There is no agreed level of safety that is ‘acceptable’. Those responsible for managing and regulating safety believe that they can establish adequate parameters, but they recognize that those standards must meet with ‘public approval’. This paper examines one way in which that approval is sought, namely the quasijudicial examination of the merits of a proposal to construct Britain's first pressurized water reactor at the Sizewell B site on the Suffolk coast. The authors argue that the Sizewell B Inquiry appears to operate on the assumption that acceptable risk levels can be determined through argument and cross-examination. In its approach to the determination of acceptable risk the Inquiry seems dependent on professional judgement and expertise as assessed by legal minds trained to sift evidence. To ensure that all the necessary evidence comes before it, the Inquiry has established procedures to initiate the preparation and examination of expert viewpoints. The authors examine how far this approach is likely to command public confidence, and the extent to which the Inquiry pinned down the elusive concept of acceptable risk.  相似文献

Residues reclaimed from a municipal solid waste (MSW) landfill were characterized for the concentrations of a number of heavy metals. The residue fractions analyzed included a fine fraction (<0.425 mm), an intermediate fraction (>0.425 and <6.3 mm) and a fraction consisting of paper products that could ultimately degrade to a smaller size. The intermediate fraction appeared to be organic in nature, while the fine fraction was more soil-like. In general, the metal concentrations were greatest in the intermediate fraction and lowest in the fine fraction. The effect of sample age on the elemental content was also investigated. The concentrations of several elements were greater in older samples (sample approximately 8 years in age) when compared to newer samples (sample approximately 3 years in age). Limitations associated with the land application of residual soil (composed of the fine and intermediate fractions) were assessed by comparing measured concentrations to regulatory threshold values. In general, most metal concentrations were below regulatory thresholds for use in unrestricted settings. At the concentrations measured, however, several elements might limit reuse options, depending on which regulatory threshold serves as a benchmark. Elevated concentrations of arsenic presented the greatest limitation with respect to common US thresholds while elevated cadmium concentrations presented the greatest limitation when compared to UK thresholds. The source of the arsenic was determined to be the waste, not the cover soil.  相似文献

Although dimethylsulfoniopropionate (DMSP) has a variety of functions in marine macroalgae including that of a cryoprotectant, an osmolyte, a way to remove excess sulfur and energy, an antioxidant, and an allelopathic precursor, the latter two functions are believed to be the most important in Ulva lactuca L. (=U. fenestrata) in intertidal populations on the coast of Washington state, USA. The present study found significant variation in DMSP concentrations among U. lactuca collected in May 2005 from six sites ranging from 47°54.45′N (Possession Point, Whidbey Island, WA, USA) to 48°30.55′N (Shannon Point Beach, Anacortes, WA, USA), and also among individuals within sites, and among tissues (basal tissues near the holdfast, middle of the blades, and tips). Concentrations ranged from 37 to 224 μmol g−1 fresh mass (FM). In several 10-day experiments between July 2001 and August 2004 with U. lactuca collected from several places on the coast of Washington, the effects of nutrient level (DIN), light intensity and wavelength, and grazing by the herbivorous gastropod Lacuna vincta, were examined. None of these manipulations resulted in DMSP concentrations that differed significantly from controls, and variance in DMSP concentrations within each experiment was very low. Although DMSP concentrations in U. lactuca may be affected by factors not tested in these experiments, it is also possible that the observed spatial differences reflect constitutive genotypic or phenotypic differences among geographically separated U. lactuca populations or among cryptic Ulva species. The fate of mercury in decomposing leaf litter and soil is key to understanding the biogeochemistry of mercury in forested ecosystems. We quantified mercury dynamics in decomposing leaf litter and measured fluxes and pools of mercury in litterfall, throughfall, and soil in two forest types of the Adirondack region, New York, USA. The mean content of total mercury in leaf litter increased to 134% of its original mass during two years of decomposition. The accumulation pattern was seasonal, with significant increases in mercury mass during the growing season (+4.9% per month). Litterfall dominated mercury fluxes into the soil in the deciduous forest, whereas throughfall dominated fluxes into the coniferous forest. The increase in mercury mass in decomposing deciduous litter during the growing season was greater than could be accounted for by throughfall inputs during the growing season (P < 0.05), suggesting translocation of mercury from the soil to the decomposing deciduous litter. This internal recycling mechanism concentrates mercury in the organic horizons and retards transport through the soil, thereby increasing the residence time of mercury in the forest floor. A mass balance assessment suggests that the ultimate fate of mercury in the landscape depends upon forest type and associated differences in the delivery and incorporation of mercury into the soil. Our results show that incorporation of mercury into decaying leaf litter increases its residence time in the landscape and may further delay the recovery of surface waters, fish, and associated biota following control of mercury emissions to the atmosphere.  相似文献

