Human rights abuses, environmental predations and governance failures plague artisanal gold mining in Tanzania. Gold's exchange value and the illegality of most artisanal gold product challenge the traditional fair trade model, a potential solution. Additionally, memories of the government's earlier failed effort to serve as a sole purchaser of artisanal gold undercut enthusiasm for statist interventions. This paper presents an alternative: a public–private partnership (PPP) that would engage one or more private banks, an agency within the Ministry of Energy and Minerals and NGOs or international initiatives specifically aimed at improving conditions for artisanal mine operators. The concept of transformational exchange, wherein a set of business transactions substantially affects societal expectations, modifies behavior and promotes sustainable mechanisms, frames the proposal.  相似文献

This paper presents the results from a study which was undertaken to monitor, map and quantify salt marsh change along 440 km of shoreline within the county of Essex, south-east England, between 1973 and 1998. Results indicate that during this 25-yr period, 1000 ha of salt marsh has been lost in Essex, primarily due to coastal erosion. This figure represents ca. 25% of the total salt-marsh area originally present in Essex in 1973. The salt marshes of Essex are important nature conservation areas, with many sites designated as Special Protection Areas under the EC Birds Directive (79/409/EEC) and as Special Areas of Conservation under the EC Habitats Directive (92/43/EEC). Salt marshes are also natural features which significantly dissipate wave and tidal energy, thereby playing an important role in contributing to effective coastal defence. The large-scale loss of salt marsh in Essex has, therefore, implications for both nature conservation and flood defence. Potential hypotheses for, and implications of such losses are discussed in this paper, together with the identification of potential management approaches to alleviate the losses.  相似文献

Linkages between detritus-based ("brown") food webs and producer-based ("green") food webs are critical components of ecosystem functionality, but these linkages are hard to study because it is difficult to measure release of nutrients by brown food webs and their subsequent uptake by plants. In a three-month greenhouse experiment, we examined how the detritus-based food web inhabiting rain-filled leaves of the pitcher plant Sarracenia purpurea affects nitrogen transformation and its subsequent uptake by the plant itself. We used isotopically enriched prey (detritus) and soluble inorganic nitrogen, and manipulated food web structure to determine whether the presence of a complete brown web influences uptake efficiency of nitrogen by the plant. Uptake efficiency of soluble inorganic nitrogen was greater than that of nitrogen derived from mineralized prey. Contrary to expectation, there was no effect of the presence in the food web of macroinvertebrates on uptake efficiency of either form of nitrogen. Further, uptake efficiency of prey-derived nitrogen did not differ significantly among S. purpurea and two congeneric species (S. flava and S. alata) that lack associated food webs. Although upper trophic levels of this brown food web actively process detritus, it is the activity of the microbial component of this web that ultimately determines nitrogen availability for S. purpurea.  相似文献

Alternative occupations are frequently promoted as a means to reduce the number of people exploiting declining fisheries. However, there is little evidence that alternative occupations reduce fisher numbers. Seaweed farming is frequently promoted as a lucrative alternative occupation for artisanal fishers in Southeast Asia. We examined how the introduction of seaweed farming has affected village-level changes in the number of fishers on Danajon Bank, central Philippines, where unsustainable fishing has led to declining fishery yields. To determine how fisher numbers had changed since seaweed farming started, we interviewed the heads of household from 300 households in 10 villages to examine their perceptions of how fisher numbers had changed in their village and the reasons they associated with these changes. We then asked key informants (people with detailed knowledge of village members) to estimate fisher numbers in these villages before seaweed farming began and at the time of the survey. We compared the results of how fisher numbers had changed in each village with the wealth, education, seaweed farm sizes, and other attributes of households in these villages, which we collected through interviews, and with village-level factors such as distance to markets. We also asked people why they either continued to engage in or ceased fishing. In four villages, respondents thought seaweed farming and low fish catches had reduced fisher numbers, at least temporarily. In one of these villages, there was a recent return to fishing due to declines in the price of seaweed and increased theft of seaweed. In another four villages, fisher numbers increased as human population increased, despite the widespread uptake of seaweed farming. Seaweed farming failed for technical reasons in two other villages. Our results suggest seaweed farming has reduced fisher numbers in some villages, a result that may be correlated with socioeconomic status, but the heterogeneity of outcomes is consistent with suggestions that alternative occupations are not a substitute for more direct forms of resource management.  相似文献
