The role of agency in sustainable local community development

In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present 'bonding' social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and 'bridging' social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area.     

Prenatal diagnosis of a homologous Robertsonian translocation involving chromosome 15

We report the prenatal diagnosis of a fetus with a de novo Robertsonian translocation: 45,XY,der(15;15)(q10;q10). Although Robertsonian translocations are common chromosomal rearrangements, those involving homologous chromosomes are infrequent. Since chromosome 15 is imprinted, uniparental disomy (UPD) is a concern when chromosomal rearrangements involving chromosome 15 are identified. In the present case, UPD studies showed normal biparental inheritance. In contrast to the fact that most homologous acrocentric rearrangements are isochromosomes, these results indicate postzygotic formation of a Robertsonian translocation between biparentally inherited chromosomes 15. Introduction History and Invasion Patterns of Ammophila arenaria on the North Coast of California

European beachgrass ( Ammophila arenaria [L] Link), introduced to stabilize sand, is fully naturalized in central and northern California and has supplanted populations of native dune plants in many areas, including the North Spit of Humboldt Bay. We interpreted air photos of the North Spit for the presence of Ammophila arenaria at three points in time: 1939/1942, 1962, and 1989. To quantify the spread and to detect invasion patterns of Ammophila , we then compiled maps using a geographic information system. We documented introduction dates and locations to improve the accuracy of our photo interpretation. Interpretation of the three photo series revealed invasion and expansion of Ammophila in both foredunes and inland dunes. The most dramatic increase in cover was found in the foredunes, whereas documented and presumed plantings were found mostly on inland dunes. Adjusting for intentional eradication, Ammophila cover on the North Spit was found to have increased between 1939 and 1989 by 574%. The square root of the area occupied by Ammophila on the North Spit increased linearly with time, conforming to biological invasion theory.     

Case study: Conducting an accelerated cleanup at a superfund site in a mixed residential and industrial area

This article presents a case study of an accelerated cleanup conducted by EPA at the Adams Plating Company (APC) Superfund site near Lansing, Michigan. The APC site remediation was a Superfund EPA-lead project under the remedial program in Region 5. An accelerated cleanup was possible at the APC site by consistently identifying, evaluating, and implementing opportunities to streamline the remedial investigation (RI) and remedial design (RD) process. Streamlining opportunities were discovered and implemented in both the technical and administrative aspects of the project. Streamlining components used to accelerate the remedial process included: (1) extensive use of field screening techniques during the Phase II RI; (2) a focused feasibility study (FS) that evaluated only practical alternatives; (3) maintaining project momentum by initiating the RD concurrent with the issuance of the Record of Decision (ROD); (4) a highly accelerated RD with limited predesign work; (5) elimination of the transition period between RD and remedial action (RA) project phases; (6) frequent and effective communication, coordination, and cooperation between all parties involved (EPA, Michigan Department of Natural Resources (MDNR), technical contractor, PRC Environmental Management, Inc. (PRC), and the public); (7) maintaining a consistent project team throughout project duration; and (8) the setting of aggressive project goals.
