Access and Local Government Research: Methodological Reflections   总被引:1,自引:0,他引:1  
This methodological paper draws on research from Australia to examine the question of gaining access to local governments in undertaking work on natural resource management. It is argued that a range of macro-level changes have impacted on the local government sector in Australia, and these changes have rendered access problematic for researchers. These changes include an expansion of local government roles, an increase in financial pressure within the sector, a proliferation of audit measures across local governments and a low level of respect amongst local government personnel for academics and academic work. The paper concludes by identifying the reasons why understanding access in qualitative research on local government and environmental sustainability is important.  相似文献

This paper examines the impact of the interplay between market forces and government policy on environmental equity in the vicinity of Amsterdam Airport in the Netherlands. Despite pressure on space and the presence of the international airport, exposure to the higher levels of traffic noise, NO2 and external safety risks, and accumulation of traffic noise and NO2 (‘bads’) was rather limited and generally distributed fairly equally among income categories, probably as a result of environmental regulations. However, lower-income categories had less access to lower levels of traffic noise, NO2 and public green space (‘goods’) than higher-income categories, which may be explained by both historical processes and market forces. Policy makers seem to accept a higher environmental burden on the regional population because of the benefits for the national economy generated by Amsterdam Airport.  相似文献

Abstract: Simulation of water resource management in hydrological numerical models is often limited to simple expressions such as rulecurves. More complex management requires additional layers of abstraction. Rulecurves tend to be simplistic, while abstraction implies expertise to convert management policies to a form which may not be recognizable by operators. The Regional Simulation Model (RSM) attempts to bridge this gap with the Management Simulation Engine (MSE). MSE allows dynamic switching of control algorithms facilitating hybrid control of modeled structures, even though the individual controllers are widely different. Use of hybrid controllers can simplify expression of complex management controls. This article details the architecture of the MSE that enables hybrid control. A model application is examined in which a set of tuned fuzzy controllers are dynamically switched with piecewise linear flood controllers to simulate a hybrid control scheme. The application models a Florida water conservation area and demonstrates effective flood control without sacrificing the tuned performance of the fuzzy controllers.  相似文献

Abstract: In 2003, the U.S. Geological Survey (USGS) National Water‐Quality Assessment (NAWQA) program and U.S. Environmental Protection Agency studied total mercury (THg) and methylmercury (MeHg) concentrations in periphyton at eight rivers in the United States in coordination with a larger USGS study on mercury cycling in rivers. Periphyton samples were collected using trace element clean techniques and NAWQA sampling protocols in spring and fall from targeted habitats (streambed surface‐sediment, cobble, or woody snags) at each river site. A positive correlation was observed between concentrations of THg and MeHg in periphyton (r2 = 0.88, in log‐log space). Mean MeHg and THg concentrations in surface‐sediment periphyton were significantly higher (1,333 ng/m2 for MeHg and 53,980 ng/m2 for THg) than cobble (64 ng/m2 for MeHg and 1,192 ng/m2 for THg) or woody snag (71 ng/m2 for MeHg and 1,089 ng/m2 for THg) periphyton. Concentrations of THg in surface‐sediment periphyton had a strong positive correlation with concentrations of THg in sediment (dry weight). The ratio of MeHg:THg in surface‐sediment periphyton increased with the ratio of MeHg:THg in sediment. These data suggest periphyton may play a key role in mercury bioaccumulation in river ecosystems.  相似文献

Observations on the subtidal seastar Pisaster brevispinus (Stimpson) indicate that this predator can extend the central tube feet into sand-mud substrate for a distance roughly equal to the radius of the seastar. Field and laboratory evidence demonstrates the use of the elongated tube feet by the asteroid for the capture of burrowed prey items. A relationship between predator size and the size of juveniles of the deep-burrowing clam Tresus nuttallii taken as prey is a product of the ability of larger seastars to extend the tube feet further into the substrate and capture deeper prey. The role of P. brevispinus as an important subtidal predator along the Pacific Coast of North America is discussed.  相似文献