Title III of the 1990 Clean Air Act Amendments requires the Environmental Protection Agency to regulate 189 air toxics, including emissions from by-product coke ovens. Economists criticize the inefficiency of uniform standards, but Title III makes no provision for flexible regulatory instruments. Environmental health scientists suggest that population exposure, not necessarily ambient air quality, should motivate environmental air pollution policies. Using an engineering-economic model of the United States steel industry, we estimate that an exposure-based policy can achieve the same level of public health as coke oven emissions standards and can reduce compliance costs by up to 60.0%.  相似文献

Summary Foraging and echolocation behavior and its ontogeny in the lesser bulldog bat, Noctilio albiventris, were studied in Panama under field and captive conditions. The vocalizations utilized for echolocation and communication were monitored. Adult N. albiventris captured insect prey from the water surface employing various combinations of CF/FM (constant frequency and frequency modulated) signals. The proportions of CF/FM and the repetition rate were a function of the bat's activity. Most adults exhibited post-sunset and pre-dawn foraging activity, although several telemetered lactating females foraged for only the half hour after dusk, spending the rest of the night with their babies in the roost. When the juveniles began to leave the roost at the age of two months, they appeared to accompany their mothers on initial flights.Captive infant Noctilio developed slowly, and did not fly until about 5–6 weeks postnatally. They continued to nurse for almost 3 months, even though they were capable of eating solid food at about 6 weeks. Previous to weaning, mothers fed their infants with masticated food from their cheekpouches.At birth, Noctilio emit a combination of long FM isolation calls and shorter CF/FM pulses. Mothers nurse only their own babies which they appear to recognize by a vocal signature contained in the infants' isolation calls. The individual isolation calls, as well as the mother's communication sounds, appear to be variations of an FM sinusoidal wave. The periodicity and amplitude change, and different portions including harmonics are added or deleted. The short CF/FM signals of the infant evolve into the adult orientation type signals as the CF component increases in frequency and the repetition rate increases. These sounds appear to serve a dual function in communication and echolocation. Mother-young pairs were observed to call antiphonally, utilizing CF/short FM signals in retrieval situations. This duetting was also observed in bats flying over the Chagras River after the time the juveniles began to fly, and may function to maintain vocal contact during initial foraging flights.Deceased  相似文献

Perfluorooctanesulfonyl fluoride (POSF, C8F17SO2F) related-materials have been used as surfactants, paper and packaging treatments, and surface (e.g., carpet, textile, upholstery) protectants. A metabolite, perfluorooctanesulfonate (PFOS, C8F17SO3), has been identified in the serum and liver of non-occupationally exposed humans and wildlife. Because of its persistence, an important question was whether elderly humans might have higher PFOS concentrations. From a prospective study designed to examine cognitive function in the Seattle (WA) metropolitan area, blood samples were collected from 238 dementia-free subjects (ages 65–96). High-pressure liquid chromatography-electrospray tandem mass spectrometry determined seven fluorochemicals: PFOS; N-ethyl perfluorooctanesulfonamidoacetate; N-methyl perfluorooctanesulfonamidoacetate; perfluorooctanesulfonamidoacetate; perfluorooctanesulfonamide; perfluorooctanoate; and perfluorohexanesulfonate. Serum PFOS concentrations ranged from less than the lower limit of quantitation (3.4 ppb) to 175.0 ppb (geometric mean 31.0 ppb; 95% CI 28.8–33.4). An estimate of the 95% tolerance limit was 84.1 ppb (upper 95% confidence limit 104.0 ppb). Serum PFOS concentrations were slightly lower among the most elderly. There were no significant differences by sex or years residence in Seattle. The distributions of the other fluorochemicals were approximately an order of magnitude lower. Similar to other reported findings of younger adults, the geometric mean serum PFOS concentration in non-occupational adult populations likely approximates 30–40 ppb with 95% of the population’s serum PFOS concentrations below 100 ppb.  相似文献

