The scale, duration and intensity of conflicts over mineral resources vary greatly. However, they always involve, in varying proportions, the triad stakeholder model—corporation, state, community—each element of which is internally heterogeneous. Increasingly, new players are entering the scene: international non-governmental organizations (NGOs), environmental grassroots groups, indigenous transnational networks, international aid and development agencies. Nevertheless, conflicts and arrangements around access to and control over mineral resources can take the apparent form of dyadic relationships between companies and local communities, resulting in negotiated company-community agreements, often called “Impact and Benefit Agreements” (IBAs). In our analysis, local agreements on mineral resource governance are seen as building blocks in the production of mining policy “from below”, even though they seem at first sight to exclude the state. This paper argues that these agreements, and the negotiations surrounding them, inform debates around mining through both “horizontal diffusion” (influence on other localities facing similar situations) and “vertical diffusion” (influence on policy design and implementation at upper political and administrative levels). This diffusion may occur in a “positive” sense, effecting further change in line with the intent of the original agreement, or in a “negative” one, actually making substantive change less likely, whether at a community or policy level. We build this argument through two case studies from New Caledonia, in the south-west Pacific, where mining has long been a key issue, especially in the current context of “negotiated decolonization” launched by the 1998 Nouméa Accord. 相似文献

Marine plastic pollution has emerged as one of the most pressing environmental challenges of our time. Although there has been a surge in global investment for implementing interventions to mitigate plastic pollution, there has been little attention given to the cost of these interventions. We developed a decision support framework to identify the economic, social, and ecological costs and benefits of plastic pollution interventions for different sectors and stakeholders. We calculated net cost as a function of six cost and benefit categories with the following equation: cost of implementing an intervention (direct, indirect, and nonmonetary costs) minus recovered costs and benefits (monetary and nonmonetary) produced by the interventions. We applied our framework to two quantitative case studies (a solid waste management plan and a trash interceptor) and four comparative case studies, evaluating the costs of beach cleanups and waste-to-energy plants in various contexts, to identify factors that influence the costs of plastic pollution interventions. The socioeconomic context of implementation, the spatial scale of implementation, and the time scale of evaluation all influence costs and the distribution of costs across stakeholders. Our framework provides an approach to estimate and compare the costs of a range of interventions across sociopolitical and economic contexts. 相似文献

Assessing the impact of the U.S. Endangered Species Act recovery planning guidelines on managing threats for listed species 下载免费PDF全文
The Endangered Species Act (ESA) of the United States was enacted in 1973 to prevent the extinction of species. Recovery plans, required by 1988 amendments to the ESA, play an important role in organizing these efforts to protect and recover species. To improve the use of science in the recovery planning process, the Society for Conservation Biology (SCB) commissioned an independent review of endangered species recovery planning in 1999. From these findings, the SCB made key recommendations for how management agencies could improve the recovery planning process, after which the U.S. Fish and Wildlife Service and the National Marine Fisheries Service redrafted their recovery planning guidelines. One important recommendation called for recovery plans to make threats a primary focus, including organizing and prioritizing recovery tasks for threat abatement. We sought to determine the extent to which results from the SCB study were incorporated into these new guidelines and whether the SCB recommendations regarding threats manifested in recovery plans written under the new guidelines. Recovery planning guidelines generally incorporated the SCB recommendations, including those for managing threats. However, although recent recovery plans have improved in their treatment of threats, many fail to adequately incorporate threat monitoring. This failure suggests that developing clear guidelines for monitoring should be an important priority in improving ESA recovery planning. 相似文献

Comprehensive pre-test counseling is complicated by emerging information about the benefits and limitations of testing, as well as the potential to detect incidental findings. The Conservation Reserve Program was initiated in 1985 to reduce soil loss on highly erodible agricultural land. This stated objective of the program has been quite successful. However, there are other unintentional yet significant ecological benefits to the program that merit evaluation. These benefits include the reversal of landscape fragmentation, maintenance of regional biodiversity, creation of wildlife habitat, and favorable changes in regional carbon flux. These and other benefits should be used by policy makers and federal officials to maintain the program even after enrollment expectations have been achieved. 相似文献

Abstract: Many scientists lament the absence of data for endangered species and argue that more funds should be spent acquiring basic information about population trends. Using 19 years of abundance estimates for the eastern North Pacific gray whale ( Eschrichtius robustus ), we sampled subsets of the original survey data to identify the number of years of data required to remove the population from the U.S. Endangered Species Act's (ESA) list of endangered and threatened wildlife. For any given duration of monitoring, we selected all possible combinations of consecutive counts. To incorporate variability in growth rates, we extracted a maximum likelihood estimator of growth rate and confidence interval about that growth rate on the assumption that the population changes can be approximated by a simple diffusion process with drift. We then applied a new approach to determine ESA status for each subset of survey data and found that a quantitative decision to delist is unambiguously supported by 11 years of data but is precariously uncertain with fewer than 10 years of data. The data needed to produce an unequivocal decision to delist gray whales cost the National Marine Fisheries Service an estimated U.S. $660,000, a surprisingly modest expense given the fact that delisting can greatly simplify regulatory constraints. This example highlights the value of population monitoring in administering the ESA and provides a compelling example of the utility of such information in identifying both imperiled and recovered species. The economic value of such data is that they provide the foundation for delisting, which could ultimately save much more money than the collection of the data would ever cost. 相似文献

Coastal zones are among the planets most threatened ecosystems and effective management of these systems requires spatial
tools at appropriate spatial scales. Here we apply aerial photography with Geographic Information Systems (GIS), to map the
cumulative anthropogenic footprint of an industry in a spatially defined ecologically important region of the British Columbian
coast. Resolution required for such an analysis was made possible through highly detailed aerial photography of the region
taken at an elevation of 305 m, at a 1:3000 scale. The approach applied here was successful in accurately detailing the cumulative
extent of the anthropogenic activity on the foreshore which could have not been achieved at a coarser resolution. Such information
was then effectively applied to visualize and assess the potential impact of an industrial development of the foreshore on
bird distribution within the spatially identified region. The degree of overlap between the anthropogenic footprint and small
estuaries within the region was also successfully assessed. For ecologically important regions such as Marine Protected Areas,
and other such designated sensitive coastal regions, detailed mapping through aerial photography and GIS can aid in first
identifying the true extent of an anthropogenic activity and then secondly used to link to possible ecological consequences.
This in turn greatly enhances our ability to best manage the region of interest such that conservation priorities can be met. 相似文献
