Enersol's SOBASEC (SOlar-BASed Rural Electrification Concept) programme demonstrates that stand-alone photovoltaic (PV) systems can be an economical option to grid expansion. Developing a local institutional system to support the dissemination of PV technology at the community level has been a major thrust of the programme. Both a service and parts enterprise and a local credit institution have been established, and technicians have been trained and employed. A modest revolving fund was also established to finance the installations. Field analysis of 100 installed systems suggests that small PV systems are viable for widespread application in the Dominican Republic.  相似文献

Monitoring of Biological Diversity: a Common-Ground Approach   总被引:4,自引:0,他引:4  
Abstract:  Practical approaches to monitoring biological diversity vary widely among countries, and the accumulating data are frequently not generalizable at the international scale. Although many present monitoring schemes, especially in developed countries, produce highly complex data, there is often a lack of basic data about the level and spatial distribution of biodiversity. We augmented the general framework for improving biomonitoring, proposed by Green et al. (2005) , and identified its core tasks and attributes. The first priority for a more unified biodiversity monitoring is to agree on a minimum set of core tasks and attributes, which will make it possible to build a standardized biomonitoring system even in countries with few resources. Our scheme has two main organizational levels—taxa and ecosystems. The basic elements of the biomonitoring system proposed are recording of presence and absence of taxa and ecosystems in a target area, mapping of their distribution in space, and assessment of their status. All the elements have to be repeated over time. Although these tasks are fundamental, they are frequently not considered in currently functioning biomonitoring programs. The whole system has to be hierarchical and additive: if more resources are available, new activities may be added to the basic routine. Agreeing on a common standard will facilitate aggregating measures of biodiversity status and trends into regional and global indices. This information will relate directly to several Convention on Biological Diversity indicators for assessing progress toward the 2010 Biodiversity Target.  相似文献

Conservation of the Marbled Murrelet under the Northwest Forest Plan   总被引:1,自引:0,他引:1  
Abstract:  The Marbled Murrelet ( Brachyramphus marmoratus ) was listed as threatened in 1992, primarily because of loss of its old-forest nesting habitat. Monitoring conducted over the first 10 years following implementation of the Northwest Forest Plan shows at-sea murrelet populations appear to be stationary, but recruitment is very low and demographic models project a 4–6% annual rate of decline. Monitoring of nesting habitat indicated there were about 1.6 million ha of higher-suitability nesting habitat on all lands at the start of the plan, about half of which occurred on federal lands. Most (88%) of higher-suitability habitat on federal lands was protected within reserves. Over the past 10 years, losses of habitat due primarily to fire have totaled about 2% on federal lands. Losses have been much greater (12%) on nonfederal lands, due primarily to timber harvest. Habitat is expected to accrue within reserves as younger forest matures and attains sufficient diameter to support nesting sites. At-sea estimates of population size are strongly and positively correlated with amounts of adjacent nesting habitat at a broad scale, supporting the idea that amounts of nesting habitat are a primary driver in wide-scale murrelet population distribution. Conditions at sea, however, such as temperature regimes, prey availability, and pollutants, continue to affect murrelet populations. The system of large reserves seems to have achieved the short-term objective of conserving much of the remaining nesting habitat on federal lands. These reserves are also likely to contribute to the long-term objective of creating large, contiguous blocks of nesting habitat. The plan has a primary role in conserving and restoring nesting habitat on federal land but will succeed in this role only if land allocations calling for such protection are in place for many decades.  相似文献

Abstract:  The Global Strategy of Plant Conservation states that at least 60% of threatened plant species should be within protected areas. This goal has been met in some regions with long traditions of plant protection. We used gap analysis to explore how particular groups of species of conservation interest, representing different types of natural or anthropogenic rarity, have been covered by protected areas on a national scale in Estonia during the last 100 years. Species-accumulation curves indicated that plant species that are naturally rare (restricted global or local distribution, always small populations, or very rare habitat requirements) needed almost twice as many protected areas to reach the 60% target as plant species that are rare owing to lack of suitable management (species depending on grassland management, moderate forest disturbances, extensive traditional agriculture, or species potentially threatened by collecting). Temporal analysis of the establishment of protected areas suggested that grouping plant species according to the predominant cause of rarity accurately reflected the history of conservation decision making. Species found in very rare habitats have previously received special conservation attention; species dependent on traditional extensive agriculture have been largely ignored until recently. Legislative initiative and new nature-protection schemes (e.g., Natura 2000, network of protected areas in the European Union) have had a positive influence on all species groups. Consequently, the species groups needing similar action for their conservation are sensitive indicators of the effectiveness of protected-area networks. Different species groups, however, may not be uniformly conserved within protected areas, and all species groups should fulfill the target of 60% coverage within protected areas.  相似文献

The efficiency of four sample processing methods was tested with eight different types of soils representing the major proportion of cultivated soils. The principle of sampling constant was applied for characterizing the efficiency of the procedures and testing the well-mixed status of the prepared soil. The test material was 14C-labeled atrazine that enabled keeping the random error of analyses ≤ about 1%. Adding water to the soil proved to be the most efficient and generally applicable procedure resulting in about 6% relative sample processing uncertainty for 20 g test portions. The expected error is inversely proportional to the mass of test portion. Smashing and manual mixing of soil resulted in about four times higher uncertainty than mixing with water. Grinding of soil is applicable for dry soils only, but the test procedure applied was not suitable for estimating a typical uncertainty of processing dry soil samples. Adding dry ice did not improve the efficiency of sample processing.  相似文献

