The accumulation of fire fuels in forests throughout the world contributes significantly to the severity of wildfires. To combat the threat of wildfire, especially in the wildland-urban interface (WUI), US federal land management agencies have implemented a number of forest restoration and wildfire risk reduction programs. In the spirit of revealed preference analyses, the objective of this study is to investigate the pattern and determinants of National Fire Plan (NFP) expenditures for fuel reduction treatments in northern New Mexico (USA). Estimation results from a set of Generalized Estimating Equations models are mixed with respect to risk reduction hypotheses, and also raise issues regarding how risk reduction should be defined for a region characterized by both pockets of urban sprawl into the WUI and large areas of chronic rural poverty. Program preferences for project funding under the federal Collaborative Forest Restoration Program in New Mexico are shown to be distinctly different (e.g., exhibiting greater concern for social equity) than for other NFP-funded projects.  相似文献

Abstract: Estimates of mean annual streamflow are needed for a variety of hydrologic assessments. Away from gage locations, regional regression equations that are a function of upstream area, precipitation, and temperature are commonly used. Geographic information systems technology has facilitated their use for projects, but traditional approaches using the polygon overlay operator have been too inefficient for national scale applications. As an alternative, the Elevation Derivatives for National Applications (EDNA) database was used as a framework for a fully distributed implementation of mean annual streamflow regional regression equations. The raster “flow accumulation” operator was used to efficiently achieve spatially continuous parameterization of the equations for every 30 m grid cell of the conterminous United States (U.S.). Results were confirmed by comparing with measured flows at stations of the Hydro‐Climatic Data Network, and their applications value demonstrated in the development of a national geospatial hydropower assessment. Interactive tools at the EDNA website make possible the fast and efficient query of mean annual streamflow for any location in the conterminous U.S., providing a valuable complement to other national initiatives (StreamStats and the National Hydrography Dataset Plus).  相似文献

Fly ash from combustion of municipal solid waste sometimes contains large amounts of soluble salts, such as NaCl, even though the content of soluble toxic metal compounds is relatively low. Removal of the salts by washing with water has been suggested as a method to increase the stability of this type of ash. In the work presented here, a simple washing process was studied and evaluated. The process includes three steps: leaching with water, filtration and displacement washing. Basic data were obtained in laboratory experiments and used in the construction of pilot plant equipment at a full size fluidized bed boiler, where a side-stream of the cyclone ash was treated. The process was designed to minimize the water consumption while obtaining an effective removal of salts and a stable ash residue. In order to achieve this, recirculation of leaching liquor was used and the displacement washing was adjusted to become close to ideal. The results showed that an ash/water slurry with a liquid to solid ratio as low as 3 could be handled without difficulty in the mixing, pumping and filtration units. Washing of the filter cake at a liquid to solid ratio of 0.5 removed the major part of the remaining dissolved salts in the pore liquid. About 90% of the chloride content was removed from the ash, whereas the contents of Na, K, Ca, Cd, Pb and a number of other minor elements were removed by 10-30%. Before treatment, the results of ash leaching tests were sometimes too high for chloride (2003/33/EC), but the treatment reduced the amount of soluble chlorides to far below the limit values. The leachability of most metals was reduced or unaffected by the ash treatment. For Na, K and Cl, it was less than 10% of the value for the untreated ash. However, the results showed that some ash components may be mobilized by the washing. Antimony is the most important due to its toxicity.  相似文献

We present a comprehensive list of non-native vascular plants known from the Arctic, explore their geographic distribution, analyze the extent of naturalization and invasion among 23 subregions of the Arctic, and examine pathways of introductions. The presence of 341 non-native taxa in the Arctic was confirmed, of which 188 are naturalized in at least one of the 23 regions. A small number of taxa (11) are considered invasive; these plants are known from just three regions. In several Arctic regions there are no naturalized non-native taxa recorded and the majority of Arctic regions have a low number of naturalized taxa. Analyses of the non-native vascular plant flora identified two main biogeographic clusters within the Arctic: American and Asiatic. Among all pathways, seed contamination and transport by vehicles have contributed the most to non-native plant introduction in the Arctic.  相似文献

Probabilistic economic analysis, including uncertainty of probabilities and consequences of project risks, is not widely used in remediation projects. This article presents a project risk assessment (PRA) method to identify, quantify, and analyze risks in remediation projects. The suggested method is probabilistic and includes uncertainty analysis of input variables based on expert judgment. It was originally developed as a part of a sustainability assessment tool, but is viable as a stand‐alone tool for remediation projects. The method is applied to a case study: a former paint factory that is being redeveloped into a residential area. The PRA method is used for analyzing and comparing the project risks associated with four remediation options, all including excavation but with different degrees of onsite treatment. The result of the case study application shows which alternative has the lowest mean risk cost, the highest probability to have the lowest risk cost, and how the risk costs are distributed, but also, importantly, helps the user to prioritize between risk‐reduction measures. ©2015 Wiley Periodicals  相似文献

