River flooding impacts human life and infrastructure, yet provides habitat and ecosystem services. Traditional flood control (e.g., levees, dams) reduces habitat and ecosystem services, and exacerbates flooding elsewhere. Floodplain restoration (i.e., bankfull floodplain reconnection and Stage 0) can also provide flood management, but has not been sufficiently evaluated for small frequent storms. We used 1D unsteady Hydrologic Engineering Center's River Analysis System to simulate small storms in a 5 km-long, second-order generic stream from the Chesapeake Bay watershed, and varied % channel restored (starting at the upstream end), restoration location, restoration bank height (distinguishes bankfull from Stage 0 restoration), and floodplain width/Manning's n. Stream restoration decreased (attenuated) peak flow up to 37% and increased floodplain exchange by up to 46%. Floodplain width and % channel restored had the largest impact on flood attenuation. The incremental effects of new restoration projects on flood attenuation were greatest when little prior restoration had occurred. By contrast, incremental effects on floodplain exchange were greatest in the presence of substantial prior restoration, setting up a tradeoff. A similar tradeoff was revealed between attenuation and exchange for project location, but not bank height or floodplain width. In particular, attenuation and exchange were always greater for Stage 0 than for bankfull floodplain restoration. Stage 0 thus may counteract human impacts such as urbanization. 相似文献

Problem: California's graduated driver licensing (GDL) program was implemented to reduce the high crash risk of teenage drivers. The program enhancements made in 1998 were evaluated in this study using methods that rule out the noticeable downward trend in California teen's fatal/injury crash rates as a possible explanation for any observed crash reductions that could otherwise be mistaken for program effects. Method: Monthly per capita fatal/injury crash rates for 15-to-17-year-olds and proportional representations of 16–17-year-olds' nighttime and passenger crashes were analyzed using intervention time series analysis. Results: After removing trend, seasonality, and transition effects in the data, no overall reductions in fatal/injury crashes for 15–17-year-olds or 16-year-olds (separately) were found to be associated with the 1998 program enhancements, suggesting no overall exposure reduction effect of the longer instruction permit period nor increased competency associated with the higher number of required practice hours. However, the 12-month nighttime and 6-month passenger restrictions were found to be associated with annual savings of 55 and 816 fatal/injury crashes, respectively. Discussion: Finding no overall impact of the 1998 GDL enhancements was not surprising given findings of an earlier survey suggesting that California teens and parents were largely already practicing program requirements prior to implementation and were not fully complying with the program requirements afterwards. Though the observed crash savings associated with the restrictions were of modest size, this is the first study to evidence a direct positive impact of the passenger restriction component of GDL programs. Larger reductions could be realized if the nighttime restriction started earlier and parents/law enforcement could be motivated to better enforce these restrictions. Sediment dredge disposal options were reviewed to improve cost‐effectiveness and environmental safety for dredging of coastal sediments at the Department of Fisheries and Oceans Small Craft Harbours (DFO‐SCH) program in Canada. Historically, contaminated dredge sediments exceeding federal guidelines were disposed of in nearby landfills. Recent federal regulatory changes in sediment quality guidelines adopted by provincial regulators in Canada has resulted in updates to guidelines for disposal of contaminated solids in landfills. Updates now require specific and general disposal options for contaminated dredge material destined for land‐based disposal, resulting in more expensive disposal in containment cells (if contaminated sediments exceed federal guidelines). However, as part of this study, a leachate testing method was applied to contaminated sediments to simulate migration of potential contaminants in groundwater. Using this approach, leachate quality was compared to federal freshwater criteria and drinking water quality guidelines for compliance with new regulations. Leachate testing performed on the highest sediment contaminant concentrations triggered less than 2 percent potable water exceedances, meaning that most dredge spoils could be disposed of in privately owned or provincially operated landfill sites, providing less expensive disposal options compared to containment cell disposal. Current dredge disposal practices were reviewed at 35 harbor sites across Nova Scotia and their limitations identified in a gap analysis. Improved site management was developed following this review and consultation with interested marine stakeholders. PROBLEM: Safety-belt use reduces motor vehicle crash-related morbidity and mortality, yet an estimated 18% of drivers do not consistently buckle up (NHTSA, 2005). In 1985, Geller and colleagues developed an interpersonal Flash-for-Life prompt that increased belt use among 22% of 1,087 unbuckled drivers (Geller, Bruff, & Nimmer, 1985). METHOD: The Flash-for-Life intervention was re-introduced at a large university with high safety-belt use (i.e., 80%). College students stood at parking-lot entrance/exits and "flashed" signs with the message, "Please Buckle Up, I Care" to unbuckled drivers. RESULTS: Of 427 unbuckled drivers observed, 30% of these complied with the prompt. Male drivers were significantly more likely to comply with prompts delivered by females. DISCUSSION: Compliance was higher than in the 1985 study, indicating a high baseline rate of safety-belt use does not negate potential beneficial influence of a prompting intervention. This intervention is particularly effective with college-aged males, a sub-group of the driving population least likely to buckle-up. IMPACT ON INDUSTRY: A simple behavioral prompt could be used at most industrial complexes to increase safety-belt use among vehicle occupants who are not buckled-up. 相似文献

