PROBLEM: Accidents involving temporary access systems, particularly temporary scaffolds, account for a large proportion of injuries in the construction industry worldwide. METHOD: This paper outlines the development of a prototype decision aid (SCAFPASS, an abbreviation for Scaffold Planning Aid for System Safety) to promote access scaffold safety. It was guided by an examination of the root-causes and management deficiencies apparent in: (a) paper-based files of 186 access-related incidents held by the Health and Safety Executive (HSE) in the UK; and (b) computer-based files of 2,910 incidents appearing in the HSE database between 1997 to 2000. RESULTS: The more frequent root-causes included the fitting of defective components, unauthorized modification of the structure, omission of barriers, and errors resulting in simple, readily detectable structural faults. Common managerial deficiencies included failure to control risk, unsafe methods and procedures, and inadequate training and supervision. IMPACT ON INDUSTRY: SCAFPASS aims to avoid these root-causes by improving safety management from the outset and throughout all phases of a project.  相似文献

ABSTRACT: The Food Quality Protection Act of 1996 requires that human exposure to pesticides through drinking water be considered when establishing pesticide tolerances in food. Several systematic and seasonally weighted systematic sampling strategies for estimating pesticide concentrations in surface water were evaluated through Monte Carlo simulation, using intensive datasets from four sites in northwestern Ohio. The number of samples for the strategies ranged from 4 to 120 per year. Sampling strategies with a minimal sampling frequency outside the growing season can be used for estimating time weighted mean and percentile concentrations of pesticides with little loss of accuracy and precision, compared to strategies with the same sampling frequency year round. Less frequent sampling strategies can be used at large sites. A sampling frequency of 10 times monthly during the pesticide runoff period at a 90 km2 basin and four times monthly at a 16,400 km2 basin provided estimates of the time weighted mean, 90th, 95th, and 99th percentile concentrations that fell within 50 percent of the true value virtually all of the time. By taking into account basin size and the periodic nature of pesticide runoff, costs of obtaining estimates of time weighted mean and percentile pesticide concentrations can be minimized.  相似文献

In the management of conflicting dual-resource systems such as continental shelf hydrocarbon extraction and commercial fishing operations, it is necessary to consider the possibility of repeated impact events. The potential magnitude of impacts on Georges Bank fisheries of single oil spill events has been addressed in detail elsewhere (Reed and Spaulding 1979, Reed and others 1980, Spaulding and others 1982). An oil spill-fishery impact estimation model, implemented for the Georges Bank cod fishery (Reed and others 1980), has been used to investigate the potential for nonlinear biological responses to periodic and nonperiodic repetitive spill events. Prerecruit mortality equations incorporating young-of-the-year as well as adult-juvenile interactions, perform acceptably vis-à-vis the historical catch record, but show highly variable behavior under recruitment reductions induced by periodic simulated spills. The results demonstrate the importance of selecting mathematical representations of biological and physical processes underlying population dynamics such that characteristic system behavior is adequately represented in both the time and frequency domains.  相似文献

Summary This paper describes the influence on predator behaviour, and the survival of an aposematic aphid, Aphis nerii, in comparison with a palatable, cryptic aphid, Acyrthosiphon pisum, when offered to two predators with different foraging tactics. The experiments were designed to test Fisher's (1930) suggestion that aposematism could evolve by kin selection, since aposematic animals often occur in aggregations of relatives. Initially, spiders (Zygiella x-notata) and birds (Parus major) killed high proportions of distasteful A. nerii (60% and 54% respectively). With experience, the predators killed and ate fewer A. nerii. The decreasing mortality of A. nerii after initial encounters with predators, coupled with its apparently obligate parthenogenesis, indicate that the evolution of aposematism in this soft-bodied insect is consistent with kin selection.  相似文献

