Objective: There have been substantial reductions in motor vehicle crash–related child fatalities due to advances in legislation, public safety campaigns, and engineering. Less is known about non-traffic injuries and fatalities to children in and around motor vehicles. The objective of this study was to describe the frequency of various non-traffic incidents, injuries, and fatalities to children using a unique surveillance system and database.
Methods: Instances of non-traffic injuries and fatalities in the United States to children 0–14 years were tracked from January 1990 to December 2014 using a compilation of sources including media reports, individual accounts from families of affected children, medical examiner reports, police reports, child death review teams, coroner reports, medical professionals, legal professionals, and other various modes of publication.
Results: Over the 25-year period, there were at least 11,759 events resulting in 3,396 deaths. The median age of the affected child was 3.7 years. The incident types included 3,115 children unattended in hot vehicles resulting in 729 deaths, 2,251 backovers resulting in 1,232 deaths, 1,439 frontovers resulting in 692 deaths, 777 vehicles knocked into motion resulting in 227 deaths, 415 underage drivers resulting in 203 deaths, 172 power window incidents resulting in 61 deaths, 134 falls resulting in 54 deaths, 79 fires resulting in 41 deaths, and 3,377 other incidents resulting in 157 deaths.
Conclusions: Non-traffic injuries and fatalities present an important threat to the safety and lives of very young children. Future efforts should consider complementary surveillance mechanisms to systematically and comprehensively capture all non-traffic incidents. Continued education, engineering modifications, advocacy, and legislation can help continue to prevent these incidents and must be incorporated in overall child vehicle safety initiatives. 相似文献
AbstractObjectives: The objective of this study was to determine whether the amount of tension required for proper child restraint system (CRS) installation varies with lower anchor spacing and to determine whether nonexperts can produce adequate tension on wider-than-standard lower anchor configurations.Methods: CRSs were installed by certified child passenger safety technicians (CPSTs; n?=?6 subjects, n?=?72 installations) and nonexperts (n?=?30 subjects, n?=?120 installations) on a mock-up vehicle seat fixture with lower anchors set at 11 (standard), 15, 19, and 23 in. apart from one another. Each CPST installed a rear-facing (RF) infant base, RF convertible, and forward-facing (FF) convertible into each of the 4 spacing configurations in random order. The CPSTs were instructed to tighten the lower connector strap until the tension was exactly at the threshold between passing and failing the 1-in. test. Each nonexpert installed one CRS model into all 4 spacing conditions in random order. Nonexperts were instructed to install the CRS to the best of their ability. The tension produced on the lower connector strap was recorded via load cell in the lower anchor assembly of the vehicle seat. Resultant tension magnitudes were compared across spacing conditions using matched pair t-tests. The CPSTs’ mean 1-in. test threshold values were compared to tensions produced by nonexperts. Installations were visually evaluated for errors and qualitative usability feedback was collected via survey.Results: CPSTs installed the infant base with higher tensions in the 15-, 19-, and 23-in. configurations compared to the standard 11-in. configuration (P = .034, .032, and .003, respectively). The nonexperts installed the infant base with higher tension in the 15- and 23-in. configurations compared to the 11-in. configuration (P = .004 and .026, respectively). The RF convertible and FF convertible installations showed no significant differences in tension among any of the spacing configurations for either group. Only 19% of the nonexperts’ installations were tight enough to pass CPST thresholds, and the pass rate did not vary with respect to lower anchor spacing. In feedback surveys, the nonexpert group did not show a consistent preference for either standard or wider-than-standard lower anchor configurations.Conclusions: The amount of tension required to pass the 1-in. rule did not vary with lower anchor spacing configurations for the RF and FF convertible CRS, but the infant base required more tension in wider anchor configurations. Nonexperts tended to produce less than ideal tension in all configurations, although their tension magnitudes increased for the infant base in wider configurations. 相似文献

Landscape approaches attempt to achieve balance amongst multiple goals over long time periods and to adapt to changing conditions. We review project reports and the literature on integrated landscape approaches, and found a lack of documented studies of their long-term effectiveness. The combination of multiple and potentially changing goals presents problems for the conventional measures of impact. We propose more critical use of theories of change and measures of process and progress to complement the conventional impact assessments. Theories of change make the links between project deliverables, outputs, outcomes, and impacts explicit, and allow a full exploration of the landscape context. Landscape approaches are long-term engagements, but short-term process metrics are needed to confirm that progress is being made in negotiation of goals, meaningful stakeholder engagement, existence of connections to policy processes, and effectiveness of governance. Long-term impact metrics are needed to assess progress on achieving landscapes that deliver multiple societal benefits, including conservation, production, and livelihood benefits. Generic criteria for process are proposed, but impact metrics will be highly situation specific and must be derived from an effective process and a credible theory of change. 相似文献
