In 1983 and 1984, drought spread across the northern rangelands of Kenya and herders in lowland Samburu lost substantial portions of their livestock. Food aid arrived when 50 to 75% of the cattle had already died, and after poorer pastoralists were hungry enough to sell their remaining productive animals. No pastoralists died of the immediate effects of the drought, but many were so impoverished that their longer-term prospects for remaining as herders look dim.
This essay discusses the timing and content of famine relief as it applies both to Samburu and other food-stressed areas. It focuses on the process of food acquisition during the northern Kenyan drought itself. The more "indigenous" food strategies of herding, hunting and gathering offered limited benefits. Equally, however, commercial channels for procuring food proved inadequate. Herders could not reliably sell animals to obtain cash for purchased food, nor were the grain and sugar staples always available even when cash was on hand. Vegetation is sparsely distributed over Antarctica's ice‐free ground, and distinct plant communities are present in each of the continent's 15 recently identified Antarctic Conservation Biogeographic Regions (ACBRs). With rapidly increasing human activity in Antarctica, terrestrial plant communities are at risk of damage or destruction by trampling, overland transport, and infrastructure construction and from the impacts of anthropogenically introduced species, as well as uncontrollable pressures such as fur seal (Arctocephalus gazella) activity and climate change. Under the Protocol on Environmental Protection to the Antarctic Treaty, the conservation of plant communities can be enacted and facilitated through the designation of Antarctic Specially Protected Areas (ASPAs). We examined the distribution within the 15 ACBRs of the 33 ASPAs whose explicit purpose includes protecting macroscopic terrestrial flora. We completed the first survey using normalized difference vegetation index (NDVI) satellite remote sensing to provide baseline data on the extent of vegetation cover in all ASPAs designated for plant protection in Antarctica. Large omissions in the protection of Antarctic botanical diversity were found. There was no protection of plant communities in 6 ACBRs, and in another 6, <0.4% of the ACBR area was included in an ASPA that protected vegetation. Protected vegetation cover within the 33 ASPAs totaled 16.1 km2 for the entire Antarctic continent; over half was within a single protected area. Over 96% of the protected vegetation was contained in 2 ACBRs, which together contributed only 7.8% of the continent's ice‐free ground. We conclude that Antarctic botanical diversity is clearly inadequately protected and call for systematic designation of ASPAs protecting plant communities by the Antarctic Treaty Consultative Parties, the members of the governing body of the continent. 相似文献

The effective management of mine tailings involves the control of several environmental impacts and legal requirements. Six tailings site management and closure scenarios were developed for a copper zinc underground mine located in Quebec (Canada) and compared using life cycle assessment (LCA). Two options are considered for the mine operation: tailings can be sent to the tailings disposal area where they are submerged or they can be partly used for backfilling. For each of these two operation options, three alternatives are presented for mine closure: (a) submerged tailings, (b) partial desulphurization with a cover of desulphurized material and (c) a cover with capillary barrier effects (CCBE) made of natural soils followed by revegetation. The goals of the study were to draw the inventory of these management scenarios from the development to the post-closure phase, to assess and compare their environmental impacts and to determine the importance of the land-use impact category. The potential impacts for each scenario were evaluated using the IMPACT 2002+ LCIA method. The results of the performed LCA indicate that for mine development and operation, scenarios where tailings are partly used as backfill for underground stopes appear to lead to larger impacts in 11 of the 14 midpoint categories since the backfill plant operation consumes a greater amount of material and energy. For a site closure period of 2 years, the CCBE option creates the greatest impacts, since it requires much more effort than the other techniques. The results for the post-closure phase have been analysed separately since they have a larger uncertainty. They appear to modify the comparative assessment results. The toxicities of 2,4,6-trinitrotoluene (TNT), 1,3,5-trinitrobenzene (TNB), 2,4-dinitrotoluene (2,4-DNT), and 2,6-dinitrotoluene (2,6-DNT) to terrestrial plants alfalfa (Medicago sativa L.), Japanese millet (Echinochloa crusgalli L.), and perennial ryegrass (Lolium perenne L.) were determined in Sassafras sandy loam soil using seedling emergence, fresh shoot, and dry mass measurement endpoints. A 13-week weathering and aging of energetic materials in soils, which included wetting and drying cycles, and exposure to sunlight of individual soil treatments, was incorporated into the study design to better reflect the soil exposure conditions in the field than toxicity determinations in freshly amended soils. Definitive toxicity tests showed that dinitrotoluenes were more phytotoxic for all plant species in freshly amended treatments based on EC20 values for dry shoot ranging from 3 to 24mgkg(-1) compared with values for TNB or TNT ranging from 43 to 62mgkg(-1). Weathering and aging of energetic materials (EMs) in soil significantly decreased the toxicity of TNT, TNB or 2,6-DNT to Japanese millet or ryegrass based on seedling emergence, but significantly increased the toxicity of all four EMs to all three plant species based on shoot growth. Exposure of the three plant species to relatively low concentrations of the four compounds initially stimulated plant growth before the onset of inhibition at greater concentrations (hormesis). 相似文献

The Southern High Plains (SHP) is a semi-arid region in which playa wetlands are the focal points of biodiversity. Playas are highly influenced by surrounding land use. Most of the SHP is in agricultural production (primarily cotton) with a history of arsenic-containing herbicide use. Metals influence reproduction and development in amphibians. We analyzed metal residues in playa sediment and whole body tissue of Spea spp. and Bufo cognatus metamorphs from two land uses: cropland and native grassland. Cd and Ni concentrations in B. cognatus tissues differed between land uses. Metal concentrations in Spea spp. tissues did not differ between land uses. Ba was higher in Spea spp. than B. cognatus collected from the same grassland playas, indicating differential habitat use. No correlations between sediment and tissue concentrations were found. Land use appeared to have little influence on metal concentrations and levels were below those known to cause effects in amphibians. 相似文献
