More than 30 years after the occurrence of an aircraft accident which involved the detonation of two nuclear weapons in the surrounding area of the village of Palomares (Spain), the affected terrestrial area has been investigated for remaining transuranic contamination. Evidence from the presence of this contamination was initially found through the analysis of the 241Am inventories in superficial soil samples collected in the region, and was confirmed through the analysis of the (239+240)Pu inventories and their associated 238Pu/(239+240)Pu activity ratios in the same samples. However, it was also observed that a considerable fraction of the remaining contamination in the area was present in particulate form, i.e. as "hot particles". The work performed in our laboratory for identification, isolation and characterisation of these "hot particles" as well as some conclusions obtained from these analyses are outlined in this paper.  相似文献

Until the late 1960s rural Hong Kong had an attractive rustic landscape and a small but active farming population. The recent widespread agricultural decline provided opportunities for urban-oriented activities to invade, mainly as open storage and workshops unsuitable in city areas. Rapid container-port expansion and cross-border China trade generate demands for cheap and accessible land for non-conforming uses (NCU). Rural development control and land-use planning are inherently weak, and formal provision for such uses is lacking. An unfavorable landmark court judgement allows landowners to degrade the countryside. The activities have caused acute environmental problems, telescoped into a small territory, including visual blight, pollution, drainage blockage, loss of wetland habitats, and increased flooding hazard. The distinction between urban and rural has been blurred in the destruction of the valuable countryside heritage. An interim legislative amendment fails to stop unauthorized conversion of farmland. In the long term, an integrated and comprehensive rural planning strategy to conserve inherent elements, as well as accommodating selected urban spillover in properly located and serviced sites, is needed.  相似文献

In order to integrate environmental, health, and safety (EHS) programs into mainstream business management, EHS managers must measure the success of their strategies. This article presents techniques and samples for both quantitative measurement (EHS results) and qualitative measurement (progress toward implementation). It also provides a case study of measurement at the Perkin-Elmer Corporation, which has achieved notable successes with straightforward measurement approaches. Performance measurement systems can make the difference between an EHS program that rewards stakeholders for hard work, and one that fades and frustrates.  相似文献

Two worlds are colliding as many companies are integrating environmental management with business management. Nowhere is this more evident than in the hundreds of companies that are now working to upgrade their environmental management information systems (EMIS), which are a critical component of business integration. Building a business case for EMIS requires crossing many disciplinary boundaries—knowing the language of information systems, accounting, business management, and environmental management. Hence, it is a very valuable skill for environmental managers to develop in order to build their function and their own careers. Some environmental and information systems professionals are attempting to develop a general set of guidelines for justifying the cost of EMIS—in particular, the useful emerging work of the Environmental Health and Safety Software Development Group. Routine application of significance tests does not extract the maximum information from environmental data and can lead to misleading conclusions. Reasons leading to this are: a significant result can often be reached merely by collecting enough samples; a statistically significant result is not necessarily practically significant; and reports of the presence or absence of statistically significant differences for multiple tests are not comparable unless identical sample sizes are used. These problems are demonstrated by application to pH data for grazed and retired fields, and by discussion of significance tests used in recent US regulations for groundwater quality. The advantages of equivalence tests, where the tester must state the difference of practical difference, are discussed and applied to the field pH problem. We recommend that environmental managers and scientists pay more attention to statistical power and decide on what is a practical difference. Confidence intervals for the size of the differences, accompanied where necessary by equivalence tests, are the preferred means of addressing the question: “is there a difference of practical significance?”  相似文献

A set of peat column experiments was used to determine the transport potential of lead (Pb) and diesel range organics (DRO) in palustrine slope wetlands near Juneau, AK. This project is important to southeast Alaskan communities because limited land resources are forcing development of regional wetlands. This study was instigated by concerns that proposed modifications to a nearby rifle range using DRO-contaminated soil posed a potential risk to an anadromous fish-bearing stream 250 m from the site. Three pairs of peat columns were extracted from the rifle range for analysis, one pair along and two pairs across the natural bedding planes of the soil. One column in each pair was spiked with Pb and DRO and the other was used as a control. Approximately 1-year worth of water (171 cm) was passed through each column and leachate was collected at regular intervals. The results showed that substantial DRO transport only occurred along the bedding planes. Leads was surprisingly mobile, both along and across the bedding planes with estimated soil-water partition coefficients several orders of magnitude lower than commonly published values, probably because the peat was heavily Pb-loaded by lead from bullets and because the peat's acidic, organic-rich environment enhanced Pb mobility. The chemical outflow behavior agreed with a simple macropore transport model. These results underscore the need for caution when developing regional wetlands.  相似文献

The objective of this study was to quantify the importance of societal aging relative to other factors that are known to affect injury risk. An aging population's effect on Maximum Abbreviated Injury Scale (MAIS) 3+ injury trends for passenger car drivers in frontal crashes was projected and compared to the effects of projected changes in fleet composition, changes in seat belt usage, and changes in air bag availability. It was determined that increased frailty due to an aging population will result in 19,816 to 43,568 additional injuries to passenger car drivers in frontal crashes from 1996 to 2012. Aging was shown to have an effect similar to the increased presence of light trucks in the fleet (a cumulative increase of approximately 47,428 injuries). Aging and changing fleet composition were shown to have a smaller effect than the projected increases in seat belt use or air bag availability, though the effect of increased belt use is not much greater than the effect of aging. After 2012, however, air bag availability and seat belt use will plateau, while societal aging will continue.  相似文献

This article describes biomass fuels as renewable and sustainable energy resources in Minnesota as well as across the United States. This country has long benefited from surplus supplies of diverse energy resources, while our dependency on foreign petroleum supplies and domestic coal reserves has only recently prompted Congress to recognize the importance of renewable and alternative fuels such as biomass energy. Our further utilization of biomass power and biofuels can be an important step in altering our dependency on both coal and petroleum while simultaneously reducing carbon dioxide emissions. © 1998 John Wiley & Sons, Inc.  相似文献
