Adequate demand for, and recognition of, forest carbon services is critical to success of market mechanisms for forestry-based conservation and climate change mitigation. National and voluntary carbon-offsetting schemes are emerging as alternatives to international compliance markets. We developed a choice experiment to explore determinants of local forest carbon-offset valuation. A total of 963 citizens from Guadalajara in Mexico were asked to consider a purchase of voluntary offsets from the neighbouring Biosphere Reserve of La Primavera and from two alternative more distant locations: La Michilía in the state of Durango and El Cielo in Tamaulipas. Surveys were applied in market stall sessions and online using two different sampling methods: the snowball technique and via a market research company. The local La Primavera site attracted higher participation and valuation than the more distant sites. However, groups particularly interested in climate change mitigation or cost may accept cost-efficient options in the distant sites. Mean implicit carbon prices obtained ranged from $6.79 to $15.67/tCO2eq depending on the surveying methodology and profile of respondents. Survey application mode can significantly affect outcome of the experiment. Values from the market stall sessions were higher than those from the snowball and market research samples obtained online; this may be linked to greater cooperation associated with personal interaction and collective action. In agreement with the literature, we found that valuation of forest carbon offsets is associated with cognitive, ethical, behavioural, geographical and economic factors.  相似文献

Nowadays there are approximately 80 Anglophone journals that deal primarily with disaster risk reduction (DRR) and allied fields. This large array signals a sustained, if uneven, growth in DRR scholarship but also competition between the offerings of different publishers and institutions. The purpose of this article is first to summarise the development of academic publishing on DRR from its early beginnings to the present day. The paper then evaluates the current state of publishing in this field and discusses possible future trends. Next, it identifies some possible opportunities, challenges, expectations, and commitments for journal editors both within DRR and academia more broadly, including those that refer to changes in the use of terminology, the relentless increase in the number of papers submitted, the expansion and dangers of predatory journals, different peer review models, open access versus paywalls, citations and bibliography metrics, academic social networks, and copyright and distribution issues.  相似文献

Extensive research has been done on the 'high politics' of negotiations of international environmental agreements. However, little attention has been paid to the effectiveness of their implementation after coming into force. Effectiveness cannot be easily measured, since different stakeholders use different criteria as the basis of their opinion. The purpose of this study is to investigate discourses on the effectiveness of an international environmental regime. The regime chosen is the Mediterranean Action Plan (MAP) - and its legal framework, the Barcelona Convention - which was established in 1975 under the aegis of the United Nations Environment Programme (UNEP). Q methodology was used to reveal discourses on the effectiveness of UNEP/MAP. After collecting relevant literature and identifying the stakeholders, 25 in-depth interviews were conducted. The stakeholders were from the Secretariat of the Convention, academia, NGO workers, and others that studied or knew the subject well. From these interviews 294 statements were extracted, from which 44 were finally selected to be used in the Q study. The interviewees were approached for the second time to complete the Q sorts. This study revealed four distinct discourses concerning the effectiveness of international environmental regimes. It concludes that there is no one 'right' way of defining effectiveness and that no approach can provide more than a partial evaluation of the overall effectiveness of a regime.  相似文献

Methodologies for transfer of non-market, natural resource recreation benefits are an active research topic. This arises because of the appeal of modelling the impacts of possible changes in site quality or benefits at unsurveyed sites. However, successful benefit transfer must necessarily rely on development of reliable visitor demand functions that incorporate travel time, demographic and substitute factors. Previous efforts to include all of these elements in a single arrivals model are rare. By integrating data from numerous sources within a geographical information system (GIS) we have developed a model to predict the number of visitors to a recreational woodland in eastern England. Variables were classified into discrete groups that were combined into comparatively homogeneous zones from which to calculate visit rates. Poisson regression techniques were then applied in a stepwise procedure to assess the influence of each determinant. Our analysis highlighted both substantial promise and some caveats in using GIS for future benefit transfer work.  相似文献

