The development of state implementation plans (SIPs) for attainment of criteria pollutant standards is an integral component of air quality management in the United States. However, the content and efficacy of SIPs have rarely been examined systematically. Here, 20 SIPs developed in response to the 1997 8-hr ozone standard are reviewed as case studies of attainment efforts at the state level. Comparison of observed and model predicted ozone concentrations shows the US Environmental Protection Agency (EPA) recommended modeled attainment test to be a somewhat conservative predictor of attainment. Among 12 SIPs for regions that sought attainment by 2009, the test correctly predicted attainment and nonattainment in four and five regions, respectively; in the other three regions, attainment was observed despite predictions of nonattainment. However weight-of-evidence determinations and deviations from the recommended modeled attainment test methodology led five of these SIPs to predict attainment that was not in fact observed by 2009; three of those regions achieved attainment in 2010. Ozone and NO2 concentrations declined across much of the United States during the period covered by the SIPs, with rates of improvement strongly correlated with the initial pollution levels and hence greatest in nonattainment regions. However at monitors with mid-range levels of ozone initially, rates of reduction were largely independent of the initial attainment status of the region. This is consistent with thefact that apart from California, the majority of ozone precursor reductions documented by SIPs resulted from federal measures rather than from state or local controls specific to the nonattainment regions.  相似文献

Although many avian eggs appear to be cryptically colored, many species also lay vibrant blue green eggs. This seemingly conspicuous coloration has puzzled biologists since Wallace, as natural selection should favor reduced egg visibility to minimize predation pressure. The sexual signaling hypothesis posits that blue green egg coloration serves as a signal of female quality and that males exert post-mating sexual selection on this trait by investing more in the nests of females laying more intensely blue green eggs. This hypothesis has received mixed support to date, and most previous studies have been conducted in cavity-nesting species where male evaluation of his partner’s egg coloration, relative to that of other females, may be somewhat limited. In this study, we test the sexual signaling hypothesis in colonially nesting ring-billed gulls (Larus delawarensis) where males have ample opportunity to assess their mate’s egg coloration relative to that of other females. We used correlational data and an experimental manipulation to test four assumptions and predictions of the sexual signaling hypothesis: (1) blue green pigmentation should be limiting to females; (2) extent of blue green egg coloration should relate to female quality; (3) extent of blue green egg coloration should relate to offspring quality; and (4) males should provide more care to clutches with higher blue green chroma. Our data provide little support for these predictions of the sexual signaling hypothesis in ring-billed gulls. In light of this and other empirical data, we encourage future studies to consider additional hypotheses for the evolution of blue green egg coloration.  相似文献

Lake Victoria is a crucial ecosystem for over 25 million people in Kenya, Uganda, Tanzania, Rwanda and Burundi who live in the basin, and for the greater Nile river system downstream of the lake. Ecosystem management in the Lake Victoria basin has been highly extractive for most of the last 60 years, with the 1990s a period of marked decline in food production, economic contraction, rising poverty, increased burden of human disease, and more frequent floods. Lake Victoria itself is becoming eutrophic, with related problems of species extinctions and invasive species. There is evidence of poverty–environment traps: some households and areas appear to be caught in vicious cycles of low income, low investment in soil management, declines in soil fertility, and soil loss, while other households and areas are able to achieve higher incomes and investments, maintain soil fertility, and conserve soil on their farms.Concepts and approaches from the Millenium Ecosystem Assessment (MA) were applied in a study of ecosystem service tradeoffs, synergies and traps in two of the river basins that flow into Lake Victoria from Kenya (Yala and Nyando). Hydrologic units are the main geographic unit used in the analysis, with predictions of sediment yield serving as the main measure of regulating services. Provisioning services are evaluated through a spatially disaggregated analysis of agricultural production, yield and area that combines spatial data from aerial photographs with division-level price and yield estimates.The results illustrate considerable year-to-year variation in land use, agricultural production and sediment yield in the two basins. While overall production appears to be relatively stable at the basin level, there have been shifts in the geographic locus of production toward the upper parts of both basins. A spatial overlay of production and sediment yield indicates that different parts of the basins exhibit tradeoffs, synergies and traps. Results from this study have multiple uses in rural planning, agricultural investment, and watershed management. The results also suggest that the poverty traps conceptual framework may help to enrich the interpretative content of the MA approach.  相似文献

Switchgrass (Panicum virgatum) is a perennial, warm-season grass that has been identified as a potential biofuel feedstock over a large part of North America. We examined above- and belowground responses to nitrogen fertilization in “Alamo” switchgrass grown in West Tennessee, USA. The fertilizer study included a spring and fall sampling of 5-year old switchgrass grown under annual applications of 0, 67, and 202 kg N ha?1 (as ammonium nitrate). Fertilization changed switchgrass biomass allocation as indicated by root:shoot ratios. End-of-growing season root:shoot ratios (mean ± SE) declined significantly (P  0.05) at the highest fertilizer nitrogen treatment (2.16 ± 0.08, 2.02 ± 0.18, and 0.88 ± 0.14, respectively, at 0, 67, and 202 kg N ha?1). Fertilization also significantly increased above- and belowground nitrogen concentrations and decreased plant C:N ratios. Data are presented for coarse live roots, fine live roots, coarse dead roots, fine dead roots, and rhizomes. At the end of the growing season, there was more carbon and nitrogen stored in belowground biomass than aboveground biomass. Fertilization impacted switchgrass tissue chemistry and biomass allocation in ways that potentially impact soil carbon cycle processes and soil carbon storage.  相似文献

