植物保护品在农作物上的使用会导致鸟类和哺乳动物接触有毒化学物质。在欧盟,关于此类暴露的风险评估均以当前(2009)欧洲食品安全局(EFSA)颁布的指导性文件为依据,与之前的版本相比,该文件在理论风险评估的可实现性方面有所提高(SANCO/4145/2000)。自从7年前实施2009 EFSA 指导性文件以来,基于此已经对众多植物保护品的毒性进行了成功地评估。然而,在今后的修订版本中仍然存在需要改进的重要方面。这篇焦点文章讨论了目前方案的风险评估经验,包括输入参数的保守水平和监管当局的解释以及如何在不远的将来对指导性文件进行修订提出建议。明确了推进指导文件的几方面建议,例如与生态相关的鸟类和哺乳动物生殖端点的推导和情境风险评估中建模方法的使用。在完善现有数据库方面,本文也有所强调,包括校对全欧洲相关焦点物种和扩大食物残留数据库。为了能够在将来形成一个真实可用的指导性文件,强烈建议在产业、监管和欧洲食品安全局等部门之间进行开放和建设性的沟通和交流。这样的合作也将鼓励会员国之间的融合,从而减轻产业和监管机构工作负荷。

Political transitions often trigger substantial environmental changes. In particular, deforestation can result from the complex interplay among the components of a system—actors, institutions, and existing policies—adapting to new opportunities. A dynamic conceptual map of system components is particularly useful for systems in which multiple actors, each with different worldviews and motivations, may be simultaneously trying to alter different facets of the system, unaware of the impacts on other components. In Myanmar, a global biodiversity hotspot with the largest forest area in mainland Southeast Asia, ongoing political and economic reforms are likely to change the dynamics of deforestation drivers. A fundamental conceptual map of these dynamics is therefore a prerequisite for interventions to reduce deforestation. We used a system‐dynamics approach and causal‐network analysis to determine the proximate causes and underlying drivers of forest loss and degradation in Myanmar from 1995 to 2016 and to articulate the linkages among them. Proximate causes included infrastructure development, timber extraction, and agricultural expansion. These were stimulated primarily by formal agricultural, logging, mining, and hydropower concessions and economic investment and social issues relating to civil war and land tenure. Reform of land laws, the link between natural resource extraction and civil war, and the allocation of agricultural concessions will influence the extent of future forest loss and degradation in Myanmar. The causal‐network analysis identified priority areas for policy interventions, for example, creating a public registry of land‐concession holders to deter corruption in concession allocation. We recommend application of this analytical approach to other countries, particularly those undergoing political transition, to inform policy interventions to reduce forest loss and degradation.  相似文献

We determined the extent that a riparian buffer reduces stream suspended sediment concentrations by filtering road runoff during 18 rain events in a 2.5-ha, multi-use watershed in northern Thailand. The dominant buffer species was the perennial sedge Fimbristylis aphylla Zoll. ex Steud. (Cyperaceae). We monitored stream sediment concentration for situations where road runoff either flowed into the riparian buffer or was diverted directly into the stream (buffer and no buffer scenarios). These data were used to develop the following relationships between instantaneous stream sediment concentration (Ci) and discharge (Qi): Ci= 28.329Qi(0.851) (buffer scenario) and Ci= 22.265Qi(1.579) (no buffer scenario). Using these functions to calculate total event suspended concentrations, we determined that the buffer reduced suspended sediment concentration by 34 to 87%, for the range of events monitored. Removal of sediment from runoff generated on a 2.4-m-wide, 165-m-long unpaved road section was achieved principally via ponding, which reduced the transport capacity as flow entered the relatively flat, saturated buffer. Sediment deposition occurred primarily within the first 10 m of the buffer. Some sediment was also deposited on the fillslope leading to the buffer. Maximum road sediment concentration during the largest buffer event approached 100,000 mg L(-1). Meanwhile, the corresponding maximum stream suspended sediment concentration was <4000 mg L(-1). In contrast, maximum stream concentrations when flow bypassed the buffer during smaller events were commonly 4000 to 7000 mg L(-1). Naturally occurring buffers represent an economical means of mitigating road-related impacts in upland basins in Southeast Asia, particularly if combined with measures limiting sediment and runoff production on contributing road sections.  相似文献

Small-bodied fishes are more commonly being used in environmental effects monitoring (EEM) studies. There is a lack of understanding of the biological characteristics of many small-bodied species, which hinders study designs for monitoring studies. For example, 72 % of fish population surveys in Canada’s EEM program for pulp and paper mills that used small-bodied fishes were conducted outside of the reproductive period of the species. This resulted in an inadequate assessment of the EEM program’s primary effect endpoint (reproduction) for these studies. The present study examined seasonal changes in liver size, gonad size, and condition in seven freshwater and estuarine small-bodied fishes in Atlantic Canada. These data were used to examine differences in reproductive strategies and patterns of energy storage among species. Female gonadal recrudescence in all seven species began primarily in the 2-month period in the spring before spawning. Male gonadal development was concurrent with females in five species; however, gonadal recrudescence began in the fall in male three-spined stickleback (Gasterosteus aculeatus) and slimy sculpin (Cottus cognatus). The spawning period for each species was estimated from the decline in relative ovary size after its seasonal maximum value in spring. The duration of the spawning period reflected the reproductive strategy (single vs multiple spawning) of the species. Optimal sampling periods to assess reproductive impacts in each species were determined based on seasonal changes in ovary size and were identified to be during the prespawning period when gonads are developing and variability in relative gonad size is at a minimum.  相似文献