Summary This paper analyzes the flexibility of maternal care in wild house mice (Mus domesticus) under different reproductive conditions in the laboratory. All maternal activities were both qualitatively and quantitatively analyzed over a period of 28 days after birth of a litter. The standard behavior of a lactating house mouse with 7–8 young can be described as follows: During days 1–16 the offspring fully depend on the mother for nutrition. Due to rapid growth of the litter, the energetic demands of lactation reach a peak for the female during days 13–16. During days 17–22, the weaning period, the young begin to eat solid food. This period is characterized by behaviors that indicate different interests of the mother and offspring, and thus the existence of a parent-offspring conflict sensu Trivers (1974). Resting alone and remaining far from the litter indicate the female's interest in avoiding the offspring's demands, which are expressed in frequent attempts to initiate sucking. There is no aggression towards the young during weaning. House mice are weaned at 23 days. The relationship between mother and young appears free of conflict after weaning. Nursing is replaced by resting with body contact, but the offspring do not try to suck. The following results suggest that during the weaning period the offspring do not get more milk than corresponds to the maternal optimum—despite their frequent sucking attempts:(a) When the mother is simultaneously lactating and pregnant, offspring are smaller at weaning than under standard conditions. (b) Small litters are weaned earlier than large ones. Despite a longer nursing period, offspring from large litters are lighter at weaning than those from small ones. (c) Under high energy demand, as after postpartum mating and with large litters, females wean their young at a body weight which corresponds to the earliest physiologically possible state of independence.Parity of the female has no effect on maternal activities, nor has the presence of the father. In the latter case, however, offspring are less often left alone and unprotected.Females seem to adjust their investment according to the body weight of the progeny by delaying or advancing the date of weaning (Table 2). This behavior allows the production of the largest possible number of offspring that can be raised to a minimal physiological threshold corresponding to a body weight of approximately 9 g. Such flexibility in parental care may enhance maternal fitness under different and unpredictable environmental conditions.  相似文献

Agricultural production plays an important role in affecting atmospheric greenhouse gas concentrations. Field measurements were conducted in Quzhou County, Hebei Province in the North China Plains to quantify carbon dioxide (CO2) and nitrous oxide (N2O) emissions from a winter wheat–maize rotation field, a common cropping system across the Chinese agricultural regions. The observed flux data in conjunction with the local climate, soil and management information were utilized to test a process-based model, Denitrification–Decomposition or DNDC, for its applicability for the cropping system. The validated DNDC was then used for predicting impacts of three management alternatives (i.e., no-till, increased crop residue incorporation and reduced fertilizer application rate) on CO2 and N2O emissions from the target field. Results from the simulations indicated that (1) CO2 emissions were significantly affected by temperature, initial SOC, tillage method, and quantity and quality of the organic matter added in the soils; (2) increases in temperature, initial SOC, total fertilizer N input, and manure amendment substantially increased N2O emissions; and (3) temperature, initial SOC, tillage, and quantity and quality of the organic matter added in the soil all had significant effects on global warming. Finally, five 50-year scenarios were simulated with DNDC to predict their long-term impacts on crop yield, soil C dynamics, nitrate leaching losses, and N2O emissions. The modelled results suggested that implementation of manure amendment or crop residue incorporation instead of increased fertilizer application rates would more efficiently mitigate GHG emissions from the tested agro-ecosystem. The multi-impacts provided a sound basis for comprehensive assessments on the management alternatives.  相似文献

This article defines eight key climate, soil and terrain criteria that have been developed for the future delimitation of the Intermediate Less Favoured Areas (LFAs) support, a measure of the Common Agricultural Policy. The LFA scheme has existed since 1975 and is a broad mechanism for improving the viability of agriculture in areas with natural handicaps. The common criteria have been developed for the European Commission's Directorate-General for Agriculture and Rural Development to satisfy the objectives in the Rural Development Policy 2007–2013 (Axis II), which aim to improve the environment and the countryside by more sustainable land management. The criteria were developed by experts, coordinated by the European Commissions Joint Research Centre, to meet the requirement for a robust and harmonised approach of identifying areas that experience natural constraints to agriculture throughout the EU 27 Member States. The criteria proposed are: temperature, heat stress, drainage, soil texture and stoniness, soil rooting depth, soil chemical properties, soil moisture balance and slope. Each criterion is described and an indicative threshold for assessment of its impact on agriculture is provided. The criteria are currently being tested by the EU Member States for a future possible legislation.  相似文献

This study presents an empirical analysis of the import demand for Brazilian ethanol by its six major foreign buyers. The primary objectives of this study were to identify the economic factors affecting the demand for ethanol imports and to derive long-run price and income elasticities of import demand. These elasticities could be used to analyze the impact of government policies such as mandatory gasoline/ethanol blends and import tariffs. Import demand models were estimated with ordinary least squares (OLS), using quarterly time series data for the 1997–2007 time period. The results suggest that the factors influencing the import demand for ethanol vary across countries. Markets adopting mandatory blends of renewable fuels tend to have less price elastic import demand schedules. Ethanol imports were found to be price elastic and statistically significant in the Caribbean region (?1.66), Mexico (?2.08), Japan (?1.44) and Nigeria (?1.38), while import demand was price inelastic and not statistically different from zero in the US (?0.76) and Europe (?0.21). The regression results could not determine the impacts of import tariffs for the United States, Mexico and Nigeria on the quantity of imports because tariffs did not vary during the time period studied. Results show that mandatory gasoline/ethanol blends have been an important determinant of ethanol imports.  相似文献