Leptocephali of the widely distributed tropical marine eels of the genus Kaupichthys (family Chlopsidae) were collected around Sulawesi Island during a sampling survey in the Indonesian Seas in late September and early October 2002, and the otolith microstructure of 24 of the 59 specimens captured was examined to learn about the larval growth rates and spawning times of these small sized eels. Leptocephali ranging in size from 25 to 60 mm were collected in Makassar Strait and the Celebes Sea, but they were most abundant in the semi-enclosed Tomini Bay of northeast Sulawesi Island. The Kaupichthys leptocephali examined had 39–161 otolith growth increments. Their back-calculated hatching dates indicated that five age groups were present and each group appeared to have been spawned around the full moon of previous months. Average growth rate estimates of the first two age groups were 0.65 and 0.54 mm/day for the 27.4–30.4 and 37.6–45.6 mm age classes. The growth rates of the oldest three age groups (52.0–60.8 mm) appeared to have slowed down after they reached their approximate maximum size. An increase in increment widths at the outer margin of the otoliths of those larger than 53 mm suggested that the process of metamorphosis had begun even though there were few external morphological changes indicating metamorphosis. It is hypothesized that chlopsid leptocephali have an unusually short gut that may not need to move forward during early metamorphosis. The presence of four age classes in Tomini Bay suggests that the Togian Islands region may be productive habitats for Kaupichthys juveniles and adults.  相似文献

Summary This paper focuses on the emphasis placed on environmental considerations and values in the context of environmental in-service training programs for governmental personnel in England, Austria, the Federal Republic of Germany, and the Netherlands. The paper is generally based on field research conducted in Europe during August 1979; issues were identified and comparisons were made with training programs in the United States. The major issues considered include: (1) early versus later emphasis, (2) resistance, (3) specialists and techno-scientific emphasis, (4) technique orientations, (5) lack of environmental administrative training, and (6) innovations.Despite various contrasts between European and United States environmental in-service training programs, there are some similarities. Many of these similarities center around a lack of emphasis on environmental training per se as well as on a lack of emphasis on environmental considerations and values because of various constraints, perceptions, and orientations. As developed nations with advanced governmental-technological systems in environmental affairs, their training programs are highly oriented toward these systems, and there is a lack of attention devoted to environmental aspects per se. The environmental titles and responsibilities do not automatically insure the incorporation of environmental considerations and values into the policy-making process with obvious training needs.European governments may adhere to a more legalistic, formal, and structured approach with less discretion available. But specialist and administrative personnel, as in the United States, are intimately involved in value judgments and decision-making in environmental affairs. Because of this, training programs have a special responsibility to educate personnel about environmental considerations and values to insure that the environmental public interest is adequately presented in the decision-making process, i.e., that they develop environmental competencies as well as governmental and technological ones on an interface basis.Dr Daniel H. Polybrominated diphenyl ethers (PBDEs) have been used extensively as brominated flame retardants (BFRs) in textiles, upholstery and electronics. They are ubiquitous contaminants in wildlife and humans. A low concentration of nonabrominated diphenyl ethers (nonaBDEs) is present in commercial DecaBDE and they are also abiotic and biotic debromination products of decabromodiphenyl ether (BDE-209). The objective of the present work was to develop methods for synthesis of the three nonaBDEs, 2,2',3,3',4,4',5,5',6-nonabromodiphenyl ether (BDE-206), 2,2',3,3',4,4',5,6,6'-nonabromodiphenyl ether (BDE-207) and 2,2',3,3',4,5,5',6,6'-nonabromodiphenyl ether (BDE-208), with the intention of making them available as authentic standards for analytical, toxicological and stability studies, as well as studies regarding physical-chemical properties. Two methods were developed, one based on perbromination of phenoxyanilines and the other via reductive debromination of BDE-209 by sodium borohydride followed by chromatographic separation of the three nonaBDE isomers formed. An additional nonabrominated compound, 4'-chloro-2,2',3,3',4,5,5',6,6'-nonabromodiphenyl ether (Cl-BDE-208), was also synthesized in the present work. Cl-BDE-208, prepared by the perbromination of 4-chlorodiphenyl ether, may be used as an internal standard in analysis of highly brominated diphenyl ethers. BDE-206, BDE-207, BDE-208 and Cl-BDE-208 were characterized by 1H NMR, 13C NMR, electron ionization mass spectra and by their melting points. The structures of all three nonaBDEs have been characterized previously by X-ray crystallography.  相似文献
