Discard reduction is a component of the statutory requirements of the Sustainable Fisheries Act. One species of concern is scup, Stenotomus chrysops, discarded in the Loligo pealei fishery. Initially, regulations were imposed restricting the fishery in time and space to avoid areas and times associated with high scup discarding. Modified gear was required in 2003 on any boat fishing in areas otherwise closed to the fishery to reduce scup discarding. The purpose of this study was to evaluate the success of the 2003 net regulations and the potential influence of time-area closures (GRAs) in achieving a reduction in scup discarding. The regulations are based on three expectations. (1) Reduction in discarding in the Loligo squid fishery will materially reduce total scup discarding. (2) Exclusion of Loligo squid fishing vessels from the GRAs will result in these vessels fishing in areas that inherently produce fewer scup discards without equivalently increasing discarding in other sensitive species. (3) The use of a square-mesh large-mesh section in the extension will reduce scup discarding to the extent that otherwise would be achieved if the boats fished outside the GRAs without the economic cost imposed by redeploying the fleet. Analysis of the NMFS-NEFSC observer database offers no support for the belief that Expectation 1 has been met. Squid catches were too low to sustain a directed fishery in the northern GRA during this study. Thus, had this area been open, limited scup discarding would have occurred. In this study, squid catches averaged 1025 kg tow(-1) in the southern GRA. Thus, had the GRA been open, Loligo fishing would have taken place. Yet, in the 34 tows taken by two vessels, not a single scup was caught. Redeployment of the fleet clearly increased scup discarding in 2003. Thus, Expectation 2 was not met. Field tests demonstrated that the implemented net modification can produce reduced catches of mostly smaller-sized finfish without impairing squid catch, but the data also indicate that this result may not be routinely achieved. Thus, Expectation 3 was not completely met. Implementation of the 2003 net regulation was likely premature, in that the specification was not adequate to guarantee the desired results. The history of the scup discarding issue in the Loligo squid fishery demonstrates that discard reduction cannot be accomplished without adequate prior evaluation of the sources of discards, without the requisite and concomitant experimental evaluation of the results of regulatory reform, and without adequate commercial-scale testing of prospective reforms prior to implementation.  相似文献

In-service diesel engines are a significant source of particulate matter (PM) emissions, and they have been subjected to increasingly strict emissions standards. Consequently, the wide-scale use of some type of particulate filter is expected. This study evaluated the effect of an Engelhard catalyzed soot filter (CSF) and a Rypos electrically heated soot filter on the emissions from in-service diesel engines in terms of PM mass, black carbon concentration, particle-bound polycyclic aromatic hydrocarbon concentration, and size distribution. Both filters capture PM. The CSF relies on the engine's exhaust to reach the catalyst regeneration temperature and oxidize soot, whereas the electrically heated filter contains a heating element to oxidize soot. The filters were installed on several military diesel engines. Particle concentrations and compositions were measured before and after installation of the filter and again after several months of operation. Generally, the CSF removed at least 90% of total PM, and the removal efficiency improved or remained constant after several months of operation. In contrast, the electrical filters removed 44-69% of PM mass. In addition to evaluating the soot filters, the sampling team also compared the results of several real-time particle measurement instruments to traditional filter measurements of total mass.  相似文献

This article examines the recent revision of the Sphere Minimum Standards in disaster response relating to food security, nutrition and food aid. It describes how the revision attempted to incorporate the principles of the Humanitarian Charter, as well as relevant human rights principles and values into the Sphere Minimum Standards. The initial aim of the revision was to ensure that the Sphere Minimum Standards better reflected the principles embodied in the Humanitarian Charter. This was later broadened to ensure that key legal standards and principles from human rights and humanitarian law were considered and also incorporated, in part to fill the "protection gap" within the existing standards. In relation to the food security, nutrition and food aid standards, it was agreed by participants in the process that the human right to adequate food and freedom from hunger should be incorporated. In relation to more general principles underlying the Humanitarian Charter, itself drawn largely from human rights and humanitarian law, it was agreed that there was a need to strengthen "protection" elements within the standards and a need to incorporate the basic principles of the right to life with dignity, non-discrimination, impartiality and participation, as well as to explore the relevance of the concept of the progressive realisation of the right to food. The questions raised in linking rights to operational standards required thought, on the one hand, about whether the technical standards reflected a deep understanding of the values expressed within the legal instruments, and whether the existing standards were adequate in relation to those legal rights. On the other hand, it also required reflection on how operational standards like Sphere could give concrete content to human rights, such as the right to food and the right to be free from hunger. However, there remain challenges in examining what a rights-based approach will mean in terms of the role of humanitarian agencies as duty-bearers of rights, given that the primary responsibility rests with state governments. It will also require reflection on the modes and mechanisms of accountability that are brought to bear in ensuring the implementation of the Minimum Standards.  相似文献

