BACKGROUND: Road-traffic crashes and fatalities constitute major social and economic issues in South Africa. They are a major cause of morbidity and mortality comparable to HIV/AIDS, homicides, and some chronic diseases. METHODS: Road-traffic accident data for the year 2003 obtained from the Department of Transport, Pretoria, South Africa were used for this study. The valuation of the costs of road-traffic crashes and fatalities in South Africa is based on the gross output or human capital approach. RESULTS: 10,197 fatal road crashes and 12,353 fatalities were reported during the study period. More than 50% of the fatal road crashes and fatalities occurred in only three out of 11 provinces. The Northern Cape, which is the least populated province, had the highest fatal road crashes per 100,000 population and fatalities per 100,000 population. The number of road-traffic fatalities in the rural areas was 2.7 times that in the urban areas. The total costs of the road-traffic fatalities which was about R 8 billion (>US$ 1 billion) is about 0.6% of the country's nominal GDP for 2003. 60% of the cases and costs of road-traffic fatalities involved persons aged 20-39 years, although this age group is only 27% of the country's population. The rural areas accounted for 73% and the urban areas 27% of the total costs of fatal road-traffic crashes. CONCLUSION: Those living in the rural areas of the South African society and those aged 20-49 years constitute high-risk groups of road-traffic crashes and fatalities. They are also responsible for most of the attendant costs of fatal crashes and fatalities in the country. 相似文献

The concentrations of dissolved and suspended particulate Cd, Cu and Zn have been determined in water samples obtained during two axial transects of the Rio Tinto-Huelva Ria system in south-west Spain, which is severely impacted by acid mine drainage. Although the metal concentrations in both phases were elevated, dissolved metals were dominant and, in the upper estuary, constituted > 99% of total metal in the water column. Dissolved metals behaved non-conservatively on each transect, with maximum concentrations in the low salinity region. There was no evidence of metal adsorption within the turbidity maximum zone, despite the high specific surface areas of resuspending particles. Measurements of electrophoretic mobility showed that the suspended particulate matter (SPM) had a positive surface charge in the salinity range 0-4, where the waters had a pH < 3. Desorption experiments were carried out in which SPM from the turbidity maximum zone was resuspended in coastal seawater. The desorption of the metals was monitored for 24 h, using anodic stripping voltammetry (ASV) to detect the variation in total dissolved Cd, Cu and Zn and the species of Cu and Zn. Total dissolved Cd concentrations doubled during the incubation period, whereas the concentration of total dissolved Cu declined and that of Zn remained rather constant. The ASV-labile fraction of dissolved Cu and Zn showed an initial sharp release followed by a slower uptake. However, desorption was shown to be a minor source of dissolved metals and made little contribution to the non-conservative behaviour in the low salinity zone. Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields. 相似文献

ABSTRACT: The effects of changes in the landscape and climate over geological time are plain to see in the present hydrological regime. More recent anthropogenic changes may also have effects on our way of life. A prerequisite to predicting such effects is that we understand the interactions between climate, landscape and the hydrological regime. A semi-distributed hydrological model (SLURP) has been developed which can be used to investigate, in a simple way, the links between landscape, climate and hydrology for watersheds of various sizes. As well as using data from the observed climate network, the model has been used with data from atmospheric models to investigate possible changes in hydrology. A critical input to such a model is knowledge of the links between landscape and climate. While direct anthropogenic effects such as changes in forested area may presently be included, the indirect effects of climate on landscape and vice versa are not yet modeled well enough to be explicitly included. The development of models describing climate-landscape relationships such as regeneration, development and breakup, water and carbon fluxes at species, ecosystem and biome level is a necessary step in understanding and predicting the effects of changes in climate on landscape and on water resources. Forest is the predominant land cover in Canada covering 453 Mha and productivity/succession models for major forest types should be included in an integrated climate-landscape-water simulation. 相似文献