The off-gas handling system is a vital component of a smelter and it is essential that it operates in accordance with environmental regulations. A key feature of the off-gas management system is maintaining a slightly negative system pressure to prevent gas leakage, such as SO2, out into the work and external environments. To enhance sustainable development, there is also growing interest in capturing and reusing the significant amount of heat and CO2 contained within off-gas. The potential incorporation of heat and CO2 recovery systems places importance on enhancing control to minimize the risk of both gas leakage and disturbance of the smelting process. With these requirements in mind, an easily implementable feedforward control enhancement to existing control schemes is proposed to help provide improved performance. 相似文献

In the South West of the UK, a growing number of rural and urban communities are exploring various pathways to a more sustainable living. The village of Belstone is among these pioneers of change through its Green Village project. It is a relatively affluent community and it has been a major challenge to engage people that are reticent to change their lifestyle and suspicious of the motives of the initiators. Based on a process of action research, this paper explores the attitudes and perceptions towards sustainability and how they influenced the people's engagement. We demonstrate that the partnership was effective in enabling the villagers engaged in the project to take control over the process. Behaviour changes were reported by the villagers actively engaged with the initiative. The Green Village did not “snowball” to the entire community; however, many of those who chose not to engage associated the word “Green” with traits that they did not identify with. 相似文献

The National Flood Interoperability Experiment (NFIE) was an undertaking that initiated a transformation in national hydrologic forecasting by providing streamflow forecasts at high spatial resolution over the whole country. This type of large‐scale, high‐resolution hydrologic modeling requires flexible and scalable tools to handle the resulting computational loads. While high‐throughput computing (HTC) and cloud computing provide an ideal resource for large‐scale modeling because they are cost‐effective and highly scalable, nevertheless, using these tools requires specialized training that is not always common for hydrologists and engineers. In an effort to facilitate the use of HTC resources the National Science Foundation (NSF) funded project, CI‐WATER, has developed a set of Python tools that can automate the tasks of provisioning and configuring an HTC environment in the cloud, and creating and submitting jobs to that environment. These tools are packaged into two Python libraries: CondorPy and TethysCluster. Together these libraries provide a comprehensive toolkit for accessing HTC to support hydrologic modeling. Two use cases are described to demonstrate the use of the toolkit, including a web app that was used to support the NFIE national‐scale modeling. 相似文献

Water resources are increasingly impacted by growing human populations, land use, and climate changes, and complex interactions among biophysical processes. In an effort to better understand these factors in semiarid northern Utah, United States, we created a real‐time observatory consisting of sensors deployed at aquatic and terrestrial stations to monitor water quality, water inputs, and outputs along mountain to urban gradients. The Gradients Along Mountain to Urban Transitions (GAMUT) monitoring network spans three watersheds with similar climates and streams fed by mountain winter‐derived precipitation, but that differ in urbanization level, land use, and biophysical characteristics. The aquatic monitoring stations in the GAMUT network include sensors to measure chemical (dissolved oxygen, specific conductance, pH, nitrate, and dissolved organic matter), physical (stage, temperature, and turbidity), and biological components (chlorophyll‐a and phycocyanin). We present the logistics of designing, implementing, and maintaining the network; quality assurance and control of numerous, large datasets; and data acquisition, dissemination, and visualization. Data from GAMUT reveal spatial differences in water quality due to urbanization and built infrastructure; capture rapid temporal changes in water quality due to anthropogenic activity; and identify changes in biological structure, each of which are demonstrated via case study datasets. 相似文献

A controlled hydroponic experiment was undertaken to investigate Cd uptake in relation to the activity of Cd species in solution other than the free ion (Cd2+) by maintaining a constant Cd2+ activity under variable SO42− and Cl− concentrations exposed to maize (Zea mays var. Cameron) plants. The objectives of these experiments were: (1) to distinguish and quantify the different uptake rates of free and inorganic-complexed Cd from nutrient solution, and (2) to model the uptake of Cd by maize with a Biotic Ligand Model (BLM) in a system which facilitates the close examination of root characteristics. Results of the current experiments suggest that, in addition to the free ion, CdSO40 complexes are important factors in determining Cd uptake in nutrient solution by maize plants. Higher nominal SO42− concentrations in solution generally resulted in a greater Cd accumulation by maize plants than predicted by the Cd2+ activity. A better integration of the complete dataset for the 3 harvest times (6, 9 and 11 days after treatment) was achieved by including consideration of both the duration of Cd exposure and especially the root surface area to express Cd uptake. Similarly, the fit of the BLM was also improved when taking into account exposure time and expressing uptake in terms of root morphological parameters. 相似文献
