ABSTRACT: From 1940 to 1978, irrigated acreage in the Western United States increased by over 150 percent, irrigated acres per farm increased by 204 percent, and the number of irrigation organizations grew by 31 percent. Understanding the factors affecting these trends (in the structure of irrigated agriculture) is the key to formulating policies for efficient allocation and transfer of water in the west. Four variables that impact the composition of irrigation organizations are farm size changes, organizational efficiency, intersectoral competition for water, and governmental policies. The conclusions show that from 1940 to 1978, the total number of irrigated farms and organizations declined, and the average farm size increased, and larger management oriented organizations such as districts and U.S. Bureau of Reclamation have become more prevalent. With respect to total quantities of water delivered, districts have increased over 50 percent since the 1959 Census and over 100 percent since the 1950 Census, while unincorporated mutuals have declined by approximately 20 percent. Future organizational structure tends to be moving in the direction of more management control as opposed to user control. Changes in water use, delivery, investment, transfers, and laws will continue to change the structure of irrigation organizations and institutions in the west. 相似文献

Forest Ecosystem Classification (FEC) systems have been used in the past mainly for forest management decision-making. FEC systems can also serve an important role for decision-making in other disciplines, such as fire management for both wildfire suppression and prescribed burning operations. FEC systems can provide an important means of identifying potential fuels that may be present on a forest site. This fuel information, in combination with current fire weather conditions, as determined by the Canadian Forest Fire Weather Index (FWI) system, can assist fire managers in determining potential fire behaviour if ignition should occur. FEC systems provide a means of identifying the possible presence of a live understory vegetation component, a fuel layer that has been largely ignored in the past due to a lack of information. Dense understory vegetation can produce a very moist microlimate that can effectively hinder fire spread. The use of FEC systems can help in setting priorities on which wildfires need to be attacked aggressively. A common industrial solvent additive is 1,4‐dioxane. Contamination of dissolved 1,4‐dioxane in groundwater has been found to be recalcitrant to removal by conventional, low‐cost remedial technologies. Only costly labor and energy‐intensive pump‐and‐treat remedial options have been shown to be effective remedies. However, the capital and extended operation and maintenance costs render pump‐and‐treat technologies economically unfeasible at many sites. Furthermore, pump‐and‐treat approaches at remediation sites have frequently been proven over time to merely achieve containment rather than site closure. A major manufacturer in North Carolina was faced with the challenge of cleaning up 1,4‐dioxane and volatile organic compound–impacted soil and groundwater at its site. Significant costs associated with the application of conventional approaches to treating 1,4‐dioxane in groundwater led to an alternative analysis of emerging technologies. As a result of the success of the Accelerated Remediation Technologies, LLC (ART) In‐Well Technology at other sites impacted with recalcitrant compounds such as methyl tertiarybutyl ether, and the demonstrated success of efficient mass removal, an ART pilot test was conducted. The ART Technology combines in situ air stripping, air sparging, soil vapor extraction, enhanced bioremediation/oxidation, and dynamic subsurface groundwater circulation. Monitoring results from the pilot test show that 1,4‐dioxane concentrations were reduced by up to 90 percent in monitoring wells within 90 days. The removal rate of chlorinated compounds from one ART well exceeded the removal achieved by the multipoint soil vapor extraction/air sparging system by more than 80 times. © 2005 Wiley Periodicals, Inc. 相似文献

