This article explores individual and community action taken in response to perceived environmental risks by investigating
the determinants of environmental action across a range of action types. A conceptual framework is first presented, which
provides a foundation for investigating the role of local compositional (i.e., individual characteristics), contextual (i.e.,
neighborhood environment), and collective (i.e., social networks) factors in environmental action. To test the utility of
the conceptual framework, a quantitative survey was administered to a random sample of households (n = 512) in Hamilton, Canada.
The results suggest that the predictors of environmental action vary by action type (i.e., personal change, individual civic
action, and cooperative civic action), and that factors related to perceived environmental exposure and social capital generally
play a stronger, more consistent role in civic environmental action than sociodemographic or neighborhood factors. The results
underscore the role of social connection in responses to perceived environmental risks. 相似文献
In the aftermath of Hurricane Katrina, a rapid succession of plans put forward a host of recovery options for the Upper and Lower Ninth Ward in New Orleans. Much of the debate focused on catastrophic damage to residential structures and discussions of the capacity of low-income residents to repair their neighbourhoods. This article examines impediments to the current recovery process of the Upper and Lower Ninth Ward, reporting results of an October 2006 survey of 3,211 plots for structural damage, flood damage and post-storm recovery. By examining recovery one year after Hurricane Katrina, and by doing so in the light of flood and structural damage, it is possible to identify impediments to recovery that may disproportionately affect these neighbourhoods. This paper concludes with a discussion of how pre- and post-disaster inequalities have slowed recovery in the Lower Ninth Ward and of the implications this has for post-disaster recovery planning there and elsewhere. 相似文献
This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking. 相似文献
The argument from existence is often used as an attempted justification for our use of animals in commercial practices, and is often put forward by lay-persons and philosophers alike. This paper provides an analysis of the argument from existence primarily within the context of blood-sports (applying the argument to the example of game-birding), and in doing so addresses interesting and related issues concerning the distinction between having a life and living, or worthwhile life and mere existence, as well as issues surrounding our responsibilities to prospective and actual beings. However, my analysis of the argument will go beyond the animal ethics context; it is important that it does so in order to reveal the troublesome implications of the argument and to highlight the sorts of unethical practices it supports. In particular, in applying the argument to a relevant example concerning human beings, I will discuss how the argument from existence could be used to justify the ownership of slaves who were reared for slavery. My objective is to show just how problematic the argument from existence is, with the aim of laying the argument to rest once and for all. 相似文献
Integrated approaches to urban stormwater drainage management are being increasingly advocated as necessary for advancing more sustainable and holistic management of urban water environments. In this paper, the status of integrated approaches in the management of urban stormwater discharges to receiving waterways is summarized. The starting point of the paper is with the recent scientific contributions, revealing that integration is being pursued and implemented predominantly at two conceptual levels. These include 1) integrating the technical system with the receiving waterway environment, and 2) considering the interaction and influence of the human system with the technical system through processes such as stakeholder and public participation. Additionally, it is argued that the evolving shift towards the implementation of water-quality-based strategies advances the need for further development and application of integrated models and approaches. The cases of online physically based models for predictive control and integrated source control and public participation are presented as examples of such ongoing developments in pursuit of integrated urban stormwater management. 相似文献
Objective: Although advanced restraint systems, such as seat belt pretensioners and load limiters, can provide improved occupant protection in crashes, such technologies are currently not utilized in military vehicles. The design and use of military vehicles presents unique challenges to occupant safety—including differences in compartment geometry and occupant clothing and gear—that make direct application of optimal civilian restraint systems to military vehicles inappropriate. For military vehicle environments, finite element (FE) modeling can be used to assess various configurations of restraint systems and determine the optimal configuration that minimizes injury risk to the occupant. The models must, however, be validated against physical tests before implementation. The objective of this study was therefore to provide the data necessary for FE model validation by conducting sled tests using anthropomorphic test devices (ATDs). A secondary objective of this test series was to examine the influence of occupant body size (5th percentile female, 50th percentile male, and 95th percentile male), military gear (helmet/vest/tactical assault panels), seat belt type (3-point and 5-point), and advanced seat belt technologies (pretensioner and load limiter) on occupant kinematics and injury risk in frontal crashes.
