As local governments have moved toward adopting sustainability policies, there have been some cases where local Tea Parties have emerged as aggressive and strident opponents of such changes. Looking broadly at the Tea Party movement across the United States and systematically measuring its influence in urban America, we assess each Tea Party chapter’s capacity – its ability to convert resources into meaningful political advocacy. Data is derived from surveys of political elites in 50 cities as well as from determining the level of sustainability programming in each of these same cities. Evidence demonstrates that the Tea Party has not had a significant impact on city policymaking in the area of sustainability. Rather, the typical Tea Party chapter appears to be at best a modest presence in local politics.  相似文献

Little is known about the level and content of exposure to fine particles (PM2.5) among persons who attend fireworks displays and those who live nearby. An evaluation of the levels of PM2.5 and their elemental content was carried out during the nine launches of the 2007 Montréal International Fireworks Competition. For each event, a prediction of the location of the firework plume was obtained from the Canadian Meteorological Centre (CMC) of the Meteorological Service of Canada. PM2.5 was measured continuously with a photometer (Sidepak?, TSI) within the predicted plume location (“predicted sites”), and integrated samples were collected using portable personal samplers. An additional sampler was located on a nearby roof (“fixed site”). The elemental composition of the collected PM2.5 samples from the “predicted sites” was determined using both a non-destructive energy dispersive ED-XRF method and an ICP-MS method with a near-total microwave-assisted acid digestion. The elemental composition of the “fixed site” samples was determined by the ICP-MS with the near-total digestion method. The highest PM2.5 levels reached nearly 10 000 μg m?3, roughly 1000 times background levels. Elements such as K, Cl, Al, Mg and Ti were markedly higher in plume-exposed filters. This study shows that 1) persons in the plume and in close proximity to the launch site may be exposed to extremely high levels of PM2.5 for the duration of the display and, 2) that the plume contains specific elements for which little is known of their acute cardio-respiratory toxicity.  相似文献

The authors investigated whether the relationship between the contents of emotional social support and job burnout among high‐school teachers is spurious because of the role of dispositional positive and negative affectivity. A national sample of 339 teachers was surveyed via a web‐based procedure. Hierarchical regression analyses did not support spuriousness; emotional social support was uniquely predictive of three dimensions of burnout controlling for affectivity. As positive emotional social support increased, emotional exhaustion and cynicism decreased, and professional efficacy increased. As negative emotional social support increased, emotional exhaustion and cynicism also increased. Commonality analyses based on the present data and data reported by K. L. Zellars and P. L. Perrewé (2001; Journal of Applied Psychology, 86, 459–467) provided additional support for the unique role of emotional social support on burnout, but these analyses suggest a greater role of affectivity than emotional social support. Modeling the Hydrology of Climate Change in California’s Sierra Nevada for Subwatershed Scale Adaptation. Journal of the American Water Resources Association (JAWRA) 45(6):1409‐1423. Abstract: The rainfall‐runoff model presented in this study represents the hydrology of 15 major watersheds of the Sierra Nevada in California as the backbone of a planning tool for water resources analysis including climate change studies. Our model implementation documents potential changes in hydrologic metrics such as snowpack and the initiation of snowmelt at a finer resolution than previous studies, in accordance with the needs of watershed‐level planning decisions. Calibration was performed with a sequence of steps focusing sequentially on parameters of land cover, snow accumulation and melt, and water capacity and hydraulic conductivity of soil horizons. An assessment of the calibrated streamflows using goodness of fit statistics indicate that the model robustly represents major features of weekly average flows of the historical 1980‐2001 time series. Runs of the model for climate warming scenarios with fixed increases of 2°C, 4°C, and 6°C for the spatial domain were used to analyze changes in snow accumulation and runoff timing. The results indicated a reduction in snowmelt volume that was largest in the 1,750‐2,750 m elevation range. In addition, the runoff center of mass shifted to earlier dates and this shift was non‐uniformly distributed throughout the Sierra Nevada. Because the hydrologic model presented here is nested within a water resources planning system, future research can focus on the management and adaptation of the water resources system in the context of climate change.  相似文献

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms.  相似文献

This article examines the diversity of food networks that fit within the alternative food system of the United States. While farmers’ markets, community supported agriculture schemes, and corporate organic food markets all fit within the alternative food system, they differ greatly in the conventions and beliefs that they represent. The alternative food system has divided into two movements: corporate, weak alternative food networks; and local, strong alternative food networks. The weak corporate version focuses on protecting the environment; however, it neglects issues concerning labor standards, animal welfare, rural communities, small-scale farmers, and human health. Local, strong alternative food networks not only assure environmental protection, but they also address the issues that weak alternatives neglect. Using three case studies from the Washington, D.C. metro area, the author explains that strong alternative food networks are better suited to create social and political change because they challenge the foundations of the conventional food system: standardized and generic products, price-based competition, consolidated power, and global scale. To affect true social and political change in the United States, the author recommends supporting strong alternative food networks by creating the requisite cultural and political space for them to succeed.  相似文献

ABSTRACT: Nutrient data from all available sources for the lower Mississippi River were examined for potential differences among sampling agencies and geographic locations for the period between 1960 and 1998. Monthly means grouped by parameter, sampling location and agency, were calculated and compared as paired sets, excluding those months where data were not available for both sets. Some significant differences were found between various agencies collecting nutrient data on the river, as well as between various stretches of river, especially in the case of phosphorus nutrient data. Results were used to synthesize data sets from which a history of nutrient loading in the Mississippi River was determined. General trends in nitrate+nitrite, total Kjeldahl nitrogen, orthophosphate, total phosphorus and silica loads, as well as changes in nutrient proportions and the specific limiting nutrient (by month) are reported. This study provides a useful summary of contemporary and historical nutrient data that may assist in the evaluation of Mississippi River water quality and its potential effect on the Gulf of Mexico.  相似文献

Declines in salmon stocks and general watershed health in Washington State, USA, have led to an increase in stream restoration and enhancement projects initiated throughout the state. The increasing number of projects has also raised questions regarding the monitoring of these efforts. Project managers receiving hydraulic project approvals (HPAs) were surveyed to determine whether monitoring was taking place on their projects. About half the project managers surveyed reported the collection of baseline data and the use of biological, physical, chemical, or other water quality measures for their projects. Of those who reported collection of monitoring data, only 18% indicated that monitoring was required. Respondents were also asked to rank the importance of various project goals on a Likert scale. Project managers with projects focusing on “engineering” goals (e.g., roadbed stabilization) were less likely than other project managers to collect baseline monitoring data. Project managers with projects focusing on “restoration/ecological” or “fisheries” goals were more likely than other project managers to collect monitoring measures. Although monitoring appears to be taking place in slightly more than half of the projects surveyed, the nature of the data collected varies widely across projects, and in most cases the monitoring effort is voluntary. This suggests that project sponsors, funders, and managers must consider the issues involved in requiring appropriate monitoring, establishing standardized monitoring guidelines, the time frames in which to monitor, providing other incentives for conducting monitoring, and ensuring adequate funding for monitoring efforts.  相似文献
