Air quality is degraded by many factors, among which the emissions from on-road vehicles play a significant role. Timely and accurate estimate of such emissions becomes very important for policy-making and effective control measures. However, lack of traffic data and outdated emission software make this task difficult. This research has demonstrated a new method that facilitates the vehicular emission inventories at the local level by using shorter-time Highway Performance Monitoring System (HPMS) traffic data along with the latest U.S. Environment Protection Agency (EPA) emission modeling software, MOBILE6. The conversion methodology was developed for converting readily available HPMS traffic volume data into EPA MOBILE-based traffic classifications, and a corresponding software program was written for automating the process. EPA MOBILE6 model was used to obtain emissions of nitrogen oxides (NOx), volatile organic compound (VOC), and cabon monoxide (CO) emitted by the parent traffic and subsampled traffic data, and these emissions were additionally compared. The case study has shown that the difference of the magnitude between the emission estimates produced by certain subsampled and parent traffic data are minor, indicating that subsampled HPMS data can be used for reporting parent traffic emissions. It was also observed that traffic emissions follow a Weibull distribution, and NOx emissions were more sensitive to the traffic data composition than VOC and CO. Lastly, use of average emission values of 20 or 30 consecutive minutes appears to be valid for representing hourly emissions. 相似文献

This paper is an investigation into Taiwan’s policy on nuclear waste disposal, concentrating on the ways in which dumping sites have been chosen, and on the wider implications of those choices. The central aim was to examine whether this policy breached the distributive and procedural principles of environmental justice by discriminating against disadvantaged areas and minority ethnic groups. The paper first clarifies the meaning of environmental justice and then applies it to the case study of Taiwan’s decision announced in 2009 that Da-Ren (達仁鄉) in Taitung County (台東縣) and Wang-An (望安鄉) in Penghu County (澎湖縣) were its two favoured potential sites for the final disposal repository of radioactive waste. The findings of the research suggest that the Taiwan government and the nuclear power provider, Taipower, failed to fulfil the requirements of environmental justice in reaching this decision. The contribution of this case study to the literature on the environmental injustice of nuclear waste siting policies is fourfold. First, it adds to the growing number of studies that show how siting decisions systematically and deliberately disadvantage vulnerable communities. Second, it finds the basis of this discriminatory policy to lie in the wider pattern of inequality that exists in Taiwanese society—a pattern that is rooted in historical traditions of racial and tribal prejudice, reinforced by contemporary forms of corruption. Third, it suggests that a solution to the problem of environmental injustice in nuclear waste siting policy may have to wait until these broader practices of unequal treatment in Taiwan are addressed. The essay reviews the impact of London??s demands for food, drink and fuel on the farming systems and specialisation in the regions from which it drew supplies. Focusing on the well-recorded period around 1,300, when London was a major but second-ranking European city, it makes comparisons with other European cities in the same period and with London in later centuries, as the city developed a world role. Despite its small size by modern standards, medieval London??s impact on its hinterland was distinct, dynamic, highly commercialised and extensive. It shaped rural landscapes and agrarian practices in ways which in key respects conform to modern theories of spatial specialisation. London??s environmental influence operated within an international context, where the opening up of distant resources could affect choices concerning specialisation in and close to the city. Demographic change and shifts in consumption arising from changing standards of living were also influential. This left a marked ??urban footprint?? in production, marketing and the generation of waste. Moreover, its distinctive political context influenced London??s attitude towards managing its supply chains, differentiating it from many of its European counterparts. Bench-scale batch tests were conducted to assess the potential applicability of a combined separation/concentration/destruction treatment train to address soils and sediments impacted by per- and polyfluoroalkyl substances (PFAS) contamination at Schriever Space Force Base with historic aqueous film-forming foam (AFFF). Specifically, a novel treatment train coupling soil washing (for treatment of impacted soil/sediment) with foam fractionation (for treatment of the wash water [WW] generated during soil washing) and electrochemical oxidation (ECO, for treatment of the foam fractionate generated during foam fractionation) was evaluated at the bench scale using site-specific materials. Results presented herein show that the AFFF-impacted sandy soils with low organic content were amenable to treatment via soil washing. However, the removal of hydrophobic PFAS, such as perfluorooctanesulfonic acid (PFOS), from the organic-rich sediments was challenging. Results from batch desorption experiments were within a factor of 2 of those generated by soil washing bench studies, suggesting that simple batch tests can potentially be used to reasonably predict the treatment efficacy of soil washing. Long-chained perfluoroalkyl acids (PFAAs) within the WW were removed more effectively in the foam fractionation studies as compared to short-chain PFAAs. Addition of a surfactant, such as cetrimonium bromide (CTAB), enhanced foaming but only marginally improved the treatment of short-chained PFAAs and in some cases inhibited PFOS removal. ECO reduced PFAS concentrations in the foam fractionate generated during foam fractionation by several orders of magnitude. However, generation of unwanted byproducts may warrant further treatment and/or disposal. Overall, results from this study provide a novel data set highlighting the site-dependent nature of these PFAS remedial technologies and how simple, low-cost bench tests can be reliably leveraged for informed decision-making during PFAS remedial planning. 相似文献