Psychological and physiological stress responses of 36 male and 29 female assembly workers were examined during and after work at a car engine factory. Two different ways of organizing assembly work were compared, (1) a more traditional assembly line with fixed work stations organized as a chain and involving short repetitive work cycles and, (2) a new and more flexible work organization with small autonomous groups having greater opportunities to influence the pace and content of their work. Each worker was examined during and after a normal day at work on 2 consecutive days and, in order to obtain endocrine baseline data, during a corresponding work‐free period at home. As expected, both female and male workers in the flexible organization reported significantly more variation, independence and abilities to learn new skills at work. Workers in both forms of work organization showed a significant increase in urinary epinephrine and norepinephrine during work compared to the work‐free day at home. Males had significantly higher epinephrine and systolic blood pressure levels than females. Successive self‐reports of tiredness increased significantly more at the assembly line compared to the flexible work organization. In keeping with this, systolic blood pressure, heart rate and epinephrine increased significantly during the work shift at the assembly line but not during work in the flexible organization. Catecholamine levels revealed that the subjects were able to unwind more rapidly after work in the flexible organization. This pattern was particularly pronounced for the female workers. In summary, the various stress indicators support the notion that the flexible work organization induces less stress than the assembly line and that the female workers were able to benefit most from this new form of work organization. As public land management agencies pursue region-specific resource management plans, with meaningful consideration of public attitudes and values, there is a need to characterize the complex mix of environmental attitudes in a diverse population. The contribution of this investigation is to make use of a unique household, mail/internet survey data set collected in 2007 in the Southwestern United States (Region 3 of the U.S. Forest Service). With over 5,800 survey responses to a set of 25 Public Land Value statements, canonical correlation analysis is able to identify 7 statistically distinct environmental attitudinal groups. We also examine the effect of expected changes in regional demographics on overall environmental attitudes, which may help guide in the development of socially acceptable long-term forest management policies. Results show significant support for conservationist management policies and passive environmental values, as well as a greater role for stakeholder groups in generating consensus for current and future forest management policies.  相似文献

Summary We describe the results of two studies of parasitic infection in the black grouse (Tetrao tetrix). The first deals with our own observations of lekking black grouse in which the parasite levels of two blood parasites, the protozoan Leucocytozoon lovati and microfilaria, probably produced by a nematode worm Splendidofilaria tuvensis, were scored. We also obtained measures of age, survival, number of copulations, body mass and length of the ornamental tail feathers (the lyre) of the lekking males. The second study analysed the data from Lund (1954) which involved eight gut parasites obtained from birds which were killed. In the first study we found higher levels of infection of Leucocytozoon in adults relative to young birds. Parasites had no effect on male survival and there was no correlation in infection between the two types of parasites. Birds infected with microfilaria had shorter tail ornaments. There was no relationship between parasitic infection and mating success. However, the data indicated that such a trend indeed may exist for Leucocytozoon and the most successful males on the leks were less often infected by Leucocytozoon than other males. Results of the second study showed a negative relationship between parasite load (a combined measure of all parasites) and both ornamental tail feather length and body mass. These observations are compatible with, but not conclusive evidence for, the hypothesis of Hamilton and Zuk (1982) on the evolution of secondary sexual characters, where females choose to mate with genetically resistant males which show their resistance by expressing larger and more showy secondary sexual characters. Alternative explanations for the observed patterns are: females avoid infected males for some immediate benefit; and/or parasite loads are indicators of general stress rather than genetical resistance. Under the latter hypothesis females could mate with more vigorous males for reasons unrelated to parasite resistance.  相似文献

We studied the abundance, length-frequency distribution and body composition (lipid accumulation) of the ctenophore Mertensia ovum in Kongsfjorden, Svalbard (79°N) between May 2001 and April 2002. The highest abundances were found during summer in the outer and middle areas of the fjord, possibly caused by the concentration of advected zooplankton. Polymodal length-frequencies indicated a life span of 2 years, with 0, 1 and 2-groups being present in summer. Total lipid for a standardized animal decreased from May to August, and increased to the highest level in September. Relative lipid content was always highest in the 0-group, probably reflecting reduction of lipid levels due to increased energy costs during reproduction for the older age groups. Lipids probably are used to fuel prolonged reproduction from May to August until spawning ends by September. The overwintering age groups (0 and 1) subsequently build up lipid reserves for the next years’ spawning.  相似文献
