More than 60 coal samples, predominantly from the principal coalfields of England and Wales (25) and Scotland (30), were analysed for lead by AAS and for stable lead isotopes by ICPMS. While the average lead content of Scottish coal, 23.9mg kg–1, was more than double that of coal from England and Wales, 11.0mg kg–1, the corresponding mean 206Pb/207Pb ratios (± 1 s.d.) were nearly identical, at 1.181±0.011 and 1.184±0.006, respectively. In the light of the lead isotopic signatures of British coals and of both indigenous (206Pb/207Pb 1.17) and imported Australian (206Pb/207Pb 1.04) lead ores, an approach based on estimated lead emissions from these sources and the deconvolution of the historical lead and 206Pb/207Pb records preserved in lake sediments, peat bogs and archival herbage material indicates that coal combustion became an increasingly significant contributor to atmospheric lead deposition in the UK during the period 1830–1930, especially after the onset of Englands decline as a major location of lead mining and smelting in the late19th Century. Since 1930 and the introduction of leaded petrol, the atmospheric 206Pb/207Pb ratio in the UK has been strongly influenced by carexhaust emissions of comparatively 206Pbdepleted lead of predominantly Australian origin, counterbalanced to some extent by coalcombustion emissions of lead, although these have fallen dramatically since the mid1950s. Nevertheless, with the introduction and substantial uptake of unleaded petrol in the UK during the last decade, even the declining releases from coal, along with contributions from other sources, are continuing to affect the atmospheric lead content and 206Pb/207Pb ratio. 相似文献

A cellulose acetate membrane, positioned in a passive sampler system, was coated with the perfluorinated polymer Nafion. Aqueous metal transport through the membrane and the Nafion film was investigated. The Nafion-coated membrane prevents the transport of metals bound to natural organic material to the receiving phase in the passive sampler, while copper associated with small synthetic ligands pass through the Nafion film. Increasing thickness of the Nafion film decreases the metal uptake rate to the receiving phase in the passive sampler and increases the response time. A decreased response time for the passive sampler would provide a better estimation of rapid changes in concentration, particularly for dynamic aquatic systems such as urban runoff. Limited biofouling protection with the Nafion coating was demonstrated by growth inhibition of natural periphyton communities on glass surfaces. 相似文献

Two cores collected in 2001 and 2004 from Flanders Moss ombrotrophic peat bog in central Scotland were dated (14C, 210Pb) and analysed (ICP-OES, ICP-MS) to derive and compare the historical atmospheric deposition records of Sb and Pb over the past 2500 years. After correction, via Sc, for contributions from soil dust, depositional fluxes of Sb and Pb peaked from ca. 1920-1960 A.D., with >95% of the anthropogenic inventories deposited post-1800 A.D. Over the past two centuries, trends in Sb and Pb deposition have been broadly similar, with fluctuations in the anthropogenic Sb/Pb ratio reflecting temporal variations in the relative input from emission sources such as the mining and smelting of Pb ores (in which Sb is commonly present, as at Leadhills/Wanlockhead in southern Scotland), combustion of coal (for which the Sb/Pb ratio is approximately an order of magnitude greater than in Pb ores) and exhaust emissions (Pb from leaded petrol) and abrasion products from the brake linings (Sb from heat-resistant Sb compounds) of automobiles. The influence of leaded petrol has been most noticeable in recent decades, firstly through the resultant minima in Sb/Pb and 206Pb/207Pb ratios (the latter arising from the use of less radiogenic Australian Pb in alkylPb additives) and then, during its phasing out and the adoption of unleaded petrol, complete by 2000 A.D., the subsequent increase in both Sb/Pb and 206Pb/207Pb ratios. The extent of the 20th century maximum anthropogenic enrichment of Sb and Pb, relative to the natural Sc-normalised levels of the Upper Continental Crust, was similar at approximately 50- to 100-fold. Prior to 1800 A.D., the influence of metallurgical activities on Sb and Pb concentrations in the peat cores during both the Mediaeval and Roman/pre-Roman periods was discernible, small Sb and Pb peaks during the latter appearing attributable, on the basis of Pb isotopic composition, to the mining/smelting of Pb ores indigenous to Britain. 相似文献

