Greening flood protection (GFP) is increasingly recognized as an adaptive and flexible approach to water management that is well suited to addressing uncertain futures associated with climate change. In the last decade, GFP knowledge and policies have developed rapidly, but implementation has been less successful and has run into numerous barriers. In this paper, we address the challenge of realizing green flood protection goals by specifically considering knowledge in the decision-making of a Dutch flood protection project in Lake Markermeer. In this project, an ecological knowledge arrangement and a traditional flood protection knowledge arrangement are compared and their interactions analysed. The analysis provides insight into the specific difficulties of implementing GFP measures and identifies ways to realize GFP goals. The primary challenge is twofold: First, a self-reinforcing cycle of knowledge production and decision-making in the flood protection domain inhibits the introduction of innovative and multifunctional approaches such as GFP; second, the distribution of power is severely unbalanced in terms of ecological enhancement and flood protection, favouring the latter. Implementation of GFP requires structural change and the integration of ecological and flood protection knowledge and policy. Potentially rewarding routes towards this integration are the exploration of shared interests in GFP and the creation of mutual dependency between knowledge arrangements. The case study and the insights it provides show that GFP is far from mainstream practice and that implementation requires serious effort and courage to break with historical practices.  相似文献

Delivering access to sufficient food, energy and water resources to ensure human wellbeing is a major concern for governments worldwide. However, it is crucial to account for the ‘nexus’ of interactions between these natural resources and the consequent implications for human wellbeing. The private sector has a critical role in driving positive change towards more sustainable nexus management and could reap considerable benefits from collaboration with researchers to devise solutions to some of the foremost sustainability challenges of today. Yet opportunities are missed because the private sector is rarely involved in the formulation of deliverable research priorities. We convened senior research scientists and influential business leaders to collaboratively identify the top forty questions that, if answered, would best help companies understand and manage their food-energy-water-environment nexus dependencies and impacts. Codification of the top order nexus themes highlighted research priorities around development of pragmatic yet credible tools that allow businesses to incorporate nexus interactions into their decision-making; demonstration of the business case for more sustainable nexus management; identification of the most effective levers for behaviour change; and understanding incentives or circumstances that allow individuals and businesses to take a leadership stance. Greater investment in the complex but productive relations between the private sector and research community will create deeper and more meaningful collaboration and cooperation.  相似文献

This study seeks to expand empirical research on how municipalities have adapted and innovated (or not) their water systems as a result of climate change. We analyze characteristics of water governance at the municipal scale in Oklahoma, USA. ArcMap 10.3 was used to build a qualitative geographic information system (GIS) based on fieldwork, including interviews and site-observations, to compare dynamic capabilities that lead to innovation in 38 cities in the state. The GIS enables visualization of our digitalized research to understand the interconnections between drivers of innovativeness—the combination of dynamic capabilities and innovation rates—and state of water resource infrastructure in place specific and regional planning contexts. In particular, the GIS takes into consideration income level, the influence of state-level water policy (Water for 2060 Act), water manager certification levels, population, dynamic capabilities, and perceptions of risk and vulnerability to water system change. Digitizing this information provides a diverging perspective on the historical lack of innovation in the public sector, as different socio-cultural, socio-economic, and socio-political contexts occur throughout Oklahoma, a state notorious for its oil centered economy and its climate change deniers. The findings suggest that innovativeness is directly related to dynamic capabilities and indirectly related to population size, income level, and the educational backgrounds of water decision-makers. The visualizations also show that some cities have surplus capacity for adaptation, while others were able to more efficiently turn capacity into water management innovations. Seeing representations of water governance success and failure in communities affords the opportunity to educate citizens and decision-makers to adapt water infrastructures to the effects of climate change, showcasing the utility of digitalization in a quest for sustainable solutions.  相似文献

Sustainability science is a solution-oriented discipline. Yet, there are few theory-rich discussions about how this orientation structures the efforts of sustainability science. We argue that Niklas Luhmann’s social system theory, which explains how societies communicate problems, conceptualize solutions, and identify pathways towards implementation of solutions, is valuable in explaining the general structure of sustainability science. From Luhmann, we focus on two key concepts. First, his notion of resonance offers us a way to account for how sustainability science has attended and responded to environmental risks. As a product of resonance, we reveal solution-oriented research as the strategic coordination of capacities, resources, and information. Second, Luhmann’s interests in self-organizing processes explain how sustainability science can simultaneously advance multiple innovations. The value logic that supports this multiplicity of self-organizing activities as a recognition that human and natural systems are complex coupled and mutually influencing. To give form to this theoretical framework, we offer case evidence of renewable energy policy formation in Texas. Although the state’s wealth is rooted in a fossil-fuel heritage, Texas generates more electricity from wind than any US state. It is politically antagonistic towards climate-change policy, yet the state’s reception of wind energy technology illustrates how social and environmental systems can be strategically aligned to generate solutions that address diverse needs simultaneously. This case demonstrates that isolating climate change—as politicians do as a separate and discrete problem—is incapable of achieving sustainable solutions, and resonance offers researchers a framework for conceptualizing, designing, and communicating meaningfully integrated actions.  相似文献

