After an accidental release of radionuclides to the inhabited environment the external gamma irradiation from deposited radioactivity contributes significantly to the radiation exposure of the population for extended periods. For evaluating this exposure pathway, three main model requirements are needed: (i) to calculate the air kerma value per photon emitted per unit source area, based on Monte Carlo (MC) simulations; (ii) to describe the distribution and dynamics of radionuclides on the diverse urban surfaces; and (iii) to combine all these elements in a relevant urban model to calculate the resulting doses according to the actual scenario. This paper provides an overview about the different approaches to calculate photon transport in urban areas and about several dose calculation codes published. Two types of Monte Carlo simulations are presented using the global and the local approaches of photon transport. Moreover, two different philosophies of the dose calculation, the "location factor method" and a combination of relative contamination of surfaces with air kerma values are described. The main features of six codes (ECOSYS, EDEM2M, EXPURT, PARATI, TEMAS, URGENT) are highlighted together with a short model-model features intercomparison.  相似文献

The radiological assessment of the impact of nuclear weapon's testing on the Semipalatinsk Test Site (STS) on the local population requires comprehensive site-specific information on radionuclide behaviour in the environment. However, information on radionuclide behaviour in the conditions of the STS is rather sparse and, in particular, there are no data in the literature on parameters of radionuclide transfer from feed to horse products proofed to be important contributors to the internal dose to the local population. The transfer of 137Cs and 90Sr to horse milk and meat was studied under laboratory and field conditions: in controlled experiment with three lactating horses maintained in the Kazakh Agricultural Research Institute, and in field measurements of horse products taken from horses grazing at the Semipalatinsk Test Site. The equilibrium transfer factors from feed to horse milk and meat were estimated to be 0.012 dl(-1) and 0.035 dkg(-1) for (137)Cs and 0.0022 dl(-1) and 0.003 dkg(-1) for (90)Sr, respectively. The biological half-lives were approximated by a sum of two exponentials amounting to 3 (85%) and 15 (15%) days for 137Cs and 3.5 (70%) and 100 (30%) days for 90Sr. The highest 137Cs transfer has been found to be to spleen, followed by lung, heart, muscles, kidneys, intestine, and finally skin and bones. For90Sr, the maximum activity concentration was observed in bones; contamination of other tissues is rather uniform except for liver and intestine with a factor of about 2 higher than muscles.  相似文献

There is a growing recognition of the critical role information management can play in shaping effective humanitarian response, coordination and decision‐making. Quality information, reaching more humanitarian actors, will result in better coordination and better decision‐making, thus improving the response to beneficiaries as well as accountability to donors. The humanitarian response to the 2010 Haiti earthquake marked a watershed moment for humanitarian information management. Yet the fragmented nature of the response and the use of hierarchical models of information management, along with other factors, have led some observers to label the Haiti response a failure. Using an analytical framework often found in humanitarian emergencies, this study analyses challenges to information flow in the Haiti case and the implications for effective humanitarian response. It concludes by offering possible paths for overcoming such challenges, and for restoring the value and utility of humanitarian information management and exchange in humanitarian relief settings.  相似文献

The glossy sheen of healthy hair is an ideal of human beauty; however, glossiness has never been quantified in the context of non-human animal signaling. Glossiness, the specular reflectance characteristic of polished surfaces, has the potential to act as a signal of quality because it depends upon material integrity and cleanliness. Here, we undertook two studies of glossiness in avian plumage to determine (a) the repeatability of a recently developed measure of glossiness, (b) the relationship between glossiness and conventional measures of coloration, and (c) how glossiness is associated with quality signaling. Using museum specimens of three North American bird species with glossy plumage (red-winged blackbird, Agelaius phoeniceus; great-tailed grackle, Quiscalus mexicanus; Chihuahuan raven, Corvus cryptoleucus), we found that the glossiness measure was highly repeatable for all species and was significantly correlated with plumage coloration (e.g., chroma, brightness) in male great-tailed grackles. We then used wild-caught grackles to examine sexual dimorphism in plumage glossiness and its correlation to a potentially sexually selected trait in this species, male tail length. We found that males were significantly glossier than females and that male, but not female, glossiness correlated positively with tail length. This study provides a repeatable method to measure glossiness and highlights its potential as a signal of individual quality in animals.  相似文献

