Most licensing jurisdictions in Australia currently employ age-based assessment programs as a means to manage older driver safety, yet available evidence suggests that these programs have no safety benefits. This paper describes a community referral-based model license re assessment procedure for identifying and assessing potentially unsafe drivers. While the model was primarily developed for assessing older driver fitness to drive, it could be applicable to other forms of driver impairment associated with increased crash risk. It includes a three-tier process of assessment, involving the use of validated and relevant assessment instruments. A case is argued that this process is a more systematic, transparent and effective process for managing older driver safety and thus more likely to be widely acceptable to the target community and licensing authorities than age-based practices. 相似文献

Packed bed combustion is still the most common way to burn municipal solid wastes. In this paper, a dispersion model for particle mixing, mainly caused by the movement of the grate in a moving-burning bed, has been proposed and transport equations for the continuity, momentum, species, and energy conservation are described. Particle-mixing coefficients obtained from model tests range from 2.0x10(-6) to 3.0x10(-5)m2/s. A numerical solution is sought to simulate the combustion behaviour of a full-scale 12-tonne-per-h waste incineration furnace at different levels of bed mixing. It is found that an increase in mixing causes a slight delay in the bed ignition but greatly enhances the combustion processes during the main combustion period in the bed. A medium-level mixing produces a combustion profile that is positioned more at the central part of the combustion chamber, and any leftover combustible gases (mainly CO) enter directly into the most intensive turbulence area created by the opposing secondary-air jets and thus are consumed quickly. Generally, the specific arrangement of the impinging secondary-air jets dumps most of the non-uniformity in temperature and CO into the gas flow coming from the bed-top, while medium-level mixing results in the lowest CO emission at the furnace exit and the highest combustion efficiency in the bed. 相似文献

Since the last nuclear atmospheric test carried out by the People Republic of China in 1980 and since the Chernobyl accident in 1986, the plutonium hasn't been directly released into the atmosphere. However, nowadays, it is still present in the troposphere. This is due to plutonium-bearing soil particles physical resuspension processes. In this work, we study for the first time the temporal variation of plutonium isotopes, 239Pu and 240Pu, baseline concentrations on a monthly basis in surface air from Seville (Spain), and their correlation with some tracers of mineral dust, during 2001 and 2002. The Pu analyses were performed by low-energy Accelerator Mass Spectrometry (AMS). The 239Pu plus 240Pu (239+240Pu) activity levels achieved maximums during the summer period, characterized by the absence of rains, and minimums during the rainy seasons, laying in the range 1–20 nBq m?3. The 240Pu/239Pu two-year average atomic ratio was 0.18 ± 0.03, in agreement with the fallout plutonium. A good correlation with Pu and Al and Ti levels is observed. They are crustal components usually used as tracers of African dust over European countries. The hypothesis of the influence of the Saharan dust intrusions is supported as well through the study of Total Ozone Mass Spectrometer (TOMS) daily images. 相似文献

The CALIOPE-EU high-resolution air quality modeling system, namely WRF-ARW/HERMES-EMEP/CMAQ/BSC-DREAM8b, is developed and applied to Europe (12 km × 12 km, 1 h). The model performances are tested in terms of air quality levels and dynamics reproducibility on a yearly basis. The present work describes a quantitative evaluation of gas phase species (O3, NO2 and SO2) and particulate matter (PM2.5 and PM10) against ground-based measurements from the EMEP (European Monitoring and Evaluation Programme) network for the year 2004. The evaluation is based on statistics. Simulated O3 achieves satisfactory performances for both daily mean and daily maximum concentrations, especially in summer, with annual mean correlations of 0.66 and 0.69, respectively. Mean normalized errors are comprised within the recommendations proposed by the United States Environmental Protection Agency (US-EPA). The general trends and daily variations of primary pollutants (NO2 and SO2) are satisfactory. Daily mean concentrations of NO2 correlate well with observations (annual correlation r = 0.67) but tend to be underestimated. For SO2, mean concentrations are well simulated (mean bias = 0.5 μg m?3) with relatively high annual mean correlation (r = 0.60), although peaks are generally overestimated. The dynamics of PM2.5 and PM10 is well reproduced (0.49 < r < 0.62), but mean concentrations remain systematically underestimated. Deficiencies in particulate matter source characterization are discussed. Also, the spatially distributed statistics and the general patterns for each pollutant over Europe are examined. The model performances are compared with other European studies. While O3 statistics generally remain lower than those obtained by the other considered studies, statistics for NO2, SO2, PM2.5 and PM10 present higher scores than most models. 相似文献