Models of carbon storage in softwood and hardwood trees and forest soils and its emission from timber products and waste are developed and integrated with data on storage benefits to yield estimates of the value of the net carbon flux generated by afforestation. The long-term nature of the processes under consideration and the impact of varying the discount rate are explicitly incorporated within the model. A geographical information system (GIS) is used to apply carbon sequestration models to data on tree growth and soil type distribution for a large study area (the entire country of Wales). The major findings are: (1) all three elements under analysis (carbon sequestration in livewood, release from different products and waste, and storage or emission from soils) play a vital role in determining overall carbon flux; (2) woodland management has a substantial impact upon carbon storage in livewood however the choice of discount rate exerts the largest overall influence upon estimated carbon flux values; (3) timber growth rates (yield class) also have a major impact upon values; (4) tree species does affect storage values, however this is less important than the other factors listed above; (5) non-peat soils generally sequester relatively low levels of carbon. Planting upon peat soils can result in very substantial emissions of carbon which exceed the level of storage in livewood.The GIS is used to produce valuation maps which can be readily incorporated within cost-benefit analyses regarding optimal locations for conversion of land into forestry.  相似文献

Disaster studies is faced with a fascinating anomaly: frequently it claims to be critical and innovative, as suggested by the so‐called vulnerability paradigm that emerged more than 40 years ago, yet often it is perpetuating some of the core and problematic tenets of the hazard paradigm that we were asked to challenge initially. This paper interrogates why such an anomaly persists. In so doing, it employs Antonio Gramsci's concept of hegemony to unpack why disaster studies is still dominated by Western epistemologies and scholars that perpetuate an orientalist view of disasters. Ultimately, it suggests a research agenda for the 40 years to come, which builds on the importance of local researchers analysing local disasters using local epistemologies, especially in the non‐Western world. Such subaltern disaster studies are to be fuelled by increasing consciousness of the need to resist the hegemony of Western scholarship and to relocate disaster studies within the realm of its original political agenda.  相似文献

The individual travel cost method is one of the most commonly applied approaches to estimating the recreational value (or `consumer surplus') of open-access sites where the visitor does not have to pay an entrance charge for using the area. This paper presents a simple application of the method conducted using geographical information system (GIS) software. This approach permits analysis of the impact of various, commonly used, assumptions concerning the definition of visitor outset origins and routing to recreation sites. Results suggest that varying these assumptions can lead to substantial impacts upon estimates of consumer surplus to the extent that previously published studies may be subject to substantial error. There has been a concerted effort by the international scientific community to understand the multiple causes and patterns of land-cover change to support sustainable land management. Here, we examined biophysical suitability, and a novel integrated index of “Economic Pressure on Land” (EPL) to explain land cover in the year 2000, and estimated the likelihood of future land-cover change through 2050, including protected area effectiveness. Biophysical suitability and EPL explained almost half of the global pattern of land cover (R 2 = 0.45), increasing to almost two-thirds in areas where a long-term equilibrium is likely to have been reached (e.g. R 2 = 0.64 in Europe). We identify a high likelihood of future land-cover change in vast areas with relatively lower current and past deforestation (e.g. the Congo Basin). Further, we simulated emissions arising from a “business as usual” and two reducing emissions from deforestation and forest degradation (REDD) scenarios by incorporating data on biomass carbon. As our model incorporates all biome types, it highlights a crucial aspect of the ongoing REDD + debate: if restricted to forests, “cross-biome leakage” would severely reduce REDD + effectiveness for climate change mitigation. If forests were protected from deforestation yet without measures to tackle the drivers of land-cover change, REDD + would only reduce 30 % of total emissions from land-cover change. Fifty-five percent of emissions reductions from forests would be compensated by increased emissions in other biomes. These results suggest that, although REDD + remains a very promising mitigation tool, implementation of complementary measures to reduce land demand is necessary to prevent this leakage.  相似文献
