Vulnerabilities to floods in Thailand are changing as a result of many factors. Formal and informal institutions help shape exposure, sensitivity and capacities to respond of individuals, social groups and social-ecological systems. In this paper we draw on several case studies of flood events and flood-affected communities to first assess how current practices reflect various laws, procedures, programs and policies for managing floods and disasters and then explore the implications for dealing with additional challenges posed by climate change. Our analysis identifies several institutional traps which need to be overcome if vulnerability is to be reduced, namely capture of agendas by technical elites, single-level or centralized concentration of capacities, organizational fragmentation and overemphasis on reactive crisis management. Possible responses are to expand public participation in managing risks, build adaptive capacities at multiple levels and link them, integrate flood disaster management and climate change adaptation into development planning, prioritize risk reduction for socially vulnerable groups and strengthen links between knowledge and practice. Responses like these could help reduce vulnerabilities under current climate and flood regimes, while also improving capacities to handle the future which every way that unfolds.  相似文献

Biodiversity conservation decisions are difficult, especially when they involve differing values, complex multidimensional objectives, scarce resources, urgency, and considerable uncertainty. Decision science embodies a theory about how to make difficult decisions and an extensive array of frameworks and tools that make that theory practical. We sought to improve conceptual clarity and practical application of decision science to help decision makers apply decision science to conservation problems. We addressed barriers to the uptake of decision science, including a lack of training and awareness of decision science; confusion over common terminology and which tools and frameworks to apply; and the mistaken impression that applying decision science must be time consuming, expensive, and complex. To aid in navigating the extensive and disparate decision science literature, we clarify meaning of common terms: decision science, decision theory, decision analysis, structured decision-making, and decision-support tools. Applying decision science does not have to be complex or time consuming; rather, it begins with knowing how to think through the components of a decision utilizing decision analysis (i.e., define the problem, elicit objectives, develop alternatives, estimate consequences, and perform trade-offs). This is best achieved by applying a rapid-prototyping approach. At each step, decision-support tools can provide additional insight and clarity, whereas decision-support frameworks (e.g., priority threat management and systematic conservation planning) can aid navigation of multiple steps of a decision analysis for particular contexts. We summarize key decision-support frameworks and tools and describe to which step of a decision analysis, and to which contexts, each is most useful to apply. Our introduction to decision science will aid in contextualizing current approaches and new developments, and help decision makers begin to apply decision science to conservation problems.  相似文献

A new in situ remediation concept termed a Horizontal Reactive Media Treatment Well (HRX Well®) is presented that utilizes a horizontal well filled with reactive media to passively treat contaminated groundwater in situ. The approach involves the use of a large‐diameter directionally drilled horizontal well filled with solid reactive media installed parallel to the direction of groundwater flow. The engineered contrast in hydraulic conductivity between the high in‐well reactive media and the ambient aquifer hydraulic conductivity results in the passive capture, treatment, and discharge back to the aquifer of proportionally large volumes of groundwater. Capture and treatment widths of up to tens of feet can be achieved for many aquifer settings, and reductions in downgradient concentrations and contaminant mass flux are nearly immediate. Many different types of solid‐phase reactive treatment media are already available (zero valent iron, granular activated carbon, biodegradable particulate organic matter, slow‐release oxidants, ion exchange resins, zeolite, apatite, etc.). Therefore, this concept could be used to address a wide range of contaminants. Laboratory and pilot‐scale test results and numerical flow and transport model simulations are presented that validate the concept. The HRX Well can access contaminants not accessible by conventional vertical drilling and requires no aboveground treatment or footprint and requires limited ongoing maintenance. A focused feasibility evaluation and alternatives analysis highlights the potential cost and sustainability advantages of the HRX Well compared to groundwater extraction and treatment systems or funnel and gate permeable reactive barrier technologies for long‐term plume treatment. This paper also presents considerations for design and implementation for a planned upcoming field installation.  相似文献

The 2010 dam breach and consequent anomalous flood event on the Cedar River in Nebraska, USA provided an opportunity to study the following objectives: (1) evaluate the impact of an extreme flood event on streambank retreat along a 45 km stretch relative to the average annual retreat; (2) quantify the changes in streambank retreat for each km segment downstream of the breach; and (3) examine the influence of riparian vegetation and radius of curvature on meander bank erosion rate. During the hydrologic event, discharge peaked at nearly three times greater than the next highest recorded rate and equated to a return period of 2,000 years. Aerial images and ArcGIS were utilized to calculate the average annual streambank retreat for each year during the preflood (2006–2010), flood (2010), and postflood (2010–2016) periods. The 2010 flood period had a significantly higher average annual streambank retreat of 2,820 m2/km/yr than the preflood and postflood periods, which, respectively, measured 576 and 384 m2/km/yr. From 2006 to 2016, 29% of all streambank erosion was from this one extreme flood event, thus demonstrating the impact that one extreme flood event can have on streambank retreat and the geomorphology of a stream system.  相似文献

This study provides and meta‐analytically examines an organizing framework and theoretical model of work–family conflict. Results, based on 1080 correlations from 178 samples, indicate that work role stressors (job stressors, role conflict, role ambiguity, role overload, time demands), work role involvement (job involvement, work interest/centrality), work social support (organizational support, supervisor support, coworker support), work characteristics (task variety, job autonomy, family friendly organization), and personality (internal locus of control, negative affect/neuroticism) are antecedents of work‐to‐family conflict (WFC); while family role stressors (family stressors, role conflict, role ambiguity, role overload, time demands, parental demands, number of children/dependents), family social support (family support, spousal support), family characteristics (family climate), and personality (internal locus of control, negative affect/neuroticism) are antecedents of family‐to‐work conflict (FWC). In addition to hypothesized results, a revised model based on study findings indicates that work role stressors (job stressors, role conflict, role ambiguity, role overload) and work social support (organizational support, supervisor support, coworker support) are predictors of FWC; while family role stressors (family stressors, role conflict, role ambiguity, role overload), family involvement (family interest/centrality), family social support (family support, spousal support), and family characteristics (family climate) are predictors of WFC. In this study, the performance of the circulating fluidized bed bioreactor (CFBB) with anoxic and aerobic beds and employing lava rock as a carrier media for the simultaneous removal of carbon, nitrogen and phosphorus from municipal wastewater at an empty bed contact time (EBCT) of 0.82 h was discussed. The CFBB was operated without and with bioparticles' recirculation between the anoxic and aerobic bed for 260 and 110 d respectively. Without particles' recirculation, the CFBB was able to achieve carbon (C), total nitrogen (N) and phosphorous (P) removal efficiencies of 94%, 80% and 65% respectively, whereas with bioparticles' recirculation, 91%, 78% and 85% removals of C, N and P were achieved. The CFBB was operated at long sludge retention time (SRT) of 45-50 d, and achieved a sludge yield of 0.12-0.135 g VSS g COD(-1). A dynamic stress study of the CFBB was carried out at varying feed flow rates and influent ammonia concentrations to determine response to shock loadings. The CFBB responded favourably in terms of TSS and COD removal to quadrupling of the feed flow rate. However, nitrification was more sensitive to hydraulic shock loadings than to doubling of influent nitrogen loading.  相似文献
