In Europe, sustainable development (SD) is pursued with not one but two overarching strategies, i.e., the so-called Lisbon and SD strategies. While the Lisbon Strategy is a genuinely European response to global economic and social pressures, SD strategies are national efforts corresponding with international (mainly United Nations) guidance to better coordinate and integrate economic, social and, in particular, environmental policies. The present paper explores the vertical coordination and coherence of the two pan-European strategies. After reviewing the international background of SD strategies and the EU origins of the Lisbon strategy, the paper characterizes and compares the governance architectures of the two strategies. With a solid background on how vertical policy integration functions in the two processes, the paper then shows how this affects the coherence of respective strategy structures and monitoring indicators. Based on an extensive empirical stocktaking study of the objectives and indicators in Lisbon and SD strategies across Europe it is shown that, despite the stronger European coordination through the Open Method of Coordination, the Lisbon process entailed only slightly more coherent national strategies than international guidance did in the context of SD strategies. Thus, the paper concludes that the influence international organizations such as the UN and the OECD have on national policy-making must not be underestimated. 相似文献

While energy-sector emissions remain the biggest source of climate change, many least-developed countries still invest in fossil-fuel development paths. These countries generally have high levels of fossil-fuel technology lock-in and low capacities to change, making the shift to sustainable energy difficult. Tanzania, a telling example, is projected to triple fossil-fuel power production in the next decade. This article assesses the potential to use internationally supported Nationally Appropriate Mitigation Actions (NAMAs) to develop solar energy in Tanzania and contribute to transformational change of the electricity supply system. By assessing the cultural legitimacy of NAMAs among key stakeholders in the solar energy sector, we analyse the conditions for successful uptake of the concept in (1) national political thought and institutional frameworks and (2) the solar energy niche. Interview data are analysed from a multi-level perspective on transition, focusing on its cultural dimension. Several framings undermining legitimacy are articulated, such as attaching low-actor credibility to responsible agencies and the concept’s poor fit with political priorities. Actors that discern opportunities for NAMAs could, however, draw on a framing of high commensurability between experienced social needs and opportunities to use NAMAs to address them through climate-compatible development. In order to investigate benzo(a)pyrene (B(a)P) concentrations in ambient air in Europe and the respective deposition fields an expanded version of the Community Multiscale Air Quality (CMAQ) Modelling system has been used to simulate these fields for the years 2000 and 2001. Significant differences exist between different regions in Europe and between winter and summer concentrations. Modelled B(a)P concentrations are highest in Central Europe, South Ukraine and around Moscow. Wet deposition shows mainly the same regional distribution as the concentrations. Simulated concentrations and depositions are compared to measurements at selected sites of the EMEP network and of the German Federal Environmental Agencies. The measurements are on average underestimated by 50%. The temporal evolution and the regional distribution of B(a)P are captured by the model. In the approach presented here, particle bound B(a)P undergoes degradation by reactions with ozone. In order to assess the importance of the degradation process the results are compared to a model run where no degradation of particle bound B(a)P is considered. It was found that the inclusion of heterogeneous reactions of B(a)P with ozone results in a reduction of the modelled air concentration by approx. a factor of 5. 相似文献

Polybrominated diphenyl ethers (PBDEs) and tetrabromobisphenol A (TBBPA) are brominated flame retardants that are produced in large quantities and are commonly used in construction materials, textiles, and as polymers in electronic equipment. Environmental and human levels of PBDEs have been increasing in the past 30 years, but the toxicity of PBDEs is not fully understood. Studies on their effects are relatively limited, and show that PBDEs are neurotoxins and potential endocrine disrupters. Hydroxylated (OH) and methoxylated (MeO) PBDEs have also been reported in the adipose tissue, blood and milk of wild animals and humans. In the present study, 15 PBDE metabolites, two BDE mixtures (DE71 and DE79), and TBBPA were studied individually to determine their effects on ten steroidogenic genes, aromatase activity, and concentrations of two steroid hormones (testosterone and 17beta-estradiol) in the H295R human adrenocortical carcinoma cell line. Exposure to 0.05 microM 2'-OH-BDE-68 significantly induced the expression of CYP11A, CYP11B2, CYP17, CYP21, 3betaHSD2, 17betaHSD1, and 17betaHSD4, and the expression of StAR was induced by 6-OH-BDE-90 at the three exposure concentrations. Exposure to DE71 and DE79 resulted in dose-dependent trend towards induction, but these effects were not significant. Exposure to 0.5 microM 2-OH-BDE-123 and 2-MeO-BDE-123 resulted in significantly greater aromatase activity. However, none of the compounds affected sex hormone production at the concentrations tested. Generally, OH-BDEs had a much stronger ability to affect steroidogenic gene expression than MeO-BDEs. 相似文献

Concern about the effects of environmental contaminants on immune function in both humans and wildlife is growing and practically nothing is known about this impact on terrestrial invertebrates, even though they are known to easily accumulate pollutants. We studied the effect of industrial heavy metal contamination on immune defense of a free-living wood ant (Formica aquilonia). To find out whether ants show an adapted immune function in a polluted environment, we compared encapsulation responses between local and translocated colonies. Local colonies showed higher heavy metal levels than the translocated ones but the encapsulation response was similar between the two groups, indicating that the immune system of local ants has not adapted to high contamination level. The encapsulation response was elevated in moderate whereas suppressed in high heavy metal levels suggesting higher risk for infections in heavily polluted areas. 相似文献
