Recycling schemes are being used worldwide to reduce the impact of municipal waste. Those using public funds are usually obliged to set performance indicators by which the standards of such schemes can be measured. In the UK, a set of statutory Best Value Performance Indicators (BVPI) must be reported annually, such as the Quality of Fair Access, which monitors the public's access to recycling facilities within 1000 m (known as BVPI 91). This work shows that BVPI 91, and performance indicators like it, quantify only very basic recycling services. A much more sensitive performance indicator is developed in this paper, labelled as the Maximum Practicable Recycling Rate Provision (MPRRP) achievable by a local authority. It indicates the percentage of local waste that could be reasonably recycled using the services provided, calculated on the basis of the average composition of the local waste, the local population coverage for collection of any materials, and nationally provided information stating how much of each material stream is generally suitable (practical) for recycling. Evidence for the usefulness of this new quantity is presented. Although this paper refers a particular performance indicator in the UK, its findings are applicable to all urban areas worldwide needing to monitor recycling service. Furthermore, the MPRRP could be used for planning purposes, and for determining the level of performance of an existing service, by comparing its predicted recycling rate to that actually obtained. Historically, the National Agricultural Statistics Service crop forecasts and estimates have been determined by a group of commodity experts called the Agricultural Statistics Board (ASB). The corn yield forecasts for the “speculative region,” ten states that account for approximately 85 % of corn production, are based on two sets of monthly surveys, a farmer interview survey and a field measurement survey. The members of the ASB subjectively determine a forecast on the basis of a discussion of the survey data and auxiliary information about weather, average planting dates, and crop maturity. The ASB uses an iterative procedure, where initial state estimates are adjusted so that the weighted sum of the final state estimates is equal to a previously-determined estimate for the speculative region. Deficiencies of the highly subjective ASB process are lack of reproducibility and a measure of uncertainty. This paper describes the use of Bayesian methods to model the ASB process in a way that leads to objective forecasts and estimates of the corn yield. First, we use small area estimation techniques to obtain state-level forecasts. Second, we describe a way to adjust the state forecasts so that the weighted sum of the state forecasts is equal to a previously-determined regional forecast. We use several diagnostic techniques to assess the goodness of fit of various models and their competitors. We use Markov chain Monte Carlo methods to fit the models to both historic and current data from the two monthly surveys. Our results show that our methodology can provide reasonable and objective forecasts of corn yields for states in the speculative region. 相似文献

Conservation and development practitioners increasingly promote community forestry as a way to conserve ecosystem services, consolidate resource rights, and reduce poverty. However, outcomes of community forestry have been mixed; many initiatives failed to achieve intended objectives. There is a rich literature on institutional arrangements of community forestry, but there has been little effort to examine the role of socioeconomic, market, and biophysical factors in shaping both land‐cover change dynamics and individual and collective livelihood outcomes. We systematically reviewed the peer‐reviewed literature on community forestry to examine and quantify existing knowledge gaps in the community‐forestry literature relative to these factors. In examining 697 cases of community forest management (CFM), extracted from 267 peer‐reviewed publications, we found 3 key trends that limit understanding of community forestry. First, we found substantial data gaps linking population dynamics, market forces, and biophysical characteristics to both environmental and livelihood outcomes. Second, most studies focused on environmental outcomes, and the majority of studies that assessed socioeconomic outcomes relied on qualitative data, making comparisons across cases difficult. Finally, there was a heavy bias toward studies on South Asian forests, indicating that the literature on community forestry may not be representative of decentralization policies and CFM globally. 相似文献

Urban greening increases vegetation and can restore ecological functions to urban systems. It has ties to restoration ecology, which aims to return degraded land to diverse, functional ecosystems. Both practices can be applied to maximizing ecosystem services and habitat in vacant lots, which are abundant in post-industrial cities, including Chicago, Illinois (USA), where our study took place. We tested four methods for increasing native plant diversity in vacant lots, ranging from low input to resource-intensive: seed bombing, broadcast seeding, planting plugs, and gardening. After three growing seasons, we assessed the growth of eight target native species and all non-target species. We expected that intensive treatments would have more target species stems and flowers and fewer non-target species, but we found that less-intensive options often produce equal or better results. PCR inhibitory substances in complex sample matrices can cause false negatives or under-estimation of target concentration. This study assessed DNA heat treatment for reducing inhibition during qPCR analysis of human adenovirus (HAdV) in wastewater samples. Inhibition was reduced by heat treating DNA, where mean HAdV concentration was increased by 0.71 log10 GC/L (and up to 3.04 log10 GC/L in one case), and replicate variability and false negatives were reduced. DNA heat treatment should be further investigated for improving reliability of HAdV concentration estimates in water, which can support more accurate assessment of health risks associated with viral pathogen exposure. 相似文献

We reviewed existing and planned adaptation activities of federal, tribal, state, and local governments and the private sector in the United States (U.S.) to understand what types of adaptation activities are underway across different sectors and scales throughout the country. Primary sources of review included material officially submitted for consideration in the upcoming 2013 U.S. National Climate Assessment and supplemental peer-reviewed and grey literature. Although substantial adaptation planning is occurring in various sectors, levels of government, and the private sector, few measures have been implemented and even fewer have been evaluated. Most adaptation actions to date appear to be incremental changes, not the transformational changes that may be needed in certain cases to adapt to significant changes in climate. While there appear to be no one-size-fits-all adaptations, there are similarities in approaches across scales and sectors, including mainstreaming climate considerations into existing policies and plans, and pursuing no- and low-regrets strategies. Despite the positive momentum in recent years, barriers to implementation still impede action in all sectors and across scales. The most significant barriers include lack of funding, policy and institutional constraints, and difficulty in anticipating climate change given the current state of information on change. However, the practice of adaptation can advance through learning by doing, stakeholder engagements (including “listening sessions”), and sharing of best practices. Efforts to advance adaptation across the U.S. and globally will necessitate the reduction or elimination of barriers, the enhancement of information and best practice sharing mechanisms, and the creation of comprehensive adaptation evaluation metrics. 相似文献

