This paper argues for a strengthening of the theoretical relationship between neo-liberalism and environmental justice. Empirical research involving First Nations communities in southwestern Ontario suggests that neo-liberal reforms introduced in the mid-1990s were particularly discriminatory against Canada's indigenous peoples, serving to exacerbate historical disparities in health, environment pollution, and well-being. In particular, under neo-liberal reform in Ontario, recognition of environmental injustices has become much more difficult for First Nations communities. Furthermore, this ‘new’ form of environmental governance has broadly reduced legitimate opportunities for First Nations to participate in environmental governance that affects their health and welfare. In short, this research supports a widening of the definition of environmental justice advocated by David Schlosberg and others (Environmental Politics, 13(3) (2004), pp. 517–540; Agyeman, Bullard and Evans 2003; Akwesasne Task Force on the Environment, Research Advisory committee 1997; Di Chiro 1998) if we are to understand the subtle, complex and multiple ways that this new form of environmental governance is particularly harmful to marginalized groups, such as First Nations in Canada. 相似文献

Abstract An international concern with climate change has prompted a political commitment to the use of renewable energies. Yet, the operationalization and management of this political objective may be frustrated at the local level, where, it is suggested, an implementation impasse exists. This paper reports on a case study that examines the planning issues around the harvesting of wind at an urban brownfield site in Scotland. The paper discusses the nature of the state–market–civil relations involved in the development management of private wind-energy infrastructure, and the potential for a positive mediating role for the planning system. 相似文献

Abstract The forests of Nepal, which in the past were at least nominally under the direct control of the state, are today increasingly entrusted to local people in the name of community forestry (CF). CF is considered a successful endeavour in managing forest resources, conserving biodiversity and supplying people with basic economic needs. In order to assess to what extent the two goals of biodiversity conservation and meeting economic needs of people have been integrated through CF, four community forestry user groups (CFUGs) were studied in the Mid-hills ecological zone. Based on a participatory survey and a critical review of the statutes and operational plans of these CFUGs, it was found that integration of biodiversity conservation was still insufficient, and that improvements in the policy and management regimes of CF are necessary to achieve a balance between biodiversity conservation and economic use of the forest resources. 相似文献

Ethical consumption is on the rise, however little is known about the degree and the implications of the sometime conflicting sets of values held by the broad category of consumers who report consuming ethically. This paper explores convergence and divergence of ethical consumption values through a study of organic, fair trade, and local food consumers in Colorado. Using survey and focus group results, we first examine demographic and attitudinal correlates of ethical consumption. We then report evidence that while many organic, fair trade, and local food consumers converge around similar values, some Colorado consumers support only local food, while opposing the consumption of organic and fair trade products. Next, we investigate how ethical consumers who converge and diverge frame their commitment to consuming ethically. The discussion and conclusion suggest that community development planners of projects that focus on ethical consumption will need to successfully traverse issues stemming from convergence and divergence to enjoy long-term sustained success. 相似文献

Though a recent phenomenon, land grabs have generated considerable debate that remains highly polarized. In this debate, one view presents land deals as a path to sustainable and transformative rural development through capital accumulation, infrastructural development, technology transfer, and job creation while the alternative view sees land grabs as a new wave of neo-colonization, exploitation, and domination. The underlying argument, at least theoretically, is that international land deals unlock the much needed capital to accelerate the achievement of sustainable and transformative rural development in developing countries. It is against this backdrop that this paper examines the contribution of large scale land deals in Malawi to rural development by employing the political economy perspective using the Limphasa Sugar Corporation as a case study with particular focus on the nature and interest of the actors involved; the legal framework supporting large scale land deals; major individual and community benefits; and the extent to which these large land deals can indeed bring about sustainable and transformative rural development. The findings of this article demonstrate that large scale land deals present short term benefits to local communities such as capital for rural development; technology transfer and job creation in exchange for the priceless economic and social capital that local people depend upon; destruction of local social systems; deepening of local communities’ vulnerability to economic shocks; and the entrenchment of community dependence that may in the long run result in social and political unrest. 相似文献

The water quality of the Volga catchment, Russia, is diminished and major nutrients reach critical levels. Proper management strategies depend on process knowledge about nutrient sources and pathways as well as appropriate models. For the 18.8 km2 experimental catchment Lubazhinkha, 100 km south of Moscow, a monitoring scheme was conducted to identify runoff generation and nutrient source areas. The grey forest soils of the catchment are utilized with arable land and pasture (54%) and forest areas. The received results show a high intra-annual and inter-annual dynamic of the snowmelt runoff generation as major hydrological process. Overall sediment export rates during the 3 years of snowmelt investigation from 2003 to 2005 are low with a maximum of 0.33 t ha−1 during snowmelt period 2005 and effectively reduced by a dam at the catchment outlet. Also, the total phosphorus loss from the catchment is low reaching from 0.03 to 0.35 kg ha−1 during the snowmelt periods. However, sediment and total phosphorus concentrations vary within one snowmelt event and can reach high concentrations. Detailed analysis of element concentrations during snowmelt events allows an identification of different flow components and runoff generating mechanisms. During low flow situations phosphorus and dissolved organic carbon are transferred from the arable soils with slow flow components to the channel. In contrast to this situation, the sources of sediment and nutrients split up temporarily and spatially during high flow situations. Aside arable fields that are source of sediment and phosphorus during snowmelt episodes, the forested areas were detected as major source for the export of dissolved organic carbon with surface runoff. In particular these areas are characterized by a late thawing of the topsoil which causes a delayed peak of dissolved organic carbon concentration. The awareness of the dynamic and complex catchment reaction during snowmelt events is of importance for the development of proper management strategies. 相似文献

