An EPA program for monitoring ecological status and trends   总被引:1,自引:0,他引:1  
Despite hundreds of millions of dollars spent annually in the United States on environmental monitoring, policy and decision makers seldom have ready access to monitoring data to aid in prioritizing reasearch and assessment efforts or to assess the extent to which current policies are meeting the desired objectives. EPA is currently conducting research to evaluate options for establishing an integrated, cooperative monitoring program, with participation by federal, state, and private entities, that could result in annual statistical reports and interpretive summaries on the status and trends in indicators of adverse disturbance and corresponding health of the nation's ecosystem on the regional and national scale.The research described in this article has not been subjected to U.S. Environmental Protection Agency review and therefore does not necessarily reflect the views of the Agency, and no official endorsement should be inferred.  相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts.  相似文献

ABSTRACT: Five methods of developing regional regression models to estimate flood characteristics at ungaged sites in Arkansas are examined. The methods differ in the manner in which the State is divided into subregions. Each successive method (A to E) is computationally more complex than the previous method. Method A makes no subdivision. Methods B and C define two and four geographic subregions, respectively. Method D uses cluster/discriminant analysis to define subregions on the basis of similarities in watershed characteristics. Method E, the new region of influence method, defines a unique subregion for each ungaged site. Split-sample results indicate that, in terms of root-mean-square error, method E (38 percent error) is best. Methods C and D (42 and 41 percent error) were in a virtual tie for second, and methods B (44 percent error) and A (49 percent error) were fourth and fifth best.  相似文献

ABSTRACT: The rehabilitation of urban stream channels and riparian areas involves a potentially large number of design alternatives. When substantial modifications are planned, water surface profile models (e.g., HEC-2) provide a means for a thorough and efficient evaluation of many design variations. The rehabilitation of a reach of Paradise Creek, Idaho, utilized the REC-2 model to verify the appropriateness of a new channel geometry and explore the consequences of variable floodplain geometries and excavation depths. The desirability of habitat diversity, coupled with the constraints of minimized earthwork costs and adequate flow capacity, framed the floodplain design question. The final design geometry was iteratively approached using the HEC-2 model to mimic the existing channel capacity. This modeling framework produces as output computed water surface elevations for the design channel and floodplain under any discharge. Hence, the method provides the means for demonstrating that rehabilitation designs will (or will not) cause increases in flood elevations, an assessment that is generally required for project approval.  相似文献

Salt marsh vegetation change in response to tidal restriction   总被引:4,自引:0,他引:4  
Vegetation change in response to restriction of the normal tidal prism of six Connecticut salt marshes is documented. Tidal flow at the study sites was restricted with tide gates and associated causeways and dikes for purposes of flood protection, mosquito control, and/or salt hay farming. One study site has been under a regime of reduced tidal flow since colonial times, while the duration of restriction at the other sites ranges from less than ten years to several decades. The data indicate that with tidal restriction there is a substantial reduction in soil water salinity, lowering of the water table level, as well as a relative drop in the marsh surface elevation. These factors are considered to favor the establishment and spread ofPhragmites australis (common reed grass) and other less salt-tolerant species, with an attendant loss ofSpartina-dominated marsh. Based on detailed vegetation mapping of the study sites, a generalized scheme is presented to describe the sequence of vegetation change from typicalSpartina- toPhragmites-dominated marshes. The restoration of thesePhragmites systems is feasible following the reintroduction of tidal flow. At several sites dominated byPhragmites, tidal flow was reintroduced after two decades of continuous restriction, resulting in a marked reduction inPhragmites height and the reestablishment of typical salt marsh vegetation along creekbanks. It is suggested that large-scale restoration efforts be initiated in order that these degraded systems once again assume their roles within the salt marsh-estuarine ecosystem.  相似文献