We propose a biodiversity credit system for trading endangered species habitat designed to minimize and reverse the negative
effects of habitat loss and fragmentation, the leading cause of species endangerment in the United States. Given the increasing
demand for land, approaches that explicitly balance economic goals against conservation goals are required. The Endangered
Species Act balances these conflicts based on the cost to replace habitat. Conservation banking is a means to manage this
balance, and we argue for its use to mitigate the effects of habitat fragmentation. Mitigating the effects of land development
on biodiversity requires decisions that recognize regional ecological effects resulting from local economic decisions. We
propose Landscape Equivalency Analysis (LEA), a landscape-scale approach similar to HEA, as an accounting system to calculate
conservation banking credits so that habitat trades do not exacerbate regional ecological effects of local decisions. Credits
purchased by public agencies or NGOs for purposes other than mitigating a take create a net investment in natural capital
leading to habitat defragmentation. Credits calculated by LEA use metapopulation genetic theory to estimate sustainability
criteria against which all trades are judged. The approach is rooted in well-accepted ecological, evolutionary, and economic
theory, which helps compensate for the degree of uncertainty regarding the effects of habitat loss and fragmentation on endangered
species. LEA requires application of greater scientific rigor than typically applied to endangered species management on private
lands but provides an objective, conceptually sound basis for achieving the often conflicting goals of economic efficiency

Habitat equivalency analysis (HEA) was developed as a tool to scale mitigation or restoration when habitat is contaminated by hazardous substances or has been otherwise harmed by anthropogenic activities. Applying HEA involves balancing reductions in habitat quality against gains from restoration actions, and quantifying changes in habitat quality in terms of ecological services. We propose a framework for developing ecological service definitions and measures that incorporate knowledge about the impacts of chemical contaminants on biota. We describe a general model for integrating multiple lines of evidence about the toxicity of hazardous substances to allow mapping of toxicological inputs to ecological service losses. We provide an example of how this framework might be used in a HEA that quantifies ecological services provided by estuarine sediments contaminated with polycyclic aromatic hydrocarbons. 相似文献

ABSTRACT: Average daily values of the Priestley‐Taylor coefficient (a) were calculated for two eddy covariance (flux) tower sites with contrasting vegetation, soil moisture, and temperature characteristics on the North Slope of Alaska over the 1994 and 1995 growing seasons. Because variations in a have been shown to be associated with changes in vegetation, soil moisture, and meteorological conditions in Arctic ecosystems, we hypothesized that a values would be significantly different between sites. Since variations in the normalized difference vegetation index (NDVI) follow patterns of vegetation community composition and state that are largely controlled by moisture and temperature gradients on the North Slope of Alaska, we hypothesized that temporal variations in a respond to these same conditions and thus co‐vary with NDVI. Significant differences in a values were found between the two sites in 1994 under average precipitation conditions. However, in 1995, when precipitation conditions were above average, no significant difference was found. Overall, the variations in a over the two growing seasons showed little relationship to the seasonal progression of the regional NDVI. While the notion that ‘burnout’ is related to a decline in work performance is widely recognized, empirical support for this relationship is lacking. The present study, composed of human services personnel, is the first to empirically test the relationships among Maslach's three dimensions of burnout and work performance. A negative relationship was established between one dimension of burnout, emotional exhaustion, and subsequent work performance. However, the results failed to establish relationships among work performance, depersonalization and diminished personal accomplishment. These results provide further support for emotional exhaustion as a key component of the burnout experience. Methods to determine nutrient release rates of coated fertilizers usually rely on chemical analyses, which often are time-consuming and/or expensive. Our goal was to develop an innovative and rapid low-cost method to evaluate nutrient release from polymer coated MAP or urea using conductometry. The release in water is determined by measuring the electric conductivity (EC) over time, with intervals dependent on release rates. In the case of soluble salt fertilizers, EC can be immediately determined and converted to a concentration using a calibration curve. In the case of urea, an additional step is needed to convert the neutral urea into ammonium. The release rates in water were assessed for a range of commercial and laboratory-coated fertilizers. A validation test demonstrated strong agreement with the release determined using analytical techniques. The EC method hence offers an easy way to quickly evaluate the time course of release of nutrients from controlled-release fertilizers. 相似文献

Performance rating research about individual performance may not necessarily generalize to rating performance of dyads. Using data from the 1992 Winter Olympics, this study demonstrates that observed interdimensional correlations are higher when dyads rather than individuals are being rated, particularly when raters have the opportunity to form prior general impressions of ratees.
