The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

The focus of this paper is cognitive convergence in a globally distributed team (GDT), defined as the process by which cognitive structures of distributed team members gradually become more similar over time. To explore the convergence process, we employed a longitudinal, ethnographic research strategy that allowed us to follow a naturally occurring GDT over a 14‐month period, producing a rich case study portraying factors and processes that influence convergence. Confirming previous studies, we find that increases in shared cognition alone are not sufficient to account for performance gains on a GDT. Rather, it may be necessary not only to increase the sharing of cognition, but also to reverse a pattern of increasing divergence that can result from rejection of key knowledge domains. We also found that several factors influence the process of cognitive convergence beyond direct knowledge sharing. These include: separate but parallel or similar learning experiences in a common context; the surfacing of hidden knowledge at remote sites by third‐party mediators or knowledge brokers; and shifts in agent self‐interest that motivate collaboration and trigger the negotiation of task interdependence. Also relevant to cognitive convergence on a GDT is the geographical distribution pattern of people and resources on the ground, and the different ways in which leaders exploit the historical, cultural and linguistic dimensions of such distribution to further their own political agendas. Several propositions related to these observations are suggested. We conclude that GDTs can be effective in bringing together divergent points of view to yield new organizational capabilities, but such benefits require that leaders and members recognize early and explicitly the existence and validity of their differences. Forecast‐based drought early warning/early action has been hampered by both inadequate decision‐making frameworks and a lack of appropriate funding mechanisms. Rural communities in Nicaragua and Ethiopia that have participated in resilience‐building interventions of varying durations demonstrate the value of community‐based actions informed by early warning, forecasts and drought management advice, both before and during the agricultural season. While drought affected all crops negatively, participants were better able to mitigate impacts, were more organised in accessing relief and recovered more effectively. These results are consistent with other research on the cost/benefit of anticipatory actions, use of climate services and appropriate drought management advice. They also confirm the importance of embedding short‐term early action in long‐term resilience‐building. Despite this, formal systems, national and local, remain essentially unimplemented. Systems being developed at global level now need to be operationalised and translated into effective local drought management standard operating procedures for the most vulnerable.  相似文献

Prevention measures to reduce deaths and injuries due to domestic fires have included the provision of self-closing fire doors within dwellings. Such an approach however, is reliant on a behavioural response on behalf of the occupier(s). This research examined occupier behaviour in relation to self-closing fire doors. Forty semi-structured interviews were conducted with individuals inhabiting a new home. In all of the properties with self-closing fire doors, the occupants reported interfering with the self-closing mechanism of the doors. A quantitative survey was subsequently undertaken to obtain frequency data. In the majority of dwellings with fire doors occupiers reported propping these open in some way, or removing the self-closing mechanism from the door. The accounts suggest that, for fire doors to be an effective safety measure within dwellings, a greater emphasis needs to be placed on encouraging occupiers to adopt safe practices in relation to fire doors. Alternatively, other measures will need to be found to address the fire risk.  相似文献

The importance of riparian vegetation to support stream function and provide riparian bird habitat in semiarid landscapes suggests that standardized assessment tools that include vegetation criteria to evaluate stream health could also be used to assess habitat conditions for riparian-dependent birds. We first evaluated the ability of two visual assessments of woody vegetation in the riparian zone (corridor width and height) to describe variation in the obligate riparian bird ensemble along 19 streams in eastern Oregon. Overall species richness and the abundances of three species all correlated significantly with both, but width was more important than height. We then examined the utility of the riparian zone criteria in three standardized and commonly used rapid visual riparian assessment protocols—the USDI BLM Proper Functioning Condition (PFC) assessment, the USDA NRCS Stream Visual Assessment Protocol (SVAP), and the U.S. EPA Habitat Assessment Field Data Sheet (HAFDS)—to assess potential riparian bird habitat. Based on the degree of correlation of bird species richness with assessment ratings, we found that PFC does not assess obligate riparian bird habitat condition, SVAP provides a coarse estimate, and HAFDS provides the best assessment. We recommend quantitative measures of woody vegetation for all assessments and that all protocols incorporate woody vegetation height. Given that rapid assessments may be the only source of information for thousands of kilometers of streams in the western United States, incorporating simple vegetation measurements is a critical step in evaluating the status of riparian bird habitat and provides a tool for tracking changes in vegetation condition resulting from management decisions.  相似文献

The application of digital technology in conservation holds much potential for advancing the understanding of, and facilitating interaction with, the natural world. In other sectors, digital technology has long been used to engage communities and share information. Human development—which holds parallels with the nature conservation sector—has seen a proliferation of innovation in technological development. Throughout this Perspective, we consider what nature conservation can learn from the introduction of digital technology in human development. From this, we derive a charter to be used before and throughout project development, in order to help reduce replication and failure of digital innovation in nature conservation projects. We argue that the proposed charter will promote collaboration with the development of digital tools and ensure that nature conservation projects progress appropriately with the development of new digital technologies.  相似文献

