Polychlorinated biphenyls (PCBs) were commercially produced between 1959 and 1984 in eastern Slovakia. Improper handling led to a highly contaminated local environment and high levels of PCBs in humans and wildlife in the Michalovce area. The aim of this study was to analyse serum for methylsulfonyl metabolites of PCB (MeSO(2)-PCBs) and DDE (3-MeSO(2)-DDE) in serum samples from pregnant women and in a selected number of paired cord blood samples to assess maternal sulfone levels and patterns, and transplacental transfer of these metabolites. The donating women were from two districts in eastern Slovakia. A liquid-liquid extraction method together with separation of substance groups and further clean-up on silica gel columns were applied prior to analysis by gas chromatography/mass spectrometry. 3-MeSO(2)-DDE was the major methyl sulfone in most of the samples followed by a yet not identified MeSO(2)-hexaCB, 4'-MeSO(2)-CB101, 4'-MeSO(2)-CB87 and 4-MeSO(2)-CB149. The women from the contaminated area had three times higher concentrations of the MeSO(2)-PCBs than women from the reference area. This is the first report on methyl sulfone metabolites of PCB and DDE in human cord serum. It is shown that these metabolites are transported through the placenta. The levels of MeSO(2)-PCBs in the maternal serum were about 1.5 times higher than in the corresponding cord serum on a lipid weight basis. For 3-MeSO(2)-DDE, the levels were about the same in maternal and cord serum. The difference in the maternal:cord ratio, comparing MeSO(2)-PCBs with 3-MeSO(2)-DDE might be due to differences in transport through the placenta caused by their different affinities for lipoproteins and plasma proteins. 相似文献
Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms
(GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant
DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions
between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between
the wider debate on genetic modification and the risk assessment of transgenic crops in the European Union. In this paper,
the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling
an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible”
way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic
agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from
a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific”

This study develops a differential game to examine the effects of trade liberalization on transboundary water pollution. Water pollution is due to wastewater emissions from countries in a shared waterway along the U.S.–Mexico border with available data of pollution abatement costs, public health damages, and trade benefits. Noncooperative and cooperative games are examined with changes in trade policy and public health damages. Results show trade liberalization leads Mexico to curtail pollution in both games. Cooperation and trade liberalization limit emissions from both countries and curtail strategic behavior of the United States from Mexico's pollution control efforts in the noncooperative game. 相似文献
PROBLEM: Twenty-nine percent of Americans failed to use their seat belts in 2000. Efforts to improve safety belt usage can be enhanced by identifying specific factors that motivate belt use. METHOD: Motorist survey data were used to examine the effect of Perceived Risk of being Ticketed (PRT) for a seat belt infraction on self-reported seat belt use. RESULTS: Analyses indicated that individuals and groups of individuals who have higher PRT typically report higher belt usage. Factorial analyses indicated that this perceived risk to belt use relationship holds both within groups with generally high (e.g., upper income) and generally low (e.g. young men) overall self-reported belt use. DISCUSSION: Applications of PRT to improve seat belt use are discussed. IMPACT ON INDUSTRY: Enforcement of existing laws, perhaps through selective traffic enforcement programs, and strengthening laws to create a higher perception of being ticketed by motorists should increase safety belt use thereby saving lives and reducing cost for individuals, government, and industry. 相似文献
Conservation policy in agricultural systems in the United States relies primarily on voluntary action by farmers. Federal conservation programs, including the Environmental Quality Incentives Program, offer incentives, both financial and technical, to farmers in exchange for adoption of conservation practices. Understanding motivations for (as well as barriers to) participation in voluntary programs is important for the design of future policy and effective outreach. While a significant literature has explored motivations and barriers to conservation practice adoption and participation in single programs, few studies in the U.S. context have explored general participation by farmers in one place and time. A mixed-methods research approach was utilized to explore farmer participation in all U.S. Farm Bill programs in Indiana. Current and past program engagement was high, with nearly half of survey respondents reporting participation in at least one program. Most participants had experience with the Conservation Reserve Program, with much lower participation rates in other programs. Most interview participants who had experience in programs were motivated by the environmental benefits of practices, with incentives primarily serving to reduce the financial and technical barriers to practice adoption. The current policy arrangement, which offers multiple policy approaches to conservation, offers farmers with different needs and motivations a menu of options. However, evidence suggests that the complexity of the system may be a barrier that prevents participation by farmers with scarce time or resources. Outreach efforts should focus on increasing awareness of program options, while future policy must balance flexibility of programs with complexity. 相似文献
The development of high-resolution greenhouse gas (GHG) inventories is an important step towards emission reduction in different sectors. However, most of the spatially explicit approaches that have been developed to date produce outputs at a coarse resolution or do not disaggregate the data by sector. In this study, we present a methodology for assessing GHG emissions from the residential sector by settlements at a fine spatial resolution. In many countries, statistical data about fossil fuel consumption is only available at the regional or country levels. For this reason, we assess energy demand for cooking and water and space heating for each settlement, which we use as a proxy to disaggregate regional fossil fuel consumption data. As energy demand for space heating depends heavily on climatic conditions, we use the heating degree day method to account for this phenomenon. We also take the availability of energy sources and differences in consumption patterns between urban and rural areas into account. Based on the disaggregated data, we assess GHG emissions at the settlement level using country and regional specific coefficients for Poland and Ukraine, two neighboring countries with different energy usage patterns. In addition, we estimate uncertainties in the results using a Monte Carlo method, which takes uncertainties in the statistical data, calorific values, and emission factors into account. We use detailed data on natural gas consumption in Poland and biomass consumption for several regions in Ukraine to validate our approach. We also compare our results to data from the EDGAR (Emissions Database for Global Atmospheric Research), which shows high agreement in places but also demonstrates the advantage of a higher resolution GHG inventory. Overall, the results show that the approach developed here is universal and can be applied to other countries using their statistical information.
Integrated solutions are needed for sustainable management of risks posed by recreational boats to coastal water quality and ecosystems. Fouling organisms roughen vessel hull surfaces, creating friction that slows sailboats and increases fuel consumption by powerboats. Hull fouling control strategies for recreational boats that are stored in the water may include antifouling hull paints, newer alternative hull coatings, periodic in-water hull cleaning, and excluding propagules by surrounding the boat with a slip liner or raising it above water on a lift. Copper discharged to harbor waters from antifouling paints via passive leaching and in-water hull cleaning may elevate dissolved copper levels above government standards. Invasive species carried among boat-hull fouling organisms may be introduced as boats move among coastal areas. Some of these species tolerate copper in antifouling paints and copper-polluted harbor waters. Policy development must consider supply-side capacity, as well as economic and environmental sustainability, in managing these issues. This paper presents a supply-side evaluation useful in developing policies to co-manage water quality and invasive species risks for recreational boats navigating along the coasts of California, the Baja California peninsula and California's Sacramento-San Joaquin Delta. Supply-side perspectives on services, materials, costs, and boat owner behaviors, such as residence and travel patterns, awareness of hull-coating choices and selection of hull coatings, are determined. Analyses include evaluation of risks, risk management capacity and costs, and role of education in risk management. The issues raised are broadly applicable, as they are appearing on research and policy agendas in diverse coastal areas. 相似文献