The Platte River Basin consists of tributaries largely in Wyoming, Colorado and Western Nebraska, with the main stem in Central Nebraska. Critical wildlife habitat on the main stem requires additional in-stream flows. The watershed is one hosting multiple resources, a variety of users, and managed by an array of state and federal agencies. This study proposes a basis for securing in-stream flows for the Platte River. Candidate water supply mechanisms are suggested based on the way in which Casper, Wyoming secured water for its municipal needs. Canal lining is compared to a dam project, increasing reservoir storage, and purchasing water rights, with consideration also made for water pricing to reduce municipal use. Comparisons are based on economic efficiency, potential water conservation, and property rights criteria. Canal lining, coupled with demand management, is shown to conserve water best, given the set of efficiency and cost criteria for in-stream flow enhancement. The approach offers an opportunity to organize the water supply choice context in a transboundary watershed when quantitative information is limited.  相似文献

We examined the relationship between water quality and fish communities within two agricultural areas using a computer simulation model. Our analyses focused on a coolwater stream, Wells Creek in southeastern Minnesota, and a warmwater stream, the Chippewa River in western Minnesota. We used the Agricultural Drainage and Pesticide Transport (ADAPT) model in relation to land use to calculate instream suspended sediment concentrations using estimates of sediment delivery, runoff, baseflow and streambank erosion, and quantified the effects of suspended sediment exposure on fish communities. We predicted the effects of agricultural practices on stream fish communities under several possible land use scenarios, with reference to current conditions. Land use changes led to reductions in sediment loading of up to 84% in Wells Creek and 49% in the Chippewa River. The reduction in sediment loading across scenarios may be directly related to a reduction in runoff by about 35% in both study areas. We found a 98% decrease in lethal concentrations of suspended sediment on fish in Wells Creek with an increase in conservation tillage, riparian buffers, and permanent vegetative cover. However, the effects of suspended sediment did not significantly decrease in the Chippewa River. This difference between study areas was likely due to differences in tolerance to suspended sediment between coolwater and warmwater fish communities and differences in topography, runoff and bank erosion between the two streams. Remobilisation of contaminant metals from sediments can occur by chemical, biological or physical changes. This in turn can lead to contaminant fluxes to the porewaters and ultimately the water column. The aim of the research presented here is to document post-depositional controls on metal mobility and fluxes in a heavily metal-contaminated estuary. This will allow for an improved understanding of the impact of contaminated sediments on water quality from both a short-term and long-term perspective. Dulas Bay is situated on the east coast of Anglesey, North Wales, and receives polluted waters from Parys Mountain. Metals within Dulas Bay sediments show surface enrichment and variations in mineralogical form. Diagenesis clearly plays a role in post-depositional behaviour of the metals, forming sulphides and potentially carbonates. The presence of a dominant exchangeable/carbonate fraction, and elevated porewater metals, in this sulphidic system is significant and could indicate the presence of freshwater diagenesis, or, reflect the high levels of metals in the sediment.  相似文献

Polyacrylamide (PAM) is applied to 400000 irrigated hectares annually in the USA to control irrigation-induced erosion, yet the fate of dissolved PAM applied in irrigation water is not well documented. We determined the fate of PAM added to furrow streams under two treatments: Initial-10, 10 mg L(-1) PAM product applied only during the initial hours of the irrigation, and Cont-1, 1.0 mg L(-1) PAM product applied continuously during the entire irrigation. The study measured PAM concentrations in 167-m-long PAM-treated furrow streams and along a 530-m tail ditch that received this runoff. Soil was Portneuf silt loam (coarse-silty, mixed, superactive, mesic Durinodic Xeric Haplocalcid) with 1.5% slope. Samples were taken at three times during the irrigations, both during and after PAM application. Polyacrylamide was adsorbed to soil and removed from solution as the streams traversed the soil-lined channels. The removal rate increased with stream sediment concentration. Stream sediment concentrations were higher when PAM concentrations were <2 mg L(-1) a.i., for early irrigations, and when untreated tributary flows combined with the stream. In these cases, PAM concentration decreased to undetectable levels over the flow lengths used in this study. When inflows contained >6 mg L(-1) PAM a.i., stream sediment concentrations were minimal and PAM concentrations did not change down the furrow, though they decreased to undetectable levels within 0.5 h after application ceased. One percent of applied PAM was lost in tail-ditch runoff. This loss could have been eliminated by treating only the furrow advance or not treating the last two irrigations.  相似文献