In 1993, the U.S. Environmental Protection Agency (EPA), as part of the Environmental Monitoring and Assessment Program (EMAP), initiated a sample survey of streams in the mid-Atlantic. A major objective of the survey was to quantify ecological condition in wadeable streams across the region. To accomplish this goal, we selected 615 stream sites using a randomized sampling design with some restrictions. The design utilized the digitized stream network taken from 1:100,000-scale USGS topographic maps as the sample frame. Using a GIS, first- through third-order (wadeable) stream segments in the sample frame were randomly laid out in a line and sampled at fixed intervals after a random start. We used a variable probability approach so that roughly equal numbers of first-, second-, and third-order stream sites would appear in the sample. The sample design allows inference from the sample data to the status of the entire 230,400 km of wadeable stream length in the mid-Atlantic study area. Of this mapped stream length, 10% was not in the target population because no stream channel existed (4%), the stream channel was dry (5%), or the stream was not wadeable (1%). We were unable to collect field data from another 10% of the mapped stream length due to lack of access (mostly landowner denials). Thus, the field data we collected at 509 sites allows inference to the ecological condition for 184,600 km of the mapped stream length in the region.  相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA.  相似文献

In our analysis of 136 water samples from wetland environments (rice paddies, natural wetland sites, man-made water bodies) in rural areas of North-East Thailand, Burkholderia pseudomallei was most prevalent in rice paddies (15 of the 30 positive sites). The high prevalence in the water of rice fields is indicative of the inherent vulnerability of farmers in rural agricultural areas in this area of Thailand and likely other locations in the tropics. Nearly all B. pseudomallei-positive sites were found within the vicinity of a large wetland associated with the Chi River, in the month of July 2014. Positive samples were found in water ranging in pH from 5.9 to 8.7, salinity ranging from 0.04 to 1.58 ppt, nitrate ranging from 0 to 10.8 ppm, and iron ranging from 0.003 to 1.519 ppm. Of these variables, only iron content was statistically higher in B. pseudomallei-positive versus B. pseudomallei-negative sites, suggesting that increasing concentrations of iron may encourage the growth of this bacterium, which is responsible for melioidosis. Our results, when combined with data from other published studies, support the notion that B. pseudomallei can exist in a wide range of environmental conditions. Thus, we argue that health safety education is a more appropriate means of addressing farmer vulnerability than chemical or physical alterations to fields at large scales. Further, it may be important to investigate melioidosis through transdisciplinary approaches that consider the complex social and ecological contexts in which the disease occurs.  相似文献

There is an established and very influential view that primate societies have identifiable, persistent social organizations. It assumes that association patterns reflect long-term strategic interests that are not qualitatively perturbed by short-term environmental variability. We used data from two baboon troops in markedly different habitats over three consecutive seasons to test this assumption. Our results demonstrate pronounced cyclicity in the extent to which females maintained differentiated relationships. When food was plentiful, the companionships identified by social network analysis in the food-scarce season disappeared and were replaced by casual acquaintanceships more representative of mere gregariousness. Data from the fourth, food-scarce, season at one site indicated that few companions were re-united. It is likely that this reflected stochastic variation in individual circumstances. These results suggest that attention could profitably be paid to the effects of short-term local contingencies on social dynamics, and has implications for current theories of primate cognitive evolution. We studied variability in foraging behavior of Noctilio albiventris (Chiroptera: Noctilionidae) in Costa Rica and Panamá and related it to properties of its echolocation behavior. N. albiventris searches for prey in high (>20 cm) or low (<20 cm) search flight, mostly over water. It captures insects in mid-air (aerial captures) and from the water surface (pointed dip). We once observed an individual dragging its feet through the water (directed random rake). In search flight, N. albiventris emits groups of echolocation signals (duration 10–11 ms) containing mixed signals with constant-frequency (CF) and frequency-modulated (FM) components, or pure CF signals. Sometimes, mostly over land, it produces long FM signals (duration 15–21 ms). When N. albiventris approaches prey in a pointed dip or in aerial captures, pulse duration and pulse interval are reduced, the CF component is eliminated, and a terminal phase with short FM signals (duration 2 ms) at high repetition rates (150–170 Hz) is emitted. Except for the last pulses in the terminal phase N. albiventris avoids overlap between emitted signals and echoes returning from prey. During rakes, echolocation behavior is similar to that in high search flight. We compare N. albiventris with its larger congener, N. leporinus, and discuss behavioral and morphological specializations that can be interpreted as preadaptations favoring the evolution of piscivory as seen in N. leporinus. Prominent among these specializations are the CF components of the echolocation signals which allow detection and evaluation of fluttering prey amidst clutter-echoes, high variability in foraging strategy and the associated echolocation behavior, as well as morphological specializations such as enlarged feet for capturing prey from the water surface.