The objective of this work was to isolate cellulose nanocrystal (CNC) from oil palm fronds (Elaeis guineensis) and its subsequent characterization. Isolation involves sodium hydroxide/anthraquinone pulping with mechanical refining followed by total chlorine free bleaching (includes oxygen delignification, hydrogen peroxide oxidation and peracetic acid treatment) before acid hydrolysis. Bleaching significantly decreased kappa number and increased α-cellulose percentage of fibers as confirmed by Technical Association of the Pulp and Paper Industry standards. Transmission electron microscopy (TEM), X-ray diffraction, Fourier transform infrared spectroscopy and thermogravimetric analysis revealed that acid hydrolysis along with bleaching improved crystallinity index and thermal stability of the extracted nanocrystals. It was observed that CNC maintained its cellulose 1 polymorph despite hydrolysis treatment. Mean diameter as observed by TEM and average fiber aspect ratio of obtained CNC was 7.44 ± 0.17 nm and 16.53 ± 3.52, respectively making it suitable as a reinforcing material for nanocomposite. 相似文献
Trace element concentrations were studied in soils of the King George and Elephant islands in the maritime part of West Antarctica. The lowest concentrations of Cu, Pb, Cd, Zn, Ni and Mn were typical for the pristine soil of Elephant Island. The highest concentrations of these elements were found in the Fildes Peninsula and revealed the influence of human activities in the area of the Bellingshausen station and adjacent waste disposal sites. Ornithogenic soils of the Fildes Peninsula have shown low concentrations of Cd and As. Using geoaccumulation indexes, all the pristine soils of King George and Elephant islands and ornithogenic soils of the Fildes Peninsula were classified as unpolluted; the human-affected soils were mainly identified as moderately polluted. This study analyzed insolation data to account for multiple scattering in calculating optimal tilt angles for stationary and seasonally moving photovoltaics on three different roof types in the US Pacific Northwest: vegetated roofs, white roofs, and dark roofs. Using these results, we modeled the energy savings for vegetated roofs and roofs covered in varying numbers of photovoltaic panels. We then calculated the net present value, internal rate of return, and other economic measures for all possible combinations of covering rooftops in mixes of photovoltaic arrays and vegetation, accounting for installation costs, proposed carbon taxes, stormwater management discounts, and other relevant factors. Our results quantify how, in the US Pacific Northwest and similar locations, photovoltaics produce higher returns on investment than do vegetated roofs for new buildings, while vegetated roofs produce better returns on investment than do photovoltaics for older buildings. This is important because in many areas, some buildings have photovoltaics when a vegetated roof would have been more cost and energy efficient, while other buildings have vegetated roofs when photovoltaics would have been more cost and energy efficient. Potential applications include modifying incentive programs and other policies to account properly for building age, use, and other relevant factors to ensure building owners make the most energy-efficient decisions between photovoltaic versus vegetated roof installation. Our research also demonstrates how positive returns on investment can be realized in the US Pacific Northwest and similar regions through vegetated roofs and photovoltaics provided they are each installed optimally. 相似文献

This paper explores the relationship between government spending and environmental quality using panel data for 94 countries for the period 1970–2008. We identify and estimate three distinct channels that comprise the total direct effect of government expenditure on air pollution, namely a marginal effect, an effect conditional on economic growth and an effect conditional on institutional quality. Since adjustment rate of emissions to their equilibrium level is slow due to technological and institutional reasons, we explicitly take into account dynamics by applying appropriate econometric methods. The results demonstrate that there is a significant alleviating direct effect of government expenditure on SO2 and NOx emissions, which increases with the level of economic growth and democracy. However, there is no evidence of a significant effect on pollutants with more global impact on the environment and human health, like N2O and CO2, implying that the adoption of international environmental treaties is required in this case. 相似文献
Long-term measurements of ecological effects of warming are often not statistically significant because of annual variability or signal noise. These are reduced in indicators that filter or reduce the noise around the signal and allow effects of climate warming to emerge. In this way, certain indicators act as medium pass filters integrating the signal over years-to-decades. In the Alaskan Arctic, the 25-year record of warming of air temperature revealed no significant trend, yet environmental and ecological changes prove that warming is affecting the ecosystem. The useful indicators are deep permafrost temperatures, vegetation and shrub biomass, satellite measures of canopy reflectance (NDVI), and chemical measures of soil weathering. In contrast, the 18-year record in the Greenland Arctic revealed an extremely high summer air-warming of 1.3 °C/decade; the cover of some plant species increased while the cover of others decreased. Useful indicators of change are NDVI and the active layer thickness. 相似文献
