ABSTRACT: The aim of this paper is to present a multicriteria methodology for decision aid at the stage of programming a water supply system (WSS) for a rural area. The programming stage is an intermediate one between planning and designing water supply facilities, and can be decomposed into two problems: (a) setting up a priority order of water users, taking into account socio-economic criteria; and (b) choosing the best technical variant of the WSS. Among the criteria considered for the latter problem, there is a criterion of distance between the socio-economic priorities of users and the precedence orders of users according to the technical programming, which plays a coordinating role between problems (a) and (b). All steps of the presented methodology are illustrated by a real case study.  相似文献

ABSTRACT The problem of water resources management can be viewed as one requiring the existence and application of some type of “collective decision” mechanism. Currently, the general water resource decision problem is solved using an “individual decision” format without explicit consideration of the dominant social decision system. This paper demonstrates the need for blending technical planning activities with organized societal processes and then proposes a specific public decision framework to satisfy this requirement. The key element in this planning framework is a generalized “bargaining arena” which serves to link technical activities with the social system. Using this bargaining device we can (1) specify policy at a local level, (2) incorporate “social decision” rules into the planning process, and (3) provide local access to the decision process. A simple case of regional water quality management is used to describe the application of this planning procedure and to offer encouragement for successful use in more complex real-world cases.  相似文献

An aerosol time-of-flight mass spectrometer (ATOFMS) was used to determine, in real time, the size and chemical composition of individual particles in the atmosphere at the remote inland site of Eskdalemuir, Scotland. A total of 51,980 particles, in the size range 0.3-7.4 microm, were detected between the 25th and 30th June 2001. Rapid changes in the number density, size and chemical composition of the atmospheric aerosol were observed. These changes are attributed to two distinct types of air mass; a polluted air mass that had passed over the British mainland before reaching Eskdalemuir, interposed between two cleaner air masses that had arrived directly from the sea. Such changes in the background aerosol could clearly be very important to studies of urban aerosols and attempts at source apportionment. The results of an objective method of data analysis are presented. Correlations were sought between the occurrence of: lithium, potassium, rubidium, caesium, beryllium, strontium, barium, ammonium, amines, nitrate, nitrite, boron, mercury, sulfate, phosphate, fluorine, chlorine, bromine, iodine and carbon (both elemental and organic hydrocarbon) in both fine (d < 2.5 microm) and coarse (d > 2.5 microm) particle fractions. Several previously unreported correlations were observed, for instance between the elements lithium, beryllium and boron. The results suggest that about 2 in 3 of all fine particles (by number rather than by mass), and 1 in 2 of all coarse particles containing carbon, consisted of elemental carbon rather than organic hydrocarbon (although a bias in the sensitivity of the ATOFMS could have affected these numbers). The ratio of the number of coarse particles containing nitrate anions to the number of particles containing chloride anions exceeded unity when the air mass had travelled over the British mainland. The analysis also illustrates that an air mass of marine origin that had travelled slowly over agricultural land can accumulate amines and ammonium.  相似文献

Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions.  相似文献

A two-dimensional reservoir toxics model is essential to establishing effective water resources management and protection. In a reservoir, the fate of a toxic chemical is closely connected with flow regimes and circulation patterns. To better understand the kinetic processes and persistence and predict the dissipation of toxic contaminants in the reservoir during a spill or storm runoff event, a toxics submodel was developed and incorporated into an existing laterally integrated hydrodynamics and transport model. The toxics submodel describes the physical, chemical, and biological processes and predicts unsteady vertical and longitudinal distributions of a toxic chemical. The two-dimensional toxicant simulation model was applied to Shasta Reservoir in California to simulate the physico-chemical processes and fate of a volatile toxic compound, methyl isothiocyanate (MITC), during a chemical spill into the Sacramento River in 1991. The predicted MITC concentrations were compared with those observed. The effect of reservoir flow regimes on the transport and fate of the toxic substance was investigated. The results suggested that the persistence of MITC is significantly influenced by different flow regimes. Methyl isothiocyanate is more persistent in the reservoir under an interflow condition due to reduced volatilization from deep layers than under an overflow condition. In the overflow situation, the plume moved more slowly toward the dam and experienced greater dissipation. This analysis can assist in toxic spill control and reservoir management, including field sampling and closure of water intakes.  相似文献

