Initial failure to site a small hazardous waste transfer station focussed attention on the need for a siting approach to overcome community resistance to negotiating siting agreements. A community study program was structured utilizing key principles of community decision making to justify need, to allow for community value judgments of gains, losses and fairness, and to encourage community adaptation to change by providing community control and choice. By translating these principles into specific actions, community awareness and responsibility were fostered and resulted in a consensus to negotiate with transfer station proponents in over 70 percent of the fourteen participating communities. The successful communities represented the entire range of size, income, education levels, type and ownership of homes. Participants stated that the key factors that contributed to their success in reaching consensus were the recognition of need, choice of options and of management measures to minimize impacts, economic cost reduction, and the growth of community pride as a result of taking part in the decision process. These factors reflect the positive effect and the significance of applying the derived decision-making principles. 相似文献

Intensive land development as a result of the rapidly growing tourism industry in the “Riviera Maya” region of the Yucatan Peninsula, Mexico may result in contamination of groundwater resources that eventually discharge into Caribbean coastal ecosystems. We deployed two types of passive sampling devices into groundwater flowing through cave systems below two communities to evaluate concentrations of contaminants and to indicate the possible sources. Pharmaceuticals and personal care products accumulated in the samplers could only have originated from domestic sewage. PAHs indicated contamination by runoff from highways and other impermeable surfaces and chlorophenoxy herbicides accumulated in samplers deployed near a golf course indicated that pesticide applications to turf are a source of contamination. Prevention and mitigation measures are needed to ensure that expanding development does not impact the marine environment and human health, thus damaging the tourism-based economy of the region. 相似文献

Fuel-based emission factors for 143 light-duty gasoline vehicles (LDGVs) and 93 heavy-duty diesel trucks (HDDTs) were measured in Wilmington, CA using a zero-emission mobile measurement platform (MMP). The frequency distributions of emission factors of carbon monoxide (CO), nitrogen oxides (NO(x)), and particle mass with aerodynamic diameter below 2.5 microm (PM2.5) varied widely, whereas the average of the individual vehicle emission factors were comparable to those reported in previous tunnel and remote sensing studies as well as the predictions by Emission Factors (EMFAC) 2007 mobile source emission model for Los Angeles County. Variation in emissions due to different driving modes (idle, low- and high-speed acceleration, low- and high-speed cruise) was found to be relatively small in comparison to intervehicle variability and did not appear to interfere with the identification of high emitters, defined as the vehicles whose emissions were more than 5 times the fleet-average values. Using this definition, approximately 5% of the LDGVs and HDDTs measured were high emitters. Among the 143 LDGVs, the average emission factors of NO(x), black carbon (BC), PM2.5, and ultrafine particle (UFP) would be reduced by 34%, 39%, 44%, and 31%, respectively, by removing the highest 5% of emitting vehicles, whereas CO emission factor would be reduced by 50%. The emission distributions of the 93 HDDTs measured were even more skewed: approximately half of the NO(x) and CO fleet-average emission factors and more than 60% of PM2.5, UFP, and BC fleet-average emission factors would be reduced by eliminating the highest-emitting 5% HDDTs. Landscape approaches attempt to achieve balance amongst multiple goals over long time periods and to adapt to changing conditions. We review project reports and the literature on integrated landscape approaches, and found a lack of documented studies of their long-term effectiveness. The combination of multiple and potentially changing goals presents problems for the conventional measures of impact. We propose more critical use of theories of change and measures of process and progress to complement the conventional impact assessments. Theories of change make the links between project deliverables, outputs, outcomes, and impacts explicit, and allow a full exploration of the landscape context. Landscape approaches are long-term engagements, but short-term process metrics are needed to confirm that progress is being made in negotiation of goals, meaningful stakeholder engagement, existence of connections to policy processes, and effectiveness of governance. Long-term impact metrics are needed to assess progress on achieving landscapes that deliver multiple societal benefits, including conservation, production, and livelihood benefits. Generic criteria for process are proposed, but impact metrics will be highly situation specific and must be derived from an effective process and a credible theory of change. 相似文献

