Character (ethos) refers to those interpenetrable habitual qualities within individuals, and applicable to organizations that both constrain and lead them to desire and pursue personal and societal good. In our Incubator article, we undertake two objectives. First, we provide our conceptualization of character; briefly specifying what character is and is not. Following the grounding and subsequent explosion, in October 2003, of a nuclear submarine in the waters of the La Maddalena National Marine Park, fears arose of possible radioactive leakages. However, isotopic analyses on algae showed that the gamma-ray emitting artificial radionuclides that one might expect to leak from a damaged nuclear reactor (such as U-235, I-131, Cs-137) were absent, and that U-238/U-234 activities were in equilibrium with values typical of sea water; this excluded any direct anthropogenic contamination as a result of the accident. We used alpha autoradiographic techniques to detect possible traces of transuranium radionuclides; 160 samples of algae, granites, sea urchins, gastropods, limpets, cuttlefish and jellyfish were collected from the area, as well as from other Mediterranean coastlines and the Baltic Sea. All samples were autoradiographed, and selected samples further analysed by alpha spectrometry. There were no alpha track concentrations above background levels in our control Mediterranean specimens. In the samples from the La Maddalena and Baltic areas two different track distributions were observed: --those homogeneously distributed over the surfaces examined; --groups (10 to over 500) of radially distributed alpha tracks (forming "star" bursts, or "hot spots") emanating from point sources. By comparing radionuclide activities measured by alpha spectroscopy with alpha track densities, we extrapolated Pu activities for all samples. About 74% of algae had Pu activities of less than 1 Bq/kg and 0.25 Bq/kg, 16% had accumulated Pu to levels between 1 and 2 Bq/kg, and a very few specimens had concentrations between 2 and 6 Bq/kg. Plots showed that alpha tracks and stars concentrate around the northern and eastern margins of the Rada (Basin) di Santo Stefano, sites facing the nuclear submarine base on the eastern shore of the island of Santo Stefano. What is the source of these nuclides: last century's atmospheric nuclear testing, Chernobyl or a local source? Their concentrated, extremely localised occurrence seems difficult to explain in terms of left-over worldwide nuclear pollution. A local source seems more plausible.  相似文献

This paper examines advocacy initiatives by humanitarian and human rights organisations to address problems of governance in resource-rich and conflict-affected countries, focussing on the case of Angola. Humanitarian principles preclude the use of indiscriminate conditionality and point towards a cautious approach to advocacy aimed at assisting vulnerable populations. Furthermore, the relatively insignificant amount of aid supplied to resource-rich local authorities means that individual agencies have precious little leverage, especially when commercial interests rather than humanitarian or 'good governance' principles influence the priorities of bilateral donors. A context of resource wealth calls for: high levels of coordination and cooperation between human rights groups, aid agencies and donors; balanced use of conditionality, based on the drawing, by donors, of a clear distinction between emergency and development-oriented assistance; and a sustained effort to highlight the responsibilities of local authorities, foreign governments and businesses in meeting humanitarian and development objectives.  相似文献

Phytoremediation is defined as the use of green plants and their associated microorganisms, soil amendments, and agronomic techniques to remove, contain, or render harmless environmental pollutants. At the present time, phytoremediation is an emerging technology and there is still a significant need to pursue both fundamental and applied research to fully exploit the metabolic and growth habits of higher plants. It is precisely the purpose of the European COST Action 837 to stimulate the development and evaluate the potential of plant biotechnology for the removal of organic pollutants and toxic metals from wastewater and contaminated sites. However, green plants grow under nonsterile conditions and thus strongly interact with many microorganisms, like bacteria and mycorrhizal fungi. In this context, an Inter‐COST Workshop on bioremediation was recently organized to address the significance of soil microorganisms for plants, and the importance of their interactions, with regard to their potential for phytoremediation. Based on the outcomes of this workshop, the potential use of phytoremediation is presented in this article. © 2001 John Wiley & Sons, Inc.  相似文献

ABSTRACT: Reservoir water quality is traditionally monitored and evaluated based on field data. Collecting and analyzing field water quality data are costly and time consuming tasks, and whether a limited number of field data truly characterize the spatial variation of the trophic state within a vast water body is often disputed. In this study we utilize Landsat TM data to estimate the water quality and trophic state of the Te‐Chi reservoir in Central Taiwan. A modified multi‐parameter model of Carlson's trophic state index (TSI) was developed for the Te‐chi reservoir. Water quality parameters (concentration of chlorophyll‐a, total phosphorous measurement, and secchi disk depth) required by the model are found to have high correlations with combinations of TM bands. Therefore, TM data are used to map the trophic state of the reservoir. TM‐derived TSI maps of the reservoir reveal that, in summer, the trophic state in the reservoir generally improves from upstream to downstream and that zones of distinct trophic state exist. A trophic state index based on secchi disk depth may give erroneous values in the upstream section of the reservoir pool due to high sediment concentration in the reservoir inflow. We conclude that the Te‐Chi reservoir is eutrophic or worse in summer and meso‐eutrophic in winter. Implementation of best management practices to reduce nonpoint source pollution in the upstream watershed is highly recommended. This study demonstrates the capability of mapping the trophic state in impounded water bodies using the Landsat TM data.  相似文献

ABSTRACT: This study presents a methodology to evaluate the vulnerability of water resources in the Tsengwen creek watershed, Taiwan. Tsengwen reservoir, located in the Tsengwen creek watershed, is a multipurpose reservoir with a primary function to supply water for the ChiaNan Irrigation District. A simulation procedure was developed to evaluate the impacts of climate change on the water resources system. The simulation procedure includes a streamflow model, a weather generation model, a sequent peak algorithm, and a risk assessment process. Three climate change scenarios were constructed based on the predictions of three General Circulation Models (CCCM, GFDL, and GISS). The impacts of climate change on streamflows were simulated, and, for each climate change scenario, the agricultural water demand was adjusted based on the change of potential evapotranspiration. Simulation results indicated that the climate change may increase the annual and seasonal streamflows in the Tsengwen creek watershed. The increase in streamflows during wet periods may result in serious flooding. In addition, despite the increase in streamflows, the risk of water deficit may still increase from between 4 and 7 percent to between 7 and 13 percent due to higher agricultural water demand. The simulation results suggest that the reservoir capacity may need to be expanded. In response to the climate change, four strategies are suggested: (1) strengthen flood mitigation measures, (2) enhance drought protection strategies, (3) develop new water resources technology, and (4) educate the public.  相似文献