Sustainability indicators are well recognized for their potential to assess and monitor sustainable development of agricultural systems. A large number of indicators are proposed in various sustainability assessment frameworks, which raises concerns regarding the validity of approaches, usefulness and trust in such frameworks. Selecting indicators requires transparent and well-defined procedures to ensure the relevance and validity of sustainability assessments. The objective of this study, therefore, was to determine whether experts agree on which criteria are most important in the selection of indicators and indicator sets for robust sustainability assessments. Two groups of experts (Temperate Agriculture Research Network and New Zealand Sustainability Dashboard) were asked to rank the relative importance of eleven criteria for selecting individual indicators and of nine criteria for balancing a collective set of indicators. Both ranking surveys reveal a startling lack of consensus amongst experts about how best to measure agricultural sustainability and call for a radical rethink about how complementary approaches to sustainability assessments are used alongside each other to ensure a plurality of views and maximum collaboration and trust amongst stakeholders. To improve the transparency, relevance and robustness of sustainable assessments, the context of the sustainability assessment, including prioritizations of selection criteria for indicator selection, must be accounted for. A collaborative design process will enhance the acceptance of diverse values and prioritizations embedded in sustainability assessments. The process by which indicators and sustainability frameworks are established may be a much more important determinant of their success than the final shape of the assessment tools. Such an emphasis on process would make assessments more transparent, transformative and enduring.  相似文献

In modern living, rapid development has created an increase in demand for groundwater. An endeavor has been made to understand the hydrogeochemical parameters to determine the utility of groundwater. This situation is severe in coastal hard rock aquifers due to the influence of salinity ingression and other anthropogenic influence. A total of 135 groundwater samples were collected from the coastal aquifer of the Tuticorin district and analyzed for major cations and anions during premonsoon (PRM) and postmonsoon (POM). The ions analyzed were used to determine the drinking, agricultural and domestic utility of groundwater. The electrical conductivity (EC) contour shows that the groundwater quality is poor along the coast. The parameters were compared with WHO (Guidelines for drinking water quality recommendations, WHO, Geneva, 2004) standard for drinking purpose. A groundwater classification method has been developed for groundwater in the area using a dynamic water quality index (WQI). On the basis of the WQI so computed, groundwater in the area has been spatially classified into “excellent,” “good,” “poor” and “very poor” to “Unsuitable” water types variation lithologywise. Corrosivity ratio and hardness were noted to be higher and found to be unsuitable in majority of the regions for domestic purpose. Higher fluoride concentration was noted in the central part of the study area represented by complex geology comprising of the hornblende biotite gneiss and charnockite. Sodium percentage (Na%), sodium absorption ratio, residual sodium carbonate, Wilcox (Classification and use of irrigation waters, US Department of Agriculture, Washington, 1955), permeability index, residual sodium bicarbonate, magnesium hazard, Kelly’s ratio and potential salinity also indicate that most of the groundwater samples are not suitable for irrigation purposes.  相似文献

In this paper, we investigate how mountain communities perceive and adapt to climatic and environmental change. Primary data were collected at community and household level through in-depth interviews, focus group discussions, and quantitative questionnaires covering 210 households in six villages of the West Karakoram (Hundur and Darkut in the Yasin Valley; Hussainabad, Altit, Gulmit, and Shiskat in the Hunza valley of Gilgit-Baltistan). The relevance of the area with respect to our scopes is manifold. First, this is one of the most extreme and remote mountainous areas of the world, characterized by complex and fragile institutional and social fabrics. Second, this region is one of the focal points of research for the hydro-meteo-climatological scientific community, because of its relevance in terms of storage and variability of water resources for the whole Indus basin, and for the presence of conflicting signals of climate change with respect to the neighboring regions. Third, the extreme hardships due to a changing environment, as well as to the volatility of the social and economic conditions are putting great stress on the local population. As isolating climate change as a single driver is often not possible, community perceptions of change are analyzed in the livelihood context and confronted with multi-drivers scenarios affecting the lives of mountain people. We compare the collected perceptions with the available hydro-climatological data, trying to answer some key questions such as: how are communities perceiving, coping with, and adapting to climatic and environmental change? Which are the most resorted adaptation strategies? How is their perception of change influencing the decision to undertake certain adaptive measures?  相似文献

An interdisciplinary approach based on high-resolution physical stratigraphy, biostratigraphy, organic matter analysis and clay mineralogy has been applied to the mixed siliciclastic/carbonate Kimmeridgian/Tithonian deposits of the Boulonnais (north-western France). These rocks are the age-equivalents of some of the offshore marine source rocks of the North Sea and were deposited in an overall storm-dominated homoclinal ramp setting which may represent one of the most shore-proximal sediments of this age cropping out in north-western Europe. Comparison with data from the Yorkshire, Dorset, Lorraine and Aquitaine areas allows the discrimination of three major transgressive-regressive sediment packages with disconformities of interregional extent: (1) from the Baylei Zone to top Eudoxus Zone; (2) from the Autissiodorensis Zone to base Scitulus Zone; (3) from the upper Scitulus Zone to the Pectinatus Zone. The lower two regionally correlative disconformities correspond to the sequence boundaries at the top of the Eudoxus Zone and the top of the Autissiodorensis Zone, formed by high-frequency relative sea-level variations during the periods of maximum transgression of the platform. The latter disconformity (the P1 nodule bed) reflects a major tectonically induced reorganization of the north-west European intrashelf sedimentary basin, characterized by a shift in both the location of the main depocentre and the sources of sediment production.  相似文献

Sea ice continues to decline across many regions of the Arctic, with remaining ice becoming increasingly younger and more dynamic. These changes alter the habitats of microbial life that live within the sea ice, which support healthy functioning of the marine ecosystem and provision of resources for human-consumption, in addition to influencing biogeochemical cycles (e.g. air–sea CO2 exchange). With the susceptibility of sea ice ecosystems to climate change, there is a pressing need to fill knowledge gaps surrounding sea ice habitats and their microbial communities. Of fundamental importance to this goal is the development of new methodologies that permit effective study of them. Based on outcomes from the DiatomARCTIC project, this paper integrates existing knowledge with case studies to provide insight on how to best document sea ice microbial communities, which contributes to the sustainable use and protection of Arctic marine and coastal ecosystems in a time of environmental change.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01658-z.  相似文献