Guánica Bay, located in southwestern Puerto Rico, has suffered oil spills and other pollution discharges since the 1960s. Previous research showed elevated concentrations of polychlorinated biphenyls (PCBs) in coral reef and sediment. This research examined PCB concentrations in sediment and fish. Sediment and fish sampling in the bay was facilitated by community members. This study identified the second highest reported PCB level (129,300 ng/g) in sediment in the USA. Fish samples also showed elevated concentrations (1623 to 3768 ng/g), which were higher than the thresholds of safe levels of PCBs in fish for human consumption. The alarmingly high concentration of PCBs calls for proactive community engagement to bring awareness about contamination of the bay and more extensive sampling to test for the concentration of PCBs in seafood and the people of Guánica. This study also underscores the value of the involvement of local communities during sampling design aimed at identifying hot spots of contaminants. 相似文献

PM1 aerosol characterization on organic tracers for biomass burning (levoglucosan and its isomers and dehydroabietic acid) was conducted within the AERTRANS project. PM1 filters (N?=?90) were sampled from 2010 to 2012 in busy streets in the urban centre of Madrid and Barcelona (Spain) at ground-level and at roof sites. In both urban areas, biomass burning was not expected to be an important local emission source, but regional emissions from wildfires, residential heating or biomass removal may influence the air quality in the cities. Although both areas are under influence of high solar radiation, Madrid is situated in the centre of the Iberian Peninsula, while Barcelona is located at the Mediterranean Coast and under influence of marine atmospheres. Two extraction methods were applied, i.e. Soxhlet and ASE, which showed equivalent results after GC-MS analyses. The ambient air concentrations of the organic tracers for biomass burning increased by an order of magnitude at both sites during winter compared to summer. An exception was observed during a PM event in summer 2012, when the atmosphere in Barcelona was directly affected by regional wildfire smoke and levels were four times higher as those observed in winter. Overall, there was little variation between the street and roof sites in both cities, suggesting that regional biomass burning sources influence the urban areas after atmospheric transport. Despite the different atmospheric characteristics in terms of air relative humidity, Madrid and Barcelona exhibit very similar composition and concentrations of biomass burning organic tracers. Nevertheless, levoglucosan and its isomers seem to be more suitable for source apportionment purposes than dehydroabietic acid. In both urban areas, biomass burning contributions to PM were generally low (2 %) in summer, except on the day when wildfire smoke arrive to the urban area. In the colder periods the contribution increase to around 30 %, indicating that regional biomass burning has a substantial influence on the urban air quality. 相似文献

Motivated by the question of whether and how a state-of-the-art regional chemical transport model (CTM) can facilitate characterization of CO2 spatiotemporal variability and verify CO2 fossil-fuel emissions, we for the first time applied the Community Multiscale Air Quality (CMAQ) model to simulate CO2. This paper presents methods, input data, and initial results for CO2 simulation using CMAQ over the contiguous United States in October 2007. Modeling experiments have been performed to understand the roles of fossil-fuel emissions, biosphere–atmosphere exchange, and meteorology in regulating the spatial distribution of CO2 near the surface over the contiguous United States. Three sets of net ecosystem exchange (NEE) fluxes were used as input to assess the impact of uncertainty of NEE on CO2 concentrations simulated by CMAQ. Observational data from six tall tower sites across the country were used to evaluate model performance. In particular, at the Boulder Atmospheric Observatory (BAO), a tall tower site that receives urban emissions from Denver, CO, the CMAQ model using hourly varying, high-resolution CO2 fossil-fuel emissions from the Vulcan inventory and CarbonTracker optimized NEE reproduced the observed diurnal profile of CO2 reasonably well but with a low bias in the early morning. The spatial distribution of CO2 was found to correlate with NOx, SO2, and CO, because of their similar fossil-fuel emission sources and common transport processes. These initial results from CMAQ demonstrate the potential of using a regional CTM to help interpret CO2 observations and understand CO2 variability in space and time. The ability to simulate a full suite of air pollutants in CMAQ will also facilitate investigations of their use as tracers for CO2 source attribution. This work serves as a proof of concept and the foundation for more comprehensive examinations of CO2 spatiotemporal variability and various uncertainties in the future.
Implications: Atmospheric CO2 has long been modeled and studied on continental to global scales to understand the global carbon cycle. This work demonstrates the potential of modeling and studying CO2 variability at fine spatiotemporal scales with CMAQ, which has been applied extensively, to study traditionally regulated air pollutants. The abundant observational records of these air pollutants and successful experience in studying and reducing their emissions may be useful for verifying CO2 emissions. Although there remains much more to further investigate, this work opens up a discussion on whether and how to study CO2 as an air pollutant. 相似文献