A semianalytical soil-pesticide transport model is formulated based on a compartmental approach to determine spatial and temporal variations of pesticide residues across a soil profile. The compartmental model is implemented by drawing an analogy between a series of continuous-flow stirred tank reactors and a soil horizon that consists of multiple perfectly mixed compartments. The analogy is strengthened by exploiting a relation between the compartment series and the conventional convective-dispersive equation (CDE) for vertical transport in the soil. Consequently, the number of compartments in the model formulation is not free, but dictated as a function of transport parameters. The model formulation allows consideration of arbitrary boundary value specifications and also, for some cases, spatially varying initial concentration profiles. Sorption kinetics is represented via a two-site model that involves a linear sorption isotherm and a first-order irreversible sorption or a radial diffusive penetrating model. For these three cases, analysis of the compartmental model allows the resultant concentration profiles to be expressed in terms of the Poisson distribution. When a nonlinear kinetic sorption model is used to simulate the sorption processes, an analytical solution is not found and a numerical approach is required.  相似文献

The aim of this study was to determine the effects of ozone and salinity, singly and in combination, on the growth and ion contents of two chickpea (Cicer arietinum L.) varieties. Chickpea plants were grown in non-saline and saline conditions, with and without a repeated exposure to ozone. Salinity at a concentration of 30 mM NaCl caused a substantial reduction in plant height, number of leaves and the dry weights of the leaves, stems and roots. Biomass allocation to the leaves increased, predominantly at the expense of the roots. Ozone at a concentration of 85 nmol mol(-1) for 6 h per day for 25 days reduced plant height and dry weights but had no effect on leaf number. The results show substantial effects of salinity and ozone on chickpea growth and ion concentrations. When ozonated plants are grown in the presence of salinity, further reductions in growth occur.  相似文献

Biodegradation of haloacetic acids by bacterial enrichment cultures   总被引:5,自引:0,他引:5  
Haloacetic acids (HAAs) are toxic organic chemicals that are frequently detected in surface waters and in drinking water distribution systems. The aerobic biodegradation of HAAs was investigated in serum bottles containing a single HAA and inoculated with washed microorganisms obtained from enrichment cultures maintained on either monochloroacetic acid (MCAA) or trichloroacetic acid (TCAA) as the sole carbon and energy source. Biodegradation was observed for each of the HAAs tested at concentrations similar to those found in surface waters and in drinking water distribution systems. The MCAA culture was able to degrade both MCAA and monobromoacetic acid (MBAA) with pseudo-first order rate constants of 1.06 x 10(-2) and 1.13 x 10(-2) l(mg protein)(-1) d(-1), respectively, for concentrations ranging from 10(-5) to 2 mM. The pseudo-first order rate constant for TCAA degradation by the TCAA culture was 6.52 x 10(-3) l(mg protein)(-1) d(-1) for concentrations ranging from 5.33 x 10(-5) to 0.72 mM. The TCAA culture was also able to degrade MCAA with the rate accelerating as incubation time increased. Experiments with radiolabeled HAAs indicated that the 14C was primarily converted to 14CO2 with minor incorporation into cell biomass. The community structure of the enrichment cultures was analyzed by both cultivation-dependent and cultivation-independent approaches. Denaturing gradient gel electrophoresis (DGGE) of the PCR-amplified 16S rRNA gene fragments showed that each of the two enrichment cultures had multiple bacterial populations, none of which corresponded to HAA-degrading bacteria cultivated on HAA-supplemented agar plates. This research indicates that biodegradation is a potential loss mechanism for HAAs in surface waters and in drinking water distribution systems.  相似文献