ABSTRACT: The objective of this investigation was to evaluate the avoidance responses of juvenile striped bass, Morone saxatilis and Atlantic menhaden, Brevoortia tyrannus to bis (tri-n-butyltin) oxide. An avoidance responses was exhibited by striped bass at a total organic tin concentration of 24.9 μg/L. Atlantic menhaden exhibited avoidance to total organic tin concentrations of 5.5 μg/L and greater. Atlantic menhaden are generally more sensitive to toxicants than striped bass; therefore, avoidance responses reported in this study are not surprising. It is highly likely that the concentrations of total organic tin that were avoided by the test species in this study were much higher than expected environmental concentrations. Ecologically significant hazards may occur due to potential effects that unperceived or non-avoided organotin concentrations may have on behavioral responses mediated by chemosensory systems.  相似文献

ABSTRACT: Water samples for dissolved mercury require special treatment because of the high chemical mobility and volatility of this element. Widespread use of mercury and its compounds has provided many avenues for contamination of water. Two laboratory tests were done to determine the relative permeabilities of glass and plastic sample bottles to mercury vapor. Plastic containers were confirmed to be quite permeable to airborne mercury, glass containers were virtually impermeable. Methods of preservation include the use of various combinations of acids, oxidants, and complexing agents. The combination of nitric acid and potassium dichromate successfully preserved mercury in a large variety of concentrations and dissolved forms. Because this acid-oxidant preservative acts as a sink for airborne mercury and plastic containers are permeable to mercury vapor, glass bottles are preferred for sample collection. To maintain a healthy work environment and minimize the potential for contamination of water samples, mercury and its compounds are isolated from the atmosphere while in storage. Concurrently, a program to monitor environmental levels of mercury vapor in areas of potential contamination is needed to define the extent of mercury contamination and to assess the effectiveness of mercury clean-up procedures.  相似文献

ABSTRACT: Multispectral aircraft and satellite data over the West Branch of the Susquehanna River were analyzed to evaluate potential contributions of remote sensing to floodplain surveys. Multispectral digital classifications of land cover features indicative of floodplain areas were used by interpreters to locate various floodprone area boundaries. The boundaries thus obtained were found to be more striking and continuous in the Landsat data than in the low altitude aircraft data. The digital approach permitted satellite results to be displayed at 1:24,000 scale and aircraft results at even larger scales. Results indicate that remote sensing techniques can delineate floodprone areas more easily in agricultural and limited development areas than in areas covered by a heavy forest canopy. At this time it appears that the remote sensing data would be best used as a form of preliminary planning information or as an internal check on previous or ongoing floodplain studies. In addition, the remote sensing techniques can assist in effectively monitoring floodplain activities after a community enters into the National Flood Insurance Program.  相似文献

Summary The purpose of this paper is to develop specific ecological design criteria for a sustainable Canadian society. Ecological design criteria complement socio-political ones which have also been developed by the Sustainable Society Project at the University of Waterloo. The criteria derive from an evaluation of the major areas of human activity and interaction with the natural environment in light of our knowledge of ecological systems and resource management. The criteria, like the Sustainable Society Project as a whole, are an attempt to suggest needed, feasible, medium to long-term changes in human activities to comply with the ecological and socio-political limits and constraints that must be recognized in order to achieve societal sustainability. The specific design criteria identified here are not the only ones possible, desirable, or necessary — a complete and certain list is inherently impossible. But the design criteria developed here are illustrative of the kinds of changes that are necessary to achieve sustainability.Dr D. Floodplain management programs have been adopted by more than 85% of local governments in the nation with designated flood hazard areas. Yet, there has been little evaluation of the influence of floodplain policies on private sector decisions. This article examines the degree to which riverine floodplain management affects purchase and mitigation decisions made by owners of developed floodplain property in ten selected cities in the United States. We find that the stringency of such policies does not lessen floodplain property buying because of the overriding importance of site amenity factors. Indeed, flood protection measures incorporated into development projects appear to add to the attractiveness of floodplain location by increasing the perceived safety from the hazard. Property owner responses to the flood hazard after occupancy involve political action more often than individual on-site mitigation. Floodplain programs only minimally encourage on-site mitigation by the owner because most owners have not experienced a flood and many are unaware of the flood threat. It is suggested that floodplain programs will be more effective in meeting their objectives if they are directed at intervention points earlier in the land conversion process.  相似文献
