This paper examines the topic of financing adaptation in future climate change policies. A major question is whether adaptation in developing countries should be financed under the 1992 United Nations Framework Convention on Climate Change (UNFCCC), or whether funding should come from other sources. We present an overview of financial resources and propose the employment of a two-track approach: one track that attempts to secure climate change adaptation funding under the UNFCCC; and a second track that improves mainstreaming of climate risk management in development efforts. Developed countries would need to demonstrate much greater commitment to the funding of adaptation measures if the UNFCCC were to cover a substantial part of the costs. The mainstreaming of climate change adaptation could follow a risk management path, particularly in relation to disaster risk reduction. 'Climate-proofing' of development projects that currently do not consider climate and weather risks could improve their sustainability.  相似文献

This article provides a case study of how green and sustainable remediation (GSR) concepts (including, but not limited to, worker risk) can be incorporated into the existing National Contingency Plan (NCP)/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedy selection framework. The occupational risks of worker fatalities and injuries associated with two site remediation alternatives were calculated and compared. The results demonstrated that the increased worker risks associated with one of the remedy alternatives rendered it inferior based on the NCP “Balancing Criteria” of short‐term effectiveness. This type of approach is implementable at many sites by leveraging readily available information at the remedy selection stage using published methods and data sources. © 2014 Wiley Periodicals, Inc.  相似文献

The overall resource requirements for the production of germanium wafers for III–V multi-junction solar cells applied in concentrator photovoltaics have been assessed based on up to date process information. By employing the cumulative energy demand (CED) method and the cumulative exergy extraction from the natural environment (CEENE) method the following resources have been included in the assessment: fossil resources, nuclear resources, renewable resources, land resources, atmospheric resources, metal resources, mineral resources and water resources. The CED has been determined as 216 MJ and the CEENE has been determined as 258 MJex. In addition partial energy and exergy payback times have been calculated for the base case, which entails the installation of the high concentration photovoltaics (HCPVs) in the Southwestern USA, resulting in payback times of around 4 days for the germanium wafer production. Due to applying concentration technology the germanium wafer accounts for only 3% of the overall resource consumption of an HCPV system. A scenario analysis on the electricity input to the wafer production and on the country of installation of the HCPV has been performed, showing the importance of these factors on the cumulative resource consumption of the wafer production and the partial payback times.  相似文献

Human noroviruses (NoVs) are considered a worldwide leading cause of acute non-bacterial gastroenteritis. Due to a combination of prolonged shedding of high virus levels in feces, virus particle shedding during asymptomatic infections, and a high environmental persistence, NoVs are easily transmitted pathogens. Norovirus (NoV) outbreaks have often been reported and tend to affect a lot of people. NoV is spread via feces and vomit, but this NoV spread can occur through several transmission routes. While person-to-person transmission is without a doubt the dominant transmission route, human infective NoV outbreaks are often initiated by contaminated food or water. Zoonotic transmission of NoV has been investigated, but has thus far not been demonstrated. The presented review aims to give an overview of these NoV transmission routes. Regarding NoV person-to-person transmission, the NoV GII.4 genotype is discussed in the current review as it has been very successful for several decades but reasons for its success have only recently been suggested. Both pre-harvest and post-harvest contamination of food products can lead to NoV food borne illness. Pre-harvest contamination of food products mainly occurs via contact with polluted irrigation water in case of fresh produce or with contaminated harvesting water in case of bivalve molluscan shellfish. On the other hand, an infected food handler is considered as a major cause of post-harvest contamination of food products. Both transmission routes are reviewed by a summary of described NoV food borne outbreaks between 2000 and 2010. A third NoV transmission route occurs via water and the spread of NoV via river water, ground water, and surface water is reviewed. Finally, although zoonotic transmission remains hypothetical, a summary on the bovine and porcine NoV presence observed in animals is given and the presence of human infective NoV in animals is discussed.  相似文献

The pneumatic fracturing technique is used to enhance the permeability and porosity of tight unconsolidated soils (e.g. clays), thereby improving the effectiveness of remediation treatments. Azimuthal self potential gradient (ASPG) surveys were performed on a compacted, unconsolidated clay block in order to evaluate their potential to delineate contaminant migration pathways in a mechanically-induced fracture network. Azimuthal resistivity (ARS) measurements were also made for comparative purposes. Following similar procedures to those used in the field, compressed kaolinite sediments were pneumatically fractured and the resulting fracture geometry characterized from strike analysis of visible fractures combined with strike data from optical borehole televiewer (BHTV) imaging. We subsequently injected a simulated treatment (electrolyte/dye) into the fractures. Both ASPG and ARS data exhibit anisotropic geoelectric signatures resulting from the fracturing. Self potentials observed during injection of electrolyte are consistent with electrokinetic theory and previous laboratory results on a fracture block model. Visual (polar plot) analysis and linear regression of cross plots show ASPG lobes are correlated with azimuths of high fracture strike density, evidence that the ASPG anisotropy is a proxy measure of hydraulic anisotropy created by the pneumatic fracturing. However, ARS data are uncorrelated with fracture strike maxima and resistivity anisotropy is probably dominated by enhanced surface conduction along azimuths of weak ‘starter paths’ formed from pulverization of the clay and increases in interfacial surface area. We find the magnitude of electrokinetic SP scales with the applied N2 gas pressure gradient (ΔPN2) for any particular hydraulically-active fracture set and that the positive lobe of the ASPG anomaly indicates the flow direction within the fracture network. These findings demonstrate the use of ASPG in characterizing the effectiveness of (1) pneumatic fracturing and (2) defining likely flow directions of remedial treatments in unconsolidated sediments and rock.  相似文献

Low permeability regions in which solute movement is governed by diffusion reduce the availability of pollutants for remediation and can function as long-term sources of groundwater contamination. The inherent difficulty in understanding mass transfer from these regions of sequestered contamination is further complicated by unknown solute distributions within the low-permeability regions (sequestering regions). When models are calibrated to reproduce temporal histories of solute release from a sequestering region (desorption), the fitted parameter values are used to infer the physical or chemical characteristics of the media; however, the calibrated parameters also reflect the case-specific initial conditions (i.e., the solute distribution within the sequestering region domain at the onset of desorption). This phenomenon is demonstrated using model simulations of solute diffusion from hypothetical solids with characteristics similar to those of the well studied Borden, Ontario aquifer system. Solute release from the solids is simulated using a batch diffusion model under different initial solute distributions within the solids. The results of these model simulations are used to calibrate parameters of a multiple first-order rate desorption model (MRM) to illustrate how the fitted MRM parameters increase or decrease depending on the initial "aging" of the solids. Further numerical simulations are conducted for a one-dimensional flow system under steady-state and variable-rate hydraulic flushing. These simulations show that although aging reduces desorptive mass flux during early stages of flushing, aged sites have greater desorptive mass flux (greater solute availability) than "freshly" contaminated media during the later stages of remediation. Overall, the results demonstrate why the physicochemical meaning of observed desorption rates cannot be accurately deduced without first understanding the initial solute distribution within the media.  相似文献