Flower colour is an important signal used by flowering plants to attract pollinators. Many anthophilous insects have an innate colour preference that is displayed during their first foraging bouts and which could help them locate their first nectar reward. Nevertheless, learning capabilities allow insects to switch their colour preferences with experience and thus, to track variation in floral nectar availability. Manduca sexta, a crepuscular hawkmoth widely studied as a model system for sensory physiology and behaviour, visits mostly white, night-blooming flowers lacking UV reflectance throughout its range in the Americas. Nevertheless, the spectral sensitivity of the feeding behaviour of naïve moths shows a narrow peak around 450 nm wavelengths, suggesting an innate preference for the colour blue. Under more natural conditions (i.e. broader wavelength reflectance) than in previous studies, we used dual choice experiments with blue- and white-coloured feeders to investigate the innate preference of naïve moths and trained different groups to each colour to evaluate their learning capabilities. We confirmed the innate preference of M. sexta for blue and found that these moths were able to switch colour preferences after training experience. These results unequivocally demonstrate that M. sexta moths innately prefer blue when presented against white flower models and offer novel experimental evidence supporting the hypothesis that learning capabilities could be involved in their foraging preferences, including their widely observed attraction to white flowers in nature. 相似文献

The plant surface is the substrate upon which herbivorous insects and natural enemies meet and thus represents the stage for
interactions between the three trophic levels. Plant surfaces are covered by an epicuticular wax layer which is highly variable
depending on species, cultivar or plant part. Differences in wax chemistry may modulate ecological interactions. We explored
whether caterpillars of Spodoptera frugiperda, when walking over a plant surface, leave a chemical trail (kairomones) that can be detected by the parasitoid Cotesia marginiventris. Chemistry and micromorphology of cuticular waxes of two barley eceriferum wax mutants (cer-za.126, cer-yp.949) and wild-type cv. Bonus (wt) were assessed. The plants were then used to investigate potential surface effects on
the detectability of caterpillar kairomones. Here we provide evidence that C. marginiventris responds to chemical footprints of its host. Parasitoids were able to detect the kairomone on wild-type plants and on both
cer mutants but the response to cer-yp.949 (reduced wax, high aldehyde fraction) was less pronounced. Experiments with caterpillar-treated wt and mutant leaves
offered simultaneously, confirmed this observation: no difference in wasp response was found when wt was tested against cer-za.126 (reduced wax, wt-like chemical composition) but wt was significantly more attractive than cer-yp.949. A mass budget of polybrominated diphenyl ethers (PBDEs) in San Francisco Bay is developed as a first step towards understanding the local sources and transport processes controlling PBDE fate in a highly urbanized estuary. Extensive monitoring of PBDEs in estuarine water and sediment, freshwater tributaries, air, and wastewater effluents and sludges were integrated with a mass budget model to provide a synthetic view of these emerging contaminants. The Bay inventories of BDE 47 and BDE 209 in 2006 were estimated to be 33+/-3 kg and 153+/-45 kg, respectively. Empirically derived estimates of annual inputs of BDE 47 and BDE 209 from all quantifiable external sources ranged from 11 to 28 kg/y and 22 to 24 kg/y, respectively. BDE 47 loads were dominated by wastewater while runoff from local tributaries represented the largest contributor to BDE 209 loads. Model results suggest the Bay PBDE inventory is highly sensitive to changes in external loads, with degradation and outflow being the major processes governing PBDE fate. The mass budget presented provides a framework for integrating future monitoring and modeling efforts. 相似文献

Vertical distributions of (60)Co are determined in soil cores obtained from a 10-ha grassland, where anaerobically digested sludge was applied by surface spraying from 1986 to 1995 on the U.S. Department of Energy's Oak Ridge Reservation. These results, along with historical application records, are used to estimate vertical-migration rates and perform a mass balance. The presence of (60)Co results solely from the sludge-application process. Soil, vegetation, and surface-water samples were collected. Eleven soil cores were sectioned into 3-cm increments and analyzed by gamma-ray spectrometry. No (60)Co was detected in the vegetation or water samples. The downward migration rate of (60)Co in the upper 15cm of soil ranged from 0.50 to 0.73cm/yr. About 98%, 0.020+/-0.011Bq/cm(2), of (60)Co remained in the upper 15cm of soil, which compared favorably with the expected (60)Co activity based on historical records of 0.019+/-0.010Bq/cm(2). 相似文献
