The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years. 相似文献

Adaptive management is an approach to managing natural resources that emphasizes learning from the implementation of policies and strategies. Adaptive management appears to offer a solution to the management gridlock caused by increasing complexity and uncertainty. The concept of adaptive management has been embraced by natural resource managers worldwide, but there are relatively few published examples of adaptive management in use. In this article, we explore two watershed management projects in southeastern Australia to better understand the potential of adaptive management in regional scale programs through qualitative, case study–based investigation. The program logic of one case implies the use of passive adaptive management, whereas the second case claims to be based on active adaptive management. Data were created using participant observation, semistructured interviews with individuals and groups, and document review. Using thematic content and metaphor analysis to explore the case data, we found that each case was successful as an implementation project. However, the use of both passive and active adaptive management was constrained by deeply entrenched social norms and institutional frameworks. We identified seven “imperatives” that guided the behavior of project stakeholders, and that have consequences for the use of adaptive management. Reference to recent evaluations of the Adaptive Management Areas of the Pacific Northwest of the United States suggests that some of these imperatives and their consequences have broad applicability. The implications of our findings are discussed, and suggestions for improving the outcomes of regional scale adaptive management are provided. 相似文献

OBJECTIVE: The objective is to establish a basis for motor vehicle test requirements that measure component contributions to Whiplash Associated Disorders (WAD). METHODS: Selected vehicle design features are evaluated with regard to their relative contributions to WAD measures. The motion of the occupant cervical spine associated with WAD is divided into four phases: retraction, extension, rebound, and protraction. Injury measures from the literature (NIC, extension moment, N(km), and flexion moment) represent the injury potential during each of these phases. Four vehicle design factors that affect WAD motion (vehicle stiffness, seat stiffness, head restraint height and head restraint backset) were evaluated for their contributions to the injury measures. A detailed 50th percentile male model with a biofidelic neck was used in a 100-run Monte Carlo analysis of a rear impact, varying the design factors across the values documented in the literature. Total energy was held constant and Delta V was 10 kph. RESULTS: Vehicle stiffness has a strong influence on the retraction (70%), rebound (43%), and protraction (47%) phases. Headrest backset demonstrates a strong influence on the extension (49%) and rebound (39%) phases. CONCLUSIONS: For WAD protection rating, the vehicle should be viewed as a system whereby the complex interactions among the vehicle, seat, and occupant characteristics all contribute to the WAD potential. 相似文献

The feasibility of a nanotechnology‐based hydrocarbon and other contaminants removal pressure filtration device has been demonstrated for dewatering industrial utility vaults and substructures for discharge to local storm drains. The use of the filter device facilitated compliance of utility companies with the General National Pollutant Discharge Elimination System (NPDES) Permit for Discharges from Utility Vaults and Substructures to Waters of the United States. The filter device, employing agglomerated oleophilic nanomaterials demonstrated the removal of dissolved priority pollutants, total suspended solids, and hexane extractable materials below U.S. Environmental Protection Agency criteria with an overall efficiency of 97.4 percent. The ability to examine the structure of the fetal heart in real-time started over 30 years ago now. The field has seen very great advances since then, both in terms of technical improvements in ultrasound equipment and in dissemination of operator skills. A great deal has been learnt about normal cardiac function in the human fetus throughout gestation and how it is affected by pathologies of pregnancy. There is increasing recognition of abnormal heart structure during routine obstetric scanning, allowing referral for specialist diagnosis and counselling. It is now possible to make accurate diagnosis of cardiac malformations as early as 12 weeks of gestation. Early diagnosis of a major cardiac malformation in the fetus can provide the parents with a comprehensive prognosis, enabling them to make the most informed choice about the management of the pregnancy. camera and a second with a 4.1-megapixel digital stills camera, observations were made of bioluminescent emissions and fauna
attracted to artificial food falls at ca. 1,000 m depth in the carbonate mound provinces of the Porcupine Seabight and Rockall
Bank, North East Atlantic. On the Galway coral mound (Belgica Mound Province), seven bioluminescent events per hour were observed,
whereas on an area of sediment at the base of the Kiel Mount on the Rockall Bank 133 events per hour were observed. This increase
in bioluminescent activity was associated with the presence of the deep water eels Synaphobranchus kaupii, and the ostracods, Vargula norvegica. Captured ostracods luminesced readily in response to mechanical stimulation and were also observed emitting a luminous secretion.
We hypothesise that V. norvegica, attracted to bait, luminesce as a defence response against the predatory activity of S. kaupii that compete for bait but also feed on the ostracods. Benthic bioluminescence in the carbonate mound provinces was not directly

Scientific findings from the last decades have clearly highlighted the need for a more comprehensive approach to atmospheric change processes. In fact, observation of atmospheric composition variables has been an important activity of atmospheric research that has developed instrumental tools (advanced analytical techniques) and platforms (instrumented passenger aircrafts, ground-based in situ and remote sensing stations, earth observation satellite instruments) providing essential information on the composition of the atmosphere. The variability of the atmospheric system and the extreme complexity of the atmospheric cycles for short-lived gaseous and aerosol species have led to the development of complex models to interpret observations, test our theoretical understanding of atmospheric chemistry and predict future atmospheric composition. The validation of numerical models requires accurate information concerning the variability of atmospheric composition for targeted species via comparison with observations and measurements.In this paper, we provide an overview of recent advances in instrumentation and methodologies for measuring atmospheric composition changes from space, aircraft and the surface as well as recent improvements in laboratory techniques that permitted scientific advance in the field of atmospheric chemistry. Emphasis is given to the most promising and innovative technologies that will become operational in the near future to improve knowledge of atmospheric composition. Our current observation capacity, however, is not satisfactory to understand and predict future atmospheric composition changes, in relation to predicted climate warming. Based on the limitation of the current European observing system, we address the major gaps in a second part of the paper to explain why further developments in current observation strategies are still needed to strengthen and optimise an observing system not only capable of responding to the requirements of atmospheric services but also to newly open scientific questions. 相似文献