Global climate change, along with continued habitat loss and fragmentation, is now recognized as being a major threat to future
biodiversity. There is a very real threat to species, arising from the need to shift their ranges in the future to track regions
of suitable climate. The Important Bird Area (IBA) network is a series of sites designed to conserve avian diversity in the
face of current threats from factors such as habitat loss and fragmentation. However, in common with other networks, the IBA
network is based on the assumption that the climate will remain unchanged in the future. In this article, we provide a method
to simulate the occurrence of species of conservation concern in protected areas, which could be used as a first-step approach
to assess the potential impacts of climate change upon such species in protected areas. We use species-climate response surface
models to relate the occurrence of 12 biome-restricted African species to climate data at a coarse (quarter degree-degree
latitude-longitude) resolution and then intersect the grid model output with IBA outlines to simulate the occurrence of the
species in South African IBAs. Our results demonstrate that this relatively simple technique provides good simulations of
current species' occurrence in protected areas. We then use basic habitat data for IBAs along with habitat preference data
for the species to reduce over-prediction and further improve predictive ability. This approach can be used with future climate
change scenarios to highlight vulnerable species in IBAs in the future and allow practical recommendations to be made to enhance
the IBA network and minimize the predicted impacts of climate change. 相似文献

A prototype web-based spatial information management tool (called eFarmer) was tested for its useability and usefulness by 46 Land Managers and 5 extension staff in Victoria, Australia. Participants had a range of enterprises (dairy, beef/sheep grazing, cropping, lifestyle land use), property sizes and computer ownership and expertise. A follow up study was conducted with 12 dairy farmers, where features regarding assessment of nutrient losses from paddocks (Farm Nutrient Loss Index, FNLI) were added to eFarmer. Over 27,000 maps (including 11,000 with aerial photography) were accessed by Land Managers during a 5-month trial period. Despite limited training and support, 1350 people are registered users, and approximately 700 have actively used the tool. Reasons for the success include providing improved access to spatial information, enabling measurement of farm features and creation of farm maps, providing a basis for decision-making about farm inputs, support for better farm and landscape scale action planning and production and Land Managers being able to seek management advice from the extension staff who facilitated eFarmer testing programs. For dairy farmers in the FNLI trial, awareness of off-site impacts increased and most changed management practices. Provision of on-going training and support will be at least as important as further development of the tool itself. Web-based spatial information tools have potential to improve the awareness of Land Managers about their environmental impacts and influence their decision-making. Access to spatial information has potential to reduce information asymmetry between Land Managers, extension staff and catchment planners in a constructive way. It will also change the role of extension staff away from being an expert with answers, to a facilitator enabling learning. Results have applicability in countries where there is a high level of farm computer ownership, relevant spatial information is available in GIS format, where governments are happy to make spatial information available to the public and there is pressure for increased environmental awareness and improved decision making by Land Managers. 相似文献

Groundwater from a shallow freshwater lens on St. George Island, a barrier island located in the Panhandle of Florida, eventually discharges into Apalachicola Bay or the Gulf of Mexico. Nutrient concentrations in groundwaters were monitored downfield from three onsite sewage treatment and disposal systems (OSTDS) on the island. Estimates of natural groundwater nutrient concentrations were obtained from an adjacent uninhabited island. Silicate, which was significantly higher in the imported drinking water relative to the surficial aquifer on St. George Island (12.2+/-1.9 mg Si l(-1) and 2.9+/-0.2 mg Si l(-1), respectively), was used as a natural conservative tracer. Our observations showed that nitrogen concentrations were attenuated to a greater extent than that of phosphorus relative to the conservative tracer. At the current setback distance (23 m), both nitrogen and phosphate concentrations are still elevated above natural levels by as much as 2 and 7 times, respectively. Increasing the setback distance to 50 m and raising the drainfields 1 m above the ground surface could reduce nutrient levels to natural concentrations (1.1+/-0.1 mg N l(-1), 0.20+/-0.02 mg P l(-1)). 相似文献

On 25 April 1998, a breach of the tailings dam of the Los Frailes pyrite mine in southwestern Spain resulted in the release of 6 million m3 of acidic water and toxic sludge high in heavy metals. Contaminated material extended 40 km downstream, affecting agricultural land and parts of the wildlife-rich Do?ana Natural and National Parks, including the Entremuros, a very important area for birds. We report on the concentrations, distributions and bioavailability of zinc and cadmium in soil and vegetation from the Entremuros in November 1998 and October 1999, following 2 'cleanup' operations. Levels of Zn and Cd in soil increased significantly over this period, although this was not reflected consistently in metal concentrations in emergent macrophytes. We recommend monitoring of further cleanup attempts in order to develop means of minimizing potential impacts to wildlife in the area. 相似文献