ABSTRACT: A history of flood control in the United States shows an undying affair with levees. This love affair, however, was put severely to the test by the record flooding in the summer of 1993. About 70 percent of levees in the upper Midwest failed during this time, leading to extensive damage to both farmland and urban areas. Consequently, there were repeated calls to re-assess the nation's floodplain management policies. The report of the Intera-gency Floodplain Management Review Committee is one outcome of this and it forms the basis of this commentary on levees. In many respects, levees are effective flood control measures, being relatively cheap to implement and easy to build. At the same time, levees have negative impacts, affecting the hydrological regime both up and down stream, and often exacerbating flooding in other places. Furthermore, technical weaknesses in design, planning, construction, and maintenance have all contributed to levee failures. While the report recommends changes in floodplain management to address some of these issues, it is difficult to see how these will materialize given the current political, economic, and social climate. 相似文献

Enterprise Zones have been in operation as part of government policy for over three years. They contain a special form of planning procedures whereby a general planning permission is given for development subject to certain exclusions and conditions. This article summarises and compares the planning schemes operating in all 25 Enterprise Zones in Britain and considers what have been the results of this planning approach to date in the zones. The operation of these planning schemes has not led to a feared lowering of development standards but nevertheless is not regarded as being suitable for wider application in the planning system. 相似文献

Water quality monitoring conducted routinely over time at fixed sites has been a part of most water quality management efforts for many years. It has been assumed that such monitoring plays a major role in management. However, the lack of routine data analysis, and reporting of information derived from such analysis, points up the fact that the exact nature of the role of routine, fixed-station monitoring is poorly defined.There is a need to very clearly define this role in the design of such systems if routine monitoring is to efficiently and effectively meet the information expectations placed on it. Design of routine monitoring systems will therefore have to consider not only the where, what, and when of sampling, but also why. A framework for including the why of monitoring in the design process is proposed and experience with using the framework in New Zealand is discussed. 相似文献

Self‐help extensions to government‐built housing are now accepted as a valuable addition to the housing stock in many third world countries. This paper describes self‐help extensions being made to five‐storey walk‐up flats in Helwan, Egypt, to provide more living space for households which have grown too large for the two rooms initially provided. It is argued that the cooperative effort and standard of construction are resulting in an acceptable new environment. ABSTRACT: An assumption of scale is inherent in any environmental monitoring exercise. The temporal or spatial scale of interest defines the statistical model which would be most appropriate for a given system and thus affects both sampling design and data analysis. Two monitoring objectives which are strongly tied to scale are the estimation of average conditions and the evaluation of trends. For both of these objectives, the time or spatial scale of interest strongly influences whether a given set of observations should be regarded as independent or serially correlated and affects the importance of serial correlation in choosing statistical methods. In particular serial correlation has a much different effect on the estimation of long-term means than it does on the estimation of specific-period means. For estimating trends, a distinction between serial correlation and trend is scale dependent. An explicit consideration of scale in monitoring system design and data analysis is, therefore, most important for producing meaningful statistical information. 相似文献

Public policy making in resources management is greatly influenced by the institutional arrangements that arise out of the legal powers, administrative structures, and financial provisions of the decision system. In British Columbia, the institutional arrangements for energy planning in the province have been greatly altered by the passage of the Utilities Commission Act in 1980. This act redefines the policy implementation process for energy in British Columbia and provides for the regulation of the province's power utility, B.C. Hydro. This is the first time that the hitherto autonomous utility has been subject to regulation and the Utilities Commission Act represents a major reform in the institutional arrangements for energy planning in the province. The article evaluates the effectiveness of the 1980 B.C. Utilities Commission Act and assesses the impact of the legislation upon the institutional arrangements for energy planning in the province. Data for the article were derived from written sources and a series of personal interviews with key participants involved with energy planning in B.C.It is shown that the act represented a major departure in the management of energy resources in B.C. Moreover the implementation of the act's provisions, particularly in regard to B.C. Hydro, had a dramatic impact on the development of new energy projects in the province. It is suggested that while the political and economic climate during the period also favored restraint, the major influence on taming the utility was passage of the Utilities Commission Act. The article concludes by exploring the implications of policy changes that have occurred as a consequence of the act's impact on B.C. Hydro. 相似文献