Some soils develop severe and persistent water repellency following contamination with crude oil. This study was conducted to characterize and compare the spatial distribution of soil water repellency and residual oil contamination at 12 such sites. The molarity of ethanol droplet (MED) test was used to assess soil water repellency and the content of dichloromethane-extractable organics (DEO) was used to quantify residual oil in soil. We found a relatively strong positive correlation between MED and DEO in soil (r2 = 0.74). Both variables tended to decrease abruptly with depth at 11 of the 12 study sites. Dichloromethane-extractable organics similarly decreased with depth in control adjacent soil (MED = 0 M), but from an average concentration one to two orders of magnitude lower than in water-repellent soil. Using data from corresponding control adjacent and water-repellent soils, we determined that approximately 29 and 10% of measured total organic carbon in water-repellent A- and B-horizon soil, respectively, consists of dichloromethane-insoluble organic carbon of petroleum origin. We propose that this fraction contains most of the causative agents of soil water repellency at the studied sites.  相似文献

High resolution mass spectrometry gas chromatography (GC/MS) is the standard method for dioxin and furan analysis in environmental matrices. Considered as very accurate, this method is however time consuming and expensive. Methods based on biological interactions have the necessary sensitivity but began only recently to be investigated in the context of environmental applications. We have compared dioxin and furan toxicity levels (expressed as toxic equivalent quantities (TEQs)) in soil samples by three analytical approaches: the micro-ethoxyresorufin-o-deethylase (EROD) bioassay (a receptor-based method), an immunoassay (antibody-based method) and GC/MS analysis (used as a reference) using a shortened extraction-purification method. Both biological methods were sensitive to interferences from compounds co-extracted from samples. Most samples were underestimated by the immunoassay and, at a greater extent, overestimated by the EROD bioassay. The average accuracy of TEQ estimation (86 +/- 45% of values established by GC/MS) and the absence of false-negatives showed by the immunoassay suggest the usefulness of this method for semi-quantitative, preliminary characterization of potentially contaminated sites.  相似文献

Irreversible environmental changes are occurring along the Colorado River in the Grand Canyon as a result of regulation of the river flow by the Glen Canyon Dam. The questions of primary importance in managing this great natural resource are 1) in what manner and how rapidly are the physical and ecological adjustments taking place, and 2) is the increased use of the river for recreational boating contributing to the degradation? Human use along the Colorado River is limited, for the most part, to the relic, pre-dam fluvial deposits colloquially called “beaches.” With the new river regime these deposits are positioned well above the present high-water stage, 27,000 cubic feet/second (cfs), or 765 cubic meters/second (cms), so they are not replenished periodically as they were prior to construction of the dam in 1963. The dominant natural processes now are aeolian sand transport and mass wasting. The float-trip passengers use the river beaches for hiking, camping, and. lunch stops. At the most desirable sites thirty to forty people camp on the beaches each night over a four to five month season. Human impact includes incorporation of campsite litter, burial of chemically treated waste, and the direct stress associated with people walking on the vegetation and unstable sedimentary deposits. Results of our investigations indicate that the rate of degradation at the most heavily used sites exceeds the capacity of aeolian processes to reestablish natural landscapes. Therefore, careful management of float trjps is needed if these environments are to be maintained in a natural state rather than a “sand-box” state.  相似文献

ABSTRACT: The detection of change in a hydrologic varaible, particularly water quality, is a current problem. A method is presented for testing whether there has been a shift in the mean of a hydrologic variable based on the well established bivariate normal distribution theory. In this technique, the dependent, or target, and the independent, or control, variables are formed as weighted linear combinations of the mean values at a number of locations in a selected target and control area. The weighting factors are determined based on a mathematical programming technique which minimizes the conditional coefficient of variation thereby minimizing the number of observations required to detect a change of a preselected magnitude in the mean of the target area. The result is a situation where a savings in the number of observations required to detect a change is a consequence of adding more stations: the space-time tradeoff. Two applications of the technique are presented, the first using electrical conductivity (EC) data from two sets of river basins and the second using EC data from a set of basins as the target variable and annual discharge as the control. The results indicate that a significant savings in time can be achieved by using this method.  相似文献

Studies of urban metabolism provide important insights for environmental management of cities, but are not widely used in planning practice due to a mismatch of data scale and coverage. This paper introduces the Spatial Allocation of Material Flow Analysis (SAMFA) model as a potential decision support tool aimed as a contribution to overcome some of these difficulties and describes its pilot use at the county level in the Republic of Ireland. The results suggest that SAMFA is capable of identifying hotspots of higher material and energy use to support targeted planning initiatives, while its ability to visualise different policy scenarios supports more effective multi-stakeholder engagement. The paper evaluates this pilot use and sets out how this model can act as an analytical platform for the industrial ecology–spatial planning nexus.  相似文献