One of the primary challenges in resource and environmental planning is successful implementation of plans. Plan implementation is a complex process influenced by many factors. This study identifies 19 criteria affecting implementation success and tests the impact of these criteria through a case study of collaborative plan implementation in British Columbia, Canada. The significance of criteria and degree to which they are met is assessed by a survey of senior officials responsible for plan implementation. Sixty-four percent of the 56 raptor and owl species that occur in Europe have an unfavorable conservation status. As well as requiring conservation measures in their own right, raptors and owls function as useful sentinels of wider environmental "health," because they are widespread top predators, relatively easy to monitor, and sensitive to environmental changes at a range of geographical scales. At a time of global acknowledgment of an increasing speed of biodiversity loss, and new, forward-looking and related European Union biodiversity policy, there is an urgent need to improve coordination at a pan-European scale of national initiatives that seek to monitor raptor populations. Here we describe current initiatives that make a contribution to this aim, particularly the current "MEROS" program, the results of a questionnaire survey on the current state of national raptor monitoring across 22 BirdLife Partners in Europe, the challenges faced by any enhanced pan-European monitoring scheme for raptors, and some suggested pathways for efficiently tapping expertise to contribute to such an initiative. 相似文献

The organisms living on and in the sea floor, the benthos, represent an important ecological group. Although some (shellfish) have an economic value, most do not, and so little long-term data are available. We have identified three sources of historic benthic data for the North Sea, a regional sea that has been subjected to multiple human impacts for at least several hundred years. Each dataset has its limitations, but by their use together some issues emerge. Wider community shifts were observed in the shorter term and a number of extirpations at the scale of the North Sea were seen over longer time scales. The extirpated taxa share a number of characteristics consistent with an effect of fisheries such as fragile morphology. We must concentrate now on furthering our understanding of the ecological significance of shifts in dominance of particular functional units and protecting those habitats and species most vulnerable to fisheries-driven extirpation. 相似文献

We report measurements of solubility limits for benzene, toluene, and TCE in systems that contain varying levels of biomass up to 0.13 g mL−1 for TCE and 0.25 g mL−1 for benzene and toluene. The solubility limit increased from 21 to 48 mM when biomass (in the form of yeast) was added to aqueous batch systems containing benzene. The toluene solubility limit increased from 4.9 to greater than 20 mM. For TCE, the solubility increased from 8 mM to more than 1000 mM. Solubility for TCE (trichloroethylene) was most heavily impacted by biomass levels, changing by two orders of magnitude as the microbial concentrations approach those in biofilms. 相似文献

Jobos Bay, located on the southeastern coast of Puerto Rico, contains a variety of habitats including mangroves, seagrass meadows, and coral reefs. The watershed surrounding the bay includes a number of towns, agricultural areas, and the Jobos Bay National Estuarine Research Reserve (NERR). Jobos Bay and the surrounding watershed are part of a Conservation Effects Assessment Project (CEAP), involving the Jobos Bay NERR, the US Department of Agriculture, and the National Oceanic and Atmospheric Administration (NOAA) to assess the benefits of agricultural best management practices (BMPs) on the terrestrial and marine environments. As part of the Jobos Bay CEAP, NOAA collected sediment samples in May 2008 to characterize over 130 organic chemical contaminants. This paper presents the results of the organic contaminant analysis. The organic contaminants detected in the sediments included polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls, and the pesticide DDT. PAHs at one site in the inner bay near a boat yard were significantly elevated; however, all organic contaminant classes measured were below NOAA sediment quality guidelines that would have indicated that impacts were likely. The results of this work provide an important baseline assessment of the marine environment that will assist in understanding the benefits of implementing BMPs on water quality in Jobos Bay. 相似文献

The relationship between the total arsenic concentration and the chemical speciation of arsenic in two species of earthworm (Lumbricus rubellus and Dendrodrilus rubidus) in relation to the host soil, was investigated for 13 sites of varying arsenic content, including a background level garden soil and a former mine site at the Devon Great Consols, UK. Earthworms were collected with the host soil (As soil concentration range 16-12, 466 mg kg(-1) dry weight) and measured for their total arsenic (concentration range 7-595 mg kg(-1) dry weight) using inductively coupled plasma mass spectrometry (ICP-MS). A methanol-water mixture was used to extract arsenic species from the earthworms prior to determination of the individual arsenic species by a combination of anion and cation exchange high performance liquid chromatography coupled to inductively coupled plasma mass spectrometry (HPLC-ICP-MS). A gradient elution anion exchange method is presented whereby nine arsenic species could be measured in one sample injection. Arsenic species were identified by comparison of retention times and sample spiking with known standards and a fully characterised seaweed extract. Arsenic was generally present in the earthworm as arsenate (As(V)) or arsenite (As(III)) and arsenobetaine (AB). Methylarsonate (MA), dimethylarsinate (DMA) and three arsenosugars (glycerol, phosphate, sulfate) were present as minor constituents.
