts calculated from physiological models of these spectra parameterized for both raptors and humans, chroma, and spectral saturation. We investigated how well these measurements predicted risk assessment in ten species of birds in St. John, U.S. Virgin Islands. We quantified how each species responded to playbacks of a predator’s calls and compared this response to that elicited by songs from a non-predatory, sympatric bird. We found that human-determined measures of vividness best predicted anti-predator responses of birds—more vividly colored species responded more to predators than duller species. No spectrophotometric variable explained variation in species reactions to a predator call. Our results suggest that vivid birds may compensate for their conspicuousness by being more responsive to the sound of predators and that more work is needed to better evaluate how animal coloration is quantified in comparative studies. 相似文献

Economic resilience is a major way to reduce losses from disasters. Its effectiveness would be further enhanced if it could be precisely defined and measured. This paper distinguishes static economic resilience—efficient allocation of existing resources—from dynamic economic resilience—speeding recovery through repair and reconstruction of the capital stock. Operational definitions are put forth that incorporate this important distinction. The consistency of the definitions is examined in relation to antecedents from several disciplines. Effects of traffic-related nitrogenous emissions on purple moor grass (Molinia caerulea (L.) Moench) transplants, used here as a new biomonitoring species, were assessed along 500 m long transects orthogonal to roads located in two open areas in the Maurienne valley (French Alps). Leaves were sampled during summer 2004 and 2005 for total N-content and 15N-abundance determination while nitrogen oxides (NO and NO2) concentrations were determined using passive diffusion samplers. A significant and negative correlation was observed between plant total N-content, and 15N-abundance and the logarithm of the distance to the road axis. The strongest decreases in plant N parameters were observed between 15 and 100 m from road axis. They were equivalent to background levels at a distance of about 800 m from the roads. In addition, motor vehicle pollution significantly affected vegetation at road edge, as was established from the relationship between leaf 15N-abundance, total N-content and road traffic densities. 相似文献

When does remediation do more harm than good? After conducting a sustainability analysis on a large pump‐and‐treat site at the Massachusetts Military Reservation (MMR), the Air Force Center for Engineering and the Environment (AFCEE) found evidence suggesting that the remediation systems were creating more pollution than they were remediating. For several years, the AFCEE/MMR has had an aggressive “better, cheaper, faster” optimization program intended to expedite aquifer restoration, reduce costs to the taxpayers, and reduce cleanup time frames. An initial sustainability analysis was conducted in 2005 as part of this program. The analysis identified several concerns, one of which was the indirect generation of air emissions from conventional fossil fuel–based power plants used to power the remediation systems. In addition to the environmental impact of these air emissions, the cost of electricity continues to increase. The AFCEE/MMR evaluated options for addressing both of these concerns and opted to employ renewable energy technology in the form of a utility‐scale wind turbine. This case study presents a more sustainable approach to remediation at the MMR through the use of renewable energy, in the form of a 1,500‐kW wind turbine. Power costs for operating the treatment systems, which processed up to 16 million gallons per day, amounted to over $2.2 million in 2008. The wind turbine is anticipated to reduce the program's electricity costs and offset air emissions, generated indirectly through the use of electricity from fossil fuel–based power plants, by approximately 25 to 30 percent. OPAL is an English national programme that takes scientists into the community to investigate environmental issues. Biological monitoring plays a pivotal role covering topics of: i) soil and earthworms; ii) air, lichens and tar spot on sycamore; iii) water and aquatic invertebrates; iv) biodiversity and hedgerows; v) climate, clouds and thermal comfort. Each survey has been developed by an inter-disciplinary team and tested by voluntary, statutory and community sectors. Data are submitted via the web and instantly mapped. Preliminary results are presented, together with a discussion on data quality and uncertainty. Communities also investigate local pollution issues, ranging from nitrogen deposition on heathlands to traffic emissions on roadside vegetation. Over 200,000 people have participated so far, including over 1000 schools and 1000 voluntary groups. Benefits include a substantial, growing database on biodiversity and habitat condition, much from previously unsampled sites particularly in urban areas, and a more engaged public. 相似文献