Methods: In total, 20 frontal sled tests were conducted using a custom sled buck that was reconfigurable to represent both the driver and passenger compartments of a light tactical military vehicle. Tests were performed at a delta-V of 30 mph and a peak acceleration of 25 g. The sled tests used the Hybrid III 5th percentile female, 50th percentile male, and 95th percentile male ATDs outfitted with standard combat boots and advanced combat helmets. In some tests, the ATDs were outfitted with additional military gear, which included an improved outer tactical vest (IOTV), IOTV and squad automatic weapon (SAW) gunner with a tactical assault panel (TAP), or IOTV and rifleman with TAP. ATD kinematics and injury outcomes were determined for each test.
Results: Maximum excursions were generally greater in the 95th percentile male compared to the 50th percentile male ATD and in ATDs wearing TAP compared to ATDs without TAP. Pretensioners and load limiters were effective in decreasing excursions and injury measures, even when the ATD was outfitted in military gear.
Conclusions: ATD injury response and kinematics are influenced by the size of the ATD, military gear, and restraint system. This study has provided important data for validating FE models of military occupants, which can be used for design optimization of military vehicle restraint systems. 相似文献
This study presents findings of an institutional capacity analysis of urban disaster risk reduction for informal settlements in the Guatemala Metropolitan Region. It uses a resource access perspective of vulnerability, actor-network theory, and qualitative data collection. The analysis reveals that there is interest in disaster risk reduction for the informal settlements; however, there is little in the way of direct financial or oversight relationships between informal settlement residents and all other actors. Respondents observed that informal settlements would probably remain inhabited; thus, there is a need for disaster risk reduction within these settlements. Disaster risk reduction capacity for informal settlements exists and can be further leveraged, as long as steps are taken to ensure appropriate access to and control of resources and oversight. Further, the nascent institutional arrangements should be strengthened through increased communication and coordination between actors, a decentralization of oversight and financial relationships, and mediation of identified resource conflicts. 相似文献
This paper presents the local institutional and organizational development insights from a five-year ongoing interdisciplinary
research project focused on advancing the implementation of sustainable urban water management. While it is broadly acknowledged
that the inertia associated with administrative systems is possibly the most significant obstacle to advancing sustainable
urban water management, contemporary research still largely prioritizes investigations at the technological level. This research
is explicitly concerned with critically informing the design of methodologies for mobilizing and overcoming the administrative
inertia of traditional urban water management practice. The results of fourteen in-depth case studies of local government
organizations across Metropolitan Sydney primarily reveal that (i) the political institutionalization of environmental concern
and (ii) the commitment to local leadership and organizational learning are key corporate attributes for enabling sustainable
management. A typology of five organizational development phases has been proposed as both a heuristic and capacity benchmarking
tool for urban water strategists, policy makers, and decision makers that are focused on improving the level of local implementation
of sustainable urban water management activity. While this investigation has focused on local government, these findings do
provide guideposts for assessing the development needs of future capacity building programs across a range of different institutional

Abstract: This paper is based on the proposition that the transition to sustainable urban water management has been hampered by the lack of insight into attributes of a sustainable urban water regime. Significant progress has been made in developing technical solutions to advance urban water practice, however it is the co‐evolution of the socio‐institutional and technical systems that enable a system‐wide transition. A systematic analysis of 81 empirical studies across a range of practice areas was undertaken to construct a schema of the sustainable urban water regime attributes. Attributes were identified and analyzed using a framework of nested management regime spheres: the administrative and regulatory system, inter‐organizational, intra‐organizational, and human resources spheres. The regime is likely to involve significant stakeholder involvement, collaborative inter‐organizational relationships, flexible and adaptive organizational cultures, and motivated and engaging employees. Comparison of the constructed sustainable and traditional regime attributes reveals that to realize sustainable urban water management in practice a substantial shift in governance is required. This difference emphasizes the critical need for explicitly supported strategies targeted at developing each management regime sphere to further enable change toward sustainable urban water management. 相似文献
