The requirements of the MACT Standards for Emissions from Leaking Equipment and the requirements of the amended Clean Air Act will change how environmental control programs are administered within plants. No longer will the programs be the responsibility solely of the separate environmental function. The programs will need to be administered via a team of personnel that involves maintenance, computer systems, environmental, emissions measurement specialists, and planning personnel as well as management. Compliance with the rules will be based on an inspection of paper records and computer databases. The enforcement penalties will not be trivial. The ability of the plant to grow and be modified will need to be balanced against the potential benefits from early reduction programs, which will allow for delayed implementation of some programs.  相似文献

Legume-based pastures in Australasia are predominantly perennial ryegrass (Lolium perenne L.) and white clover (Trifolium repens L.). These pastures have disadvantages such as limitations in the production and persistence of white clover and ryegrass in drought prone regions. With the increasing interest in organic agriculture, more complex pasture mixtures are seen as an alternative to the standard ryegrass-white clover (RWC) pasture. Although anecdotal evidence exists to support the benefits of alternative pastures, there is insufficient scientific evidence to support or refute these claims. The present study was conducted to compare three different alternative multi-species (mixed herb leys) (MSP) pastures with the standard RWC pasture with and without irrigation, in terms of biomass and biological nitrogen fixation (BNF) over a period of 1 year under field conditions in Canterbury, New Zealand. Isotopic dilution technique involving field 15N-microplots were used to measure BNF. Irrigation doubled dry matter yields (DMY) of all pastures compared with those under dryland. There was no significant difference between DMY of all pastures under dryland. However, under irrigation, MSP pastures out-yield RWC pasture in total and legume DMY. Red clover MSP produced significantly lower DMY than the comprehensive or lucerne MSP treatment, probably due to the ability of lucerne in extracting water from deeper soil depth. Seasonal changes in plant composition varied according to the species sown, soil moisture status and temperature. Total and seasonal amounts of N2 fixed followed the same trend as the DMY and were related to the DMY of legumes. On average, about 26–34 kg N was fixed per tonne of legume DMY, showing a uniformity across all pastures. Overall, based on the present results of 1-year study, the MSP pastures tend to result in higher DMY, BNF and legume growth compared with that of the RWC pasture, provided irrigation is available. With increased BNF, these irrigated MSP pastures may provide high quality feed to grazing animals.  相似文献

An econometrically estimated family ofresponse functions is developed forcharacterizing potential responses togreenhouse gas mitigation policies by theagriculture and forestry sectors in theU.S. The response functions are estimatedbased on results of anagricultural/forestry sector model. Theyprovide estimates of sequestration andemission reductions in forestry andagriculture along with levels of sectoralproduction, prices, welfare, andenvironmental attributes given a carbonprice, levels of demand for agriculturalgoods, and the energy price. Sixalternative mitigation policiesrepresenting types of greenhouse gasoffsets allowed are considered. Resultsindicate that the largest quantity ofgreenhouse gas offset consistently appearswith the mitigation policy that pays forall opportunities. Restricting carbonpayments (emission tax or sequestrationsubsidy) only to aff/deforestation or onlyto agricultural sequestration substantiallyreduces potential mitigation. Highercarbon prices lead to more sequestration,less emissions, reduced consumer and totalwelfare, improved environmental indicatorsand increased producer welfare.  相似文献

Declines in many native fish populations have led to reassessments of management goals and shifted priorities from consumptive uses to species preservation. As management has shifted, relevant environmental characteristics have evolved from traditional metrics that described local habitat quality to characterizations of habitat size and connectivity. Despite the implications this shift has for how habitats may be prioritized for conservation, it has been rare to assess the relative importance of these habitat components. We used an information-theoretic approach to select the best models from sets of logistic regressions that linked habitat quality, size, and connectivity to the occurrence of chinook salmon (Oncorhynchus tshawytscha) nests. Spawning distributions were censused annually from 1995 to 2004, and data were complemented with field measurements that described habitat quality in 43 suitable spawning patches across a stream network that drained 1150 km2 in central Idaho. Results indicated that the most plausible models were dominated by measures of habitat size and connectivity, whereas habitat quality was of minor importance. Connectivity was the strongest predictor of nest occurrence, but connectivity interacted with habitat size, which became relatively more important when populations were reduced. Comparison of observed nest distributions to null model predictions confirmed that the habitat size association was driven by a biological mechanism when populations were small, but this association may have been an area-related sampling artifact at higher abundances. The implications for habitat management are that the size and connectivity of existing habitat networks should be maintained whenever possible. In situations where habitat restoration is occurring, expansion of existing areas or creation of new habitats in key areas that increase connectivity may be beneficial. Information about habitat size and connectivity also could be used to strategically prioritize areas for improvement of local habitat quality, with areas not meeting minimum thresholds being deemed inappropriate for pursuit of restoration activities.  相似文献