Riverine nitrate (NO3) is a well‐documented driver of eutrophication and hypoxia in coastal areas. The development of the elevated river NO3 concentration is linked to anthropogenic inputs from municipal, agricultural, and atmospheric sources. The intensity of these sources has varied regionally, through time, and in response to multiple causes such as economic drivers and policy responses. This study uses long‐term water quality, land use, and other ancillary data to further describe the evolution of river NO3 concentrations at 22 monitoring stations in the United States (U.S.). The stations were selected for long‐term data availability and to represent a range of climate and land‐use conditions. We examined NO3 at the monitoring stations, using a flow‐weighting scheme meant to account for interannual flow variability allowing greater focus on river chemical conditions. River NO3 concentration increased strongly during 1945‐1980 at most of the stations and have remained elevated, but stopped increasing during 1981‐2008. NO3 increased to a greater extent at monitoring stations in the Midwest U.S. and less so at those in the Eastern and Western U.S. We discuss 20th Century agricultural development in the U.S. and demonstrate that regional differences in NO3 concentration patterns were strongly related to an agricultural index developed using principal components analysis. The Northern River Ecosystem Initiative (NREI), 1997–2004, has provided new scientific knowledge in response to specific recommendations from its predecessor, the Northern River Basins Study (NRBS), 1990–1996. The two initiatives together provide a remarkable body of science which is, and will continue to be, used by resource managers responsible for economic and environmental sustainability in the northern watersheds of Alberta. The NREI focused its investigative efforts on improving our understanding related to ecological considerations of changes in river flow, effect of climate change on flow, ecological responses to pollution and cumulative effects, vulnerability of drinking water quality, and to a lesser degree, wildlife (birds) response to large scale changes within the watersheds. Key findings are briefly presented in this paper and discussed in greater detail in the other NREI papers included in this. Commensurate with the undertakings of NREI, provincial and territorial governments, First Nation and Métis communities, and other administrative organizations such as the Mackenzie River Basin Board, undertook policy, regulatory, and watershed initiatives towards achieving sustainability and providing reliable drinking water quality.  相似文献

This article stresses the importance of within-government capacity build as the optimal approach to minimizing landslide risk to the most vulnerable communities in the developing world. Landslide risk is an integrated issue that demands strong managerial leadership and multidisciplinary inclusion to develop structures that deliver sustainable improvements in the reduction of risk. The tension between projects demanding international technical and financial intervention and those capable of “within-country” solutions are examined. More particularly, the challenges of developing a management methodology capable of energizing inter-ministry collaboration to achieve community-level action is examined in the context of a recently established program of slope stability management in St. Lucia. The program, Management of Slope Stability in Communities (MoSSaiC), is shown to have successfully fostered not only extensive technical collaboration within government but also to have energized local communities in the shared mission of capacity build through their direct involvement in the management process.  相似文献

Soils down slope of roads have been affected over decades by road salting in the UK uplands. Salt additions to fresh soil facilitate dispersal of organic matter so there is a potential risk of release of DON and DOC to nearby rivers where these run parallel to roads. Over time, however, salting enhances soil pH of naturally acid soils, and thus organic matter degradation through to CO2, thereby, lowering soil organic matter content. In addition any relatively labile organic matter may have already been dispersed. Thus, it is hypothesised that enhanced DOC mobilisation should only be a potential problem if soils not previously exposed to salt become heavily exposed in the future. This paper combines data from field observations and laboratory simulations to elucidate mechanisms controlling organic matter mobilisation processes to determine what controls spatial and temporal trends in DOC concentrations in soil solutions down slope of roads. Organic matter solubilisation is dependent on the degree of road salt exposure soils have had. The laboratory experiment provided evidence that there are two competing effects upon which solubilisation is dependent (a) pH suppression and (b) sodium dispersion. Other organic matter solubility models, if correct, link quite well with the authors "when it's gone, it's gone" hypothesis.  相似文献

This study identifies and quantifies the spatial variations of metal contamination in water, sediment and biota: the common cockle (Cerastoderma edule) and the Mermaid’s glove sponge (Haliclona oculata), within a heavily anthropogenically impacted semi-enclosed estuarine–coastal area with a low ability to disperse and flush contaminants (Poole Harbour, UK). The results showed that metal contamination was detected in all environmental compartments. Water was polluted with As, and Hg sediment metals were mostly within “the possible effect range” in which adverse effects occasionally occurs. Cockles had considerable concentrations of Ni, Ag and Hg in areas close to pollution sources, and sponges accumulate Cu and Zn with very high magnitude. A systematic monitoring approach that includes biological monitoring techniques, which covers all embayments, is needed, and an integrated management of the semi-enclosed coastal zones should be based on the overall hydrological characteristics of these sensitive areas and their ability to self‐restore which is different than open coastal zones.  相似文献