Objective
To examine parental decisions about vehicles driven by teenagers and parental knowledge of vehicle safety.Methods
About 300 parents were interviewed during spring 2006 in Minnesota, North Carolina, and Rhode Island while teenagers took their first on-road driving tests.Results
Fewer than half of parents surveyed said teenagers would be the primary drivers of the chosen vehicles. Parents most often cited safety, existing family vehicle, and reliability when explaining the choices for their teenagers’ vehicles. About half of the vehicles intended for teenagers were small/mini/sports cars, pickups, or SUVs — vehicles considered less safe for teenagers than midsize/large cars or minivans. A large majority of vehicles were 2001 models or earlier. Vehicles purchased in anticipation of adding a new driver to the family were more likely to be the sizes/types considered less safe than vehicles already owned. Few parents insisted on side airbags or electronic stability control, despite strong evidence of their safety benefits. Even when asked to identify ideal vehicles for their teenagers to drive, about half of parents identified less safe vehicle sizes/types. Most parents knew that midsize/large vehicles are safer than small vehicles, and at least half of parents said SUVs and pickups are not safe for teenage drivers, citing instability.Conclusions
The majority of parents understood some of the important criteria for choosing safe vehicles for their teenagers. However, parents actually selected many vehicles for teenagers that provide inferior crash protection.Impact on industry

East African cichlids display extensive variation in sex determination systems. The species Astatotilapia calliptera is one of the few cichlids that reside both in Lake Malawi and in surrounding waterways. A. calliptera is of interest in evolutionary studies as a putative immediate outgroup species for the Lake Malawi species flock and possibly as a prototype ancestor-like species for the radiation. Here, we use linkage mapping to test association of sex in A. calliptera with loci that have been previously associated with genetic sex determination in East African cichlid species. We identify a male heterogametic XY system segregating at linkage group (LG) 7 in an A. calliptera line that originated from Lake Malawi, at a locus previously shown to act as an XY sex determination system in multiple species of Lake Malawi cichlids. Significant association of genetic markers and sex produce a broad genetic interval of approximately 26 megabases (Mb) using the Nile tilapia genome to orient markers; however, we note that the marker with the strongest association with sex is near a gene that acts as a master sex determiner in other fish species. We demonstrate that alleles of the marker are perfectly associated with sex in Metriaclima mbenjii, a species from the rock-dwelling clade of Lake Malawi. While we do not rule out the possibility of other sex determination loci in A. calliptera, this study provides a foundation for fine mapping of the cichlid sex determination gene on LG7 and evolutionary context regarding the origin and persistence of the LG7 XY across diverse, rapidly evolving lineages. 相似文献

Zinc oxide nanoparticles (ZnO NPs) are used in an array of products and processes, ranging from personal care products to antifouling paints, textiles, food additives, antibacterial agents and environmental remediation processes. Soils are an environment likely to be exposed to manmade nanoparticles due to the practice of applying sewage sludge as a fertiliser or as an organic soil improver. However, understanding on the interactions between soil properties, nanoparticles and the organisms that live within soil is lacking, especially with regards to soil bacterial communities. We studied the effects of nanoparticulate, non-nanoparticulate and ionic zinc (in the form of zinc chloride) on the composition of bacterial communities in soil with a modified pH range (from pH 4.5 to pH 7.2). We observed strong pH-dependent effects on the interaction between bacterial communities and all forms of zinc, with the largest changes in bacterial community composition occurring in soils with low and medium pH levels (pH 4.8 and 5.9). The high pH soil (pH 7.2) was less susceptible to the effects of zinc exposure. At the highest doses of zinc (2500 mg/kg dw soil), both nano and non-nano particulate zinc applications elicited a similar response in the soil bacterial community, and this differed significantly to the ionic zinc salt treatment. The results highlight the importance of considering soil pH in nanotoxicology studies, although further work is needed to determine the exact mechanisms controlling the toxicity and fate and interactions of nanoparticles with soil microbial communities. 相似文献

Though tiger conservationists almost ubiquitously acknowledge the necessity of landscape approaches and the involvement of local people for effective tiger conservation, reconciling these two needs presents certain challenges for practitioners. Seeking to address both local exigencies and conservation goals, state-sponsored ecodevelopment initiatives have become commonly associated with Project Tiger reserves in India. However, in this essay I argue that by focusing on the proximate sources of tension between tiger conservation and local people (i.e., human–tiger conflict, habitat degradation, and prey depletion), these programs have reinforced the ultimate causes of such tension: the structural inequalities that exists between local people and state organizations. By linking the historical literature with my own fieldwork in the Melghat Tiger Reserve of the Central Indian Highlands, I show how the current structure of ecodevelopment largely mirrors that of colonial forestry by attempting to enforce natural resource property rights in a way that privileges the state and delegitimizes local relational mechanisms of access to natural resources. In doing so, ecodevelopment reflects the political structure that facilitated the rise of conflicts between tigers and people and reinforces the “gridlock of tiger conservation” (Rastogi et al. 2012). With this political ecology perspective, I advocate solidarity between conservation practitioners, local people, and state organizations in addressing these structural problems to further conservation efforts. Emphasizing co-management’s ability to accommodate multi-scalar forms of authority, I end by offering three lessons for conservation from Melghat’s experience with colonial forestry and ecodevelopment. 相似文献