Wetlands of the Prairie Pothole Region exist in a matrix of grassland dominated by intensive pastoral and cultivation agriculture. Recent conservation management has emphasized the conversion of cultivated farmland and degraded pastures to intact grassland to improve upland nesting habitat. The consequences of changes in land-use cover that alter watershed processes have not been evaluated relative to their effect on the water budgets and vegetation dynamics of associated wetlands. We simulated the effect of upland agricultural practices on the water budget and vegetation of a semipermanent prairie wetland by modifying a previously published mathematical model (WETSIM). Watershed cover/land-use practices were categorized as unmanaged grassland (native grass, smooth brome), managed grassland (moderately heavily grazed, prescribed burned), cultivated crops (row crop, small grain), and alfalfa hayland. Model simulations showed that differing rates of evapotranspiration and runoff associated with different upland plant-cover categories in the surrounding catchment produced differences in wetland water budgets and linked ecological dynamics. Wetland water levels were highest and vegetation the most dynamic under the managed-grassland simulations, while water levels were the lowest and vegetation the least dynamic under the unmanaged-grassland simulations. The modeling results suggest that unmanaged grassland, often planted for waterfowl nesting, may produce the least favorable wetland conditions for birds, especially in drier regions of the Prairie Pothole Region. These results stand as hypotheses that urgently need to be verified with empirical data.  相似文献

Low Genetic Variability in the Hawaiian Monk Seal   总被引:1,自引:0,他引:1  
The Hawaiian monk seal (   Monachus schauinslandi) is a critically endangered species that has failed to recover from human exploitation despite decades of protection and ongoing management efforts designed to increase population growth. The seals breed at five principal locations in the northwestern Hawaiian islands, and inter-island migration is limited. Genetic variation in this species is expected to be low due to a recent population bottleneck and probable inbreeding within small subpopulations. To test the hypothesis that small population size and strong site fidelity has led to low within-island genetic variability and significant between-island differentiation, we used two independent approaches to quantify genetic variation both within and among the principal subpopulations. Mitochondrial control region and tRNA gene sequences (359 base pairs) were obtained from 50 seals and revealed very low genetic diversity (0.6% variable sites), with no evidence of subpopulation differentiation. Multilocus DNA fingerprints from 22 individuals also indicated low genetic variation in at least some subpopulations (band-sharing values for "unrelated" seals from the same island ranged from 49 to 73%). This method also provided preliminary evidence of population subdivision (  F'st estimates of 0.20 and 0.13 for two adjacent island pairs). Translocations of seals among islands may therefore have the potential to relieve local inbreeding and possibly to reduce the total amount of variation preserved in the population. Genetic variation is only one of many factors that determine the ability of an endangered species to recover. Maintenance of existing genetic diversity, however, remains an important priority for conservation programs because of the possibility of increased disease resistance in more variable populations and the chance that inbreeding depression may only be manifest under adverse environmental conditions.  相似文献

Hosts of avian brood parasites use a variety of defenses based on egg recognition to reduce the costs of parasitism; the most important of which is rejecting the parasitic eggs. Two basic recognition mechanisms are possible: “true recognition”, whereby hosts recognize their own eggs irrespective of their relative frequency in the clutch, and minority recognition (or “recognition by discordancy”), whereby hosts respond to the minority egg type. The mechanism of recognition has been experimentally studied in a handful of species parasitized by interspecific brood parasites, but the mechanism used in defenses against conspecific brood parasitism is unknown. I experimentally determined the mechanism of egg recognition in American coots (Fulica americana), a species with high levels of conspecific brood parasitism, egg recognition, and rejection. I swapped eggs between pairs of nests to alter frequencies of host and “parasite” eggs and then used two criteria for recognition: egg rejection and nonrandom incubation positions in the clutch. Eight of 12 nests (66%) given equal frequencies of host and parasite eggs showed evidence of true recognition. In contrast, only one of eight (12.5%) nests where host eggs were in the minority showed evidence of recognition by discordancy. The nonrandom incubation positions of parasitic eggs indicates that birds sometimes recognize parasitic eggs without rejecting them and provides a means of assessing recognition on a per nest basis in species with large clutches. Adaptive recognition without rejection may also be an important evolutionary stepping stone to the evolution of egg rejection in some taxa.  相似文献