Speciated fine particulate matter (PM2.5) data collected as part of the Speciation Trends Network at four sites in the Midwest (Detroit, MI; Cincinnati, OH; Indianapolis, IN; and Northbrook, IL) and as part of the Interagency Monitoring of Protected Visual Environments program at the rural Bondville, IL, site were analyzed to understand sources contributing to organic carbon (OC) and PM2.5 mass. Positive matrix factorization (PMF) was applied to available data collected from January 2002 through March 2005, and seven to nine factors were identified at each site. Common factors at all of the sites included mobile (gasoline)/secondary organic aerosols with high OC, diesel with a high elemental carbon/OC ratio (only at the urban sites), secondary sulfate, secondary nitrate, soil, and biomass burning. Identified industrial factors included copper smelting (Northbrook, Indianapolis, and Bondville), steel/manufacturing with iron (Northbrook), industrial zinc (Northbrook, Cincinnati, Indianapolis, and Detroit), metal plating with chromium and nickel (Detroit, Indianapolis, and Bondville), mixed industrial with copper and iron (Cincinnati), and limestone with calcium and iron (Bondville). PMF results, on average, accounted for 96% of the measured PM2.5 mass at each site; residuals were consistently within tolerance (+/-3), and goodness-of-fit (Q) was acceptable. Potential source contribution function analysis helped identify regional and local impacts of the identified source types. Secondary sulfate and soil factors showed regional characteristics at each site, whereas industrial sources typically appeared to be locally influenced. These regional factors contributed approximately one third of the total PM2.5 mass, on average, whereas local mobile and industrial sources contributed to the remaining mass. Mobile sources were a major contributor (55-76% at the urban sites) to OC mass, generally with at least twice as much mass from nondiesel sources as from diesel. Regional OC associated with secondary sulfate and soil was generally low.  相似文献

Speciated particulate matter (PM)2.5 data collected as part of the Interagency Monitoring of Protected Visual Environments (IMPROVE) program in Phoenix, AZ, from April 2001 through October 2003 were analyzed using the multivariate receptor model, positive matrix factorization (PMF). Over 250 samples and 24 species were used, including the organic carbon and elemental carbon analytical temperature fractions from the thermal optical reflectance method. A two-step approach was used. First, the species excluding the carbon fractions were used, and initially eight factors were identified; non-soil potassium was calculated and included to better refine the burning factor. Next, the mass associated with the burning factor was removed, and the data set rerun with the carbon fractions. Results were very similar (i.e., within a few percent), but this step enabled a separation of the mobile factor into gasoline and diesel vehicle emissions. The identified factors were burning (on average 2% of the mass), secondary transport (7%), regional power generation (13%), dust (25%), nitrate (9%), industrial As/Pb/Se (2%), Cu/Ni/V (7%), diesel (9%), and general mobile (26%). The overall contribution from mobile sources also increased, as some mass (OC and nitrate) from the nitrate and regional power generation factors were apportioned with the mobile factors. This approach allowed better apportionment of carbon as well as total mass. Additionally, the use of multiple supporting analyses, including air mass trajectories, activity trends, and emission inventory information, helped increase confidence in factor identification.  相似文献

Investigation indicates that the subsidence pattern in the lower Yangtze Delta area is related to groundwater extraction. Suzhou-Wuxi-Changzhou region ("Su-Xi-Chang") belongs to the hinterland of the lower Yangtze Delta that has a total area of 12,000 km2. From 1979 to 2000, long-term pumping of groundwater at Su-Xi-Chang has caused a rapid decline in groundwater table, resulting in large-scale land subsidence. In this paper, establishment of a GPS-based monitoring system for land subsidence using 30 years of data, is presented. The data were obtained through monitoring of 184 wells. Also analyzed herein is the relationship between the observed lowering of the groundwater table and subsidence. Monitoring data indicate that the depression cone of groundwater table and the occurrence of subsidence are basically identical in time and space. The generation of both features is attributed to excessive extraction of ground water in the region. Finally, countermeasures against subsidence are proposed.  相似文献

We compared the medical and financial cost-effectiveness of prenatal serum screening for Down's syndrome using maternal age, serum alpha-fetoprotein and human chorionic gonadotrophin with and without the use of unconjugated oestriol. The use of unconjugated oestriol is medically more cost-effective than screening without it at all levels of detection. The actual performance depends on whether gestational age is estimated using ‘dates’ or an ultrasound scan. At a detection rate of 60 per cent, the proportion of unaffected fetal losses per case diagnosed at amniocentesis is about 22 per cent less if gestational age is estimated using dates (time since the first day of the last menstrual period) and about 47 per cent less if it is based on an ultrasound scan examination. At this detection rate, the inclusion of unconjugated oestriol increases costs by about £2k per case diagnosed (£36k instead of £34k) if gestational age is estimated using dates, but it is no more expensive if gestational age is measured from an ultrasound scan examination (indeed, it is more cost-effective at detection rates above 60 per cent). Since there is little change in the financial cost with the inclusion of unconjugated oestriol, for the improved medical performance of screening, it is worthwhile including it in the screening test.  相似文献