The STRATEGY project (Sustainable Restoration and Long-Term Management of Contaminated Rural, Urban and Industrial Ecosystems) aimed to provide a holistic decision framework for the selection of optimal restoration strategies for the long-term sustainable management of contaminated areas in Western Europe. A critical evaluation was carried out of countermeasures and waste disposal options, from which compendia of state-of-the-art restoration methods were compiled. A decision support system capable of optimising spatially varying restoration strategies, that considered the level of averted dose, costs (including those of waste disposal) and environmental side effects was developed. Appropriate methods of estimating indirect costs associated with side effects and of communicating with stakeholders were identified. The importance of stakeholder consultation at a local level and of ensuring that any response is site and scenario specific were emphasised. A value matrix approach was suggested as a method of addressing social and ethical issues within the decision-making process, and was designed to be compatible with both the countermeasure compendia and the decision support system. The applicability and usefulness of STRATEGY outputs for food production systems in the medium to long term is assessed.  相似文献

- Sustainable chemistry - Section editors: Klaus Günter Steinhäuser, Steffi Richter, Petra Greiner, Jutta Penning, Michael AngrickBackground, Aim and Scope Recent developments in European chemicals policy, including the Registration, Evaluation and Authorization of Chemicals (REACH) proposal, provide a unique opportunity to examine the U.S. experience in promoting sustainable chemistry as well as the strengths and weaknesses of existing policies. Indeed, the problems of industrial chemicals and limitations in current regulatory approaches to address chemical risks are strikingly similar on both sides of the Atlantic. We provide an overview of the U.S. regulatory system for chemicals management and its relationship to efforts promoting sustainable chemistry. We examine federal and state and examine lessons learned from this system that can be applied to developing more integrated, sustainable approaches to chemicals management.Main Features There is truly no one U.S. chemicals policy, but rather a series of different un-integrated policies at the federal, regional, state and local levels. While centerpiece U.S. Chemicals Policy, the Toxic Substances Control Act of 1976, has resulted in the development of a comprehensive, efficient rapid screening process for new chemicals, agency action to manage existing chemicals has been very limited. The agency, however, has engaged in a number of successful, though highly underfunded, voluntary data collection, pollution prevention, and sustainable design programs that have been important motivators for sustainable chemistry. Policy innovation in the establishment of numerous state level initiatives on persistent and bioaccumulative toxics, chemical restrictions and toxics use reduction have resulted in pressure on the federal government to augment its efforts.Results and Conclusions It is clear that data collection on chemical risks and phase-outs of the most egregious chemicals alone will not achieve the goals of sustainable chemistry. These alone will also not internalize the cultural and institutional changes needed to ensure that design and implementation of safer chemicals, processes, and products are the focus of the future. Thus, a more holistic approach of ‘carrots and sticks’ – that involves not just chemical producers but those who use and purchase chemicals is necessary. Some important lessons of the US experience in chemicals management include: (1) the need for good information on chemicals flows, toxic risks, and safer substances.; (2) the need for comprehensive planning processes for chemical substitution and reduction to avoid risk trade-offs and ensure product quality; (3) the need for technical and research support to firms for innovation in safer chemistry; and (4) the need for rapid screening processes and tools for comparison of alternative chemicals, materials, and products.  相似文献

Wetland Mitigation Compliance in the Western Upper Peninsula of Michigan   总被引:3,自引:3,他引:0  
The Army Corps of Engineers (ACE) is generally responsible for the implementation of federal Clean Water Act wetland regulations. It therefore plays an important role in the protection of wetlands within the United States. Unfortunately, past evaluators of ACEs implementation of these regulations found low rates of regulatory compliance. However, the fact that two states have taken responsibility for the implementation of these regulations within their boundaries provided the opportunity to assess whether one of these states might be doing a better job of enforcement. This paper reports on compliance with some of these regulations within one Michigan region. We evaluated permittee compliance with paperwork filing requirements related to wetland mitigation projects. Sixty-seven percent of county road commission permittees were out of compliance with at least one filing requirement. Forty percent of private and non-county government permittees were out of compliance. Our results therefore suggest that serious problems exist with Michigans implementation of wetland regulations. They do not suggest that compliance in this state is significantly better than in states under ACE administration. We believe that increased agency monitoring and enforcement would improve compliance.  相似文献
