Development and Use of a Disaggregated Emissions Inventory for Air Quality Planning in Washington,DC

The Metropolitan Washington Council of Governments (COG) is responsible for developing an Air Quality Plan which will produce attainment of the O3 and 8 h CO standards in the Washington area by 1987. In order to define as precisely as possible the sources of emissions in the area, a disaggregated emissions inventory was prepared. For mobile sources, this included classification of vehicle type, portion of the trip cycle, and purpose of trip. For nonhighway sources, individual source types were identified. All emissions were assigned to 5 km × 5 km grids and summed to obtain local, state, and/or regional totals. The inventory, although expensive and time-consuming, is a useful tool for decision makers who are responsible for implementing measures to control emissions. 相似文献

Abstract Disposal of used tires has been a major problem in solid waste management. New uses will have to be found to consume recycled tire products. One such proposed use is as ground cover in playgrounds. However, concern has been expressed regarding exposure of children to hazardous chemicals and the environmental impact of such chemicals. We designed a comprehensive hazard assessment to evaluate and address potential human health and environmental concerns associated with the use of tire crumb in playgrounds. Human health concerns were addressed using conventional hazard analyses, mutagenicity assays, and aquatic toxicity tests of extracted tire crumb. Hazard to children appears to be minimal. Toxicity to all aquatic organisms (bacteria, invertebrates, fish, and green algae) was observed; however, this activity disappeared with aging of the tire crumb for three months in place in the playground. We conclude that the use of tire crumb in playgrounds results in minimal hazard to children and the receiving environment. 相似文献

2,2,4-trimethyl, 1,3-pentanediol monoisobutyrate (TPM) is a widely used solvent found in water-based coatings. Ambient measurements of TPM are reported here for the first time. Although this compound has been previously measured in indoor air, this study illustrates successful detection and quantification of TPM in ambient air at three locations in Southern California: Pico Rivera, Azusa, and Riverside. TPM was detected in every sample collected, with concentrations ranging from 0.7 to 49.5 parts per trillion (ppt). Collections took place during summer 2009, fall 2009, winter 2009/2010, and spring 2010, for 5–7 days during each season. The highest mean concentrations were observed during the summer months for each city, when coating activities are typically at their highest.

A new strategy for the preparation of different polymers and special surfactants was developed. First, unsaturated fatty acid methyl esters obtained from plant oils were converted to terminally unsaturated esters and alpha-olefins by metathesis with ethylene using heterogeneous rhenium or homogeneous ruthenium catalysts. These esters were directly copolymerized with ethylene by an insertion-type palladium-catalyzed polymerization to functionalized polyolefins. Polyesters were synthesized by metathetical dimerization of omega-unsaturated esters and subsequent polycondensation of the produced internally unsaturated dicarboxylic esters or by acidic transesterification with petrochemical diols and additional acyclic diene metathesis polymerization. Omega-epoxy fatty acid methyl esters, achieved by a new method of chemo-enzymatic epoxidation, were converted into polyethers with comb-structure catalyzed by aluminoxanes on the one hand and into sugar surfactants by nucleophilic ring-opening with amino carbohydrates on the other hand. 相似文献

Monitoring is essential to track the long-term recovery of endangered species. Greater emphasis on habitat monitoring is especially important for taxa whose populations may be difficult to quantify (e.g., insects) or when true recovery (delisting) requires continuous species-specific habitat management. In this paper, we outline and implement a standardized framework to facilitate the integration of habitat monitoring with species recovery efforts. The framework has five parts: (1) identify appropriate sample units, (2) select measurable indicators of habitat requirements, (3) determine rating categories for these indicators, (4) design and implement appropriate data collection protocols, and (5) synthesize the ratings into an overall measure of habitat potential. Following these steps, we developed a set of recovery criteria to estimate habitat potential and initially assess restoration activities in the context of recovering an endangered insect, the Karner blue butterfly (Lycaeides melissa samuelis). We recommend basing the habitat potential grading scheme on recovery plan criteria, the latest information on species biology, and working hypotheses as needed. The habitat-based assessment framework helps to identify which recovery areas and habitat patches are worth investing in and what type of site-specific restoration work is needed. We propose that the transparency and decision-making process in endangered insect recovery efforts could be improved through adaptive management that explicitly identifies and tracks progress toward habitat objectives and ultimate population recovery. 相似文献

With the potential expansion of forest conservation programs spurred by climate-change agreements, there is a need to measure the extent to which such programs achieve their intended results. Conventional methods for evaluating conservation impact tend to be biased because they do not compare like areas or account for spatial relations. We assessed the effect of a conservation initiative that combined designation of protected areas with payments for environmental services to conserve over wintering habitat for the monarch butterfly (Danaus plexippus) in Mexico. To do so, we used a spatial-matching estimator that matches covariates among polygons and their neighbors. We measured avoided forest loss (avoided disturbance and deforestation) by comparing forest cover on protected and unprotected lands that were similar in terms of accessibility, governance, and forest type. Whereas conventional estimates of avoided forest loss suggest that conservation initiatives did not protect forest cover, we found evidence that the conservation measures are preserving forest cover. We found that the conservation measures protected between 200 ha and 710 ha (3-16%) of forest that is high-quality habitat for monarch butterflies, but had a smaller effect on total forest cover, preserving between 0 ha and 200 ha (0-2.5%) of forest with canopy cover >70%. We suggest that future estimates of avoided forest loss be analyzed spatially to account for how forest loss occurs across the landscape. Given the forthcoming demand from donors and carbon financiers for estimates of avoided forest loss, we anticipate our methods and results will contribute to future studies that estimate the outcome of conservation efforts. 相似文献