A study of villus samples from eight random sites on five electively aborted chorion sacs was performed to determine any significant differences in yield, quality and composition of DNA, iduronate sulphate sulphatase activity and karyoptype status. The villi were also examined for their histological characteristics (e.g. stem, intermediate or terminal villi) and for HCG and BGP immuno-reactivities. The overall findings indicated no significant site to site variations in any of the parameters studied. It is increasingly becoming known that mercury transport and speciation in the terrestrial environment play major roles in methyl-mercury bioaccumulation potential in surface water. This review discusses the principal biogeochemical reactions affecting the transport and speciation of mercury in the terrestrial watershed. The issues presented are mercury-ligand formation, mercury adsorption/desorption, and elemental mercury reduction and volatilization. In terrestrial environments, OH–, Cl– and S– ions have the largest influence on ligand formation. Under oxidized surface soil conditions Hg(OH)2, HgCl2, HgOH+, HgS, and Hg0 are the predominant inorganic mercury forms. In reduced environments, common mercury forms are HgSH+, HgOHSH, and HgClSH. Many of these mercury forms are further bound to organic and inorganic ligands. Mercury adsorption to mineral and organic surfaces is mainly dictated by two factors: pH and dissolved ions. An increase in Cl– concentration and a decrease in pH can, together or separately, decrease mercury adsorption. Clay and organic soils have the highest capability of adsorbing mercury. Important parameters that increase abiotic inorganic mercury reduction are availability of electron donors, low redox potential, and sunlight intensity. Primary factors that increase volatilization are soil permeability and temperature. A decrease in mercury adsorption and an increase in soil moisture will also increase volatilization. The effect of climate on biogeochemical reactions in the terrestrial watershed indicates mercury speciation and transport to receiving water will vary on a regional basis. 相似文献

This study focuses on the potential role of technical and institutional innovations for improving water management in a multi-user context in Burkina Faso. We focus on a system centered on three reservoirs that capture the waters of the Upper Comoé River Basin and servicing a diversity of users, including a sugar manufacturing company, a urban water supply utility, a farmer cooperative, and other downstream users. Due to variable and declining rainfall and expanding users’ needs, drastic fluctuations in water supply and demand occur during each dry season. A decision support tool was developed through participatory research to enable users to assess the impact of alternative release and diversion schedules on deficits faced by each user. The tool is meant to be applied in the context of consultative planning by a local user committee that has been created by a new national integrated water management policy. We contend that both solid science and good governance are instrumental in realizing efficient and equitable water management and adaptation to climate variability and change. But, while modeling tools and negotiation platforms may assist users in managing climate risk, they also introduce additional uncertainties into the deliberative process. It is therefore imperative to understand how these technological and institutional innovations frame water use issues and decisions to ensure that such framing is consistent with the goals of integrated water resource management. 相似文献