Abstract:  Bycatch—the incidental catch of nontarget species—is a principal concern in marine conservation and fisheries management. In the eastern Pacific Ocean tuna fishery, a large fraction of nonmammal bycatch is captured by purse-seine gear when nets are deployed around floating objects. We examined the spatial distribution of a dominant species in this fishery's bycatch, the apex predator silky shark ( Carcharhinus falciformis ), from 1994 to 2005 to determine whether spatial closures, areas where fishing is prohibited, might effectively reduce the bycatch of this species. We then identified candidate locations for fishery closures that specifically considered the trade-off between bycatch reduction and the loss of tuna catch and evaluated ancillary conservation benefits to less commonly captured taxa. Smoothed spatial distributions of silky shark bycatch did not indicate persistent small areas of especially high bycatch for any size class of shark over the 12-year period. Nevertheless, bycatch of small silky sharks (<90 cm total length) was consistently higher north of the equator during all years. On the basis of this distribution, we evaluated nearly 100 candidate closure areas between 5°N and 15°N that could have reduced, by as much as 33%, the total silky shark bycatch while compromising only 12% of the tuna catch. Although silky sharks are the predominant species of elasmobranchs caught as bycatch in this fishery, closures also suggested reductions in the bycatch of other vulnerable taxa, including other shark species and turtles. Our technique provides an effective method with which to balance the costs and benefits of conservation in fisheries management. Spatial closures are a viable management tool, but implementation should be preceded by careful consideration of the consequences of fishing reallocation.  相似文献

Abstract: The acquisition or designation of new protected areas is usually based on criteria for representation of different ecosystems or land‐cover classes, and it is unclear how wellthreatened species are conserved within protected‐area networks. Here, we assessed how Australia's terrestrial protected‐area system (89 million ha, 11.6% of the continent) overlaps with the geographic distributions of threatened species and compared this overlap against a model that randomly placed protected areas across the continent and a spatially efficient model that placed protected areas across the continent to maximize threatened species’ representation within the protected‐area estate. We defined the minimum area needed to conserve each species on the basis of the species’ range size. We found that although the current configuration of protected areas met targets for representation of a given percentage of species’ ranges better than a random selection of areas, 166 (12.6%) threatened species occurred entirely outside protected areas and target levels of protection were met for only 259 (19.6%) species. Critically endangered species were among those with the least protection; 12 (21.1%) species occurred entirely outside protected areas. Reptiles and plants were the most poorly represented taxonomic groups, and amphibians the best represented. Spatial prioritization analyses revealed that an efficient protected‐area system of the same size as the current protected‐area system (11.6% of the area of Australia) could meet representation targets for 1272 (93.3%) threatened species. Moreover, the results of these prioritization analyses showed that by protecting 17.8% of Australia, all threatened species could reach target levels of representation, assuming all current protected areas are retained. Although this amount of area theoretically could be protected, existing land uses and the finite resources available for conservation mean land acquisition may not be possible or even effective for the recovery of threatened species. The optimal use of resources must balance acquisition of new protected areas, where processes that threaten native species are mitigated by the change in ownership or on‐ground management jurisdiction, and management of threatened species inside and outside the existing protected‐area system.  相似文献

Voting systems aggregate preferences efficiently and are often used for deciding conservation priorities. Desirable characteristics of voting systems include transitivity, completeness, and Pareto optimality, among others. Voting systems that are common and potentially useful for environmental decision making include simple majority, approval, and preferential voting. Unfortunately, no voting system can guarantee an outcome, while also satisfying a range of very reasonable performance criteria. Furthermore, voting methods may be manipulated by decision makers and strategic voters if they have knowledge of the voting patterns and alliances of others in the voting populations. The difficult properties of voting systems arise in routine decision making when there are multiple criteria and management alternatives. Because each method has flaws, we do not endorse one method. Instead, we urge organizers to be transparent about the properties of proposed voting systems and to offer participants the opportunity to approve the voting system as part of the ground rules for operation of a group. Electric power generating plants that use coal were among the key targets of Title IV of the 1990 Clean Air Act. Under the first phase of the act, 110 coal-fired electric power plants were required to reduce their sulfur dioxide emissions by 1995 and nitrogen oxide emissions by 1996. Phase 2 of the act requires even greater reduction of sulfur dioxide emissions by 2000 and nitrogen oxide emissions by 2008. This study examines whether the 107 targeted plants (three plants went off-line) have achieved the desired sulfur dioxide and nitrogen oxide emission levels. The analysis of sulfur dioxide is based on data from 1990, 1995, and 1999. The findings show that although sulfur oxide increased by 3% from 1995 to 1999, it decreased by 45% over the 1990–1999 period at the firm level for the targeted firms. The findings also indicate that the overall reduction in sulfur dioxide was achieved by utilizing low sulfur coal and by purchasing emission allowances. So far as nitrogen oxides are concerned, there has been a reduction of 14% over the 1990–1999 period, of which 7% was achieved during the 1995–1999 period. An evaluation of emissions at the plant level indicates that several plants do not meet the emissions level for sulfur dioxide or nitrogen oxides. These results provide a mixed scorecard for reduction in emissions both for sulfur dioxide and nitrogen oxides. Even though there is reduction in the emissions on an overall basis at the firm level, several plants that have not been able to reduce emissions deserve special attention to meet the goals of the act in reducing emissions.  相似文献
