Widespread pollution prevention will turn on creative use of incentives, since prevention means decentralized changes in raw materials, products, production processes and disposal practices—in short, new ways of doing business—that are difficult to achieve through information transfer or regulatory mandates alone. But past experience with incentives and the context in which these approaches are used will shape both regulators’ attitudes and industry willingness to respond. Thus the choice of incentive mechanism (s) may well determine the extent to which “prevention” is implemented—as well as the extent to which implementation yields environmentally-sound rather than perverse results. Approaches now being debated could produce such perverse effects by treating recyclables as pollution and assuming all reductions towards zero are equally desirable, regardless of net risks reduced or costs incurred by waste generators. Another alternative— tradeable permits progressively reducing the amount of waste received by disposal facilities—could help agencies think through such consequences, force needed decisions on how much “prevention” of which “pollution” is appropriate, and encourage investment to reduce commercial as well as municipal waste. This alternative implies that the criteria for “appropriate prevention” are reduction in waste needing disposal and in overall environmental impact; that recycling should be equated with source reduction in waste management hierarchies, not placed on a lower rung; and that Air Toxics provisions of the pending Clean Air Act may require some adjustments if prevention is not to be aborted by the threat that voluntary reduction steps will become national requirements, for existing sources as well as new ones.  相似文献

Abstract

The inclusion of non-detected chemicals in a health risk assessment may lead, in some cases, to estimated risks that exceed regulatory thresholds, because one must use the detection limit or half of the detection limit. This study presents a methodology which will allow one to estimate appropriate detection limits by conducting a health risk assessment prior to the source sampling program. The advantages and shortcomings of various levels of detail in the risk assessment to determine those detection limits are discussed. The application of the methodology is demonstrated with a case study of the potential health effects of power plant stack emissions.  相似文献

Plant cover is a fundamental feature of many coastal marine and terrestrial systems and controls the structure of associated animal communities. Both natural and human-mediated changes in plant cover influence abiotic sediment properties and thus have cascading impacts on the biotic community. Using clipping (structural) and light (shading) manipulations in two salt marsh vegetation zones (one dominated by Spartina foliosa and one by Salicornia virginica), we tested whether these plant species exert influence on abiotic environmental factors and examined the mechanisms by which these changes regulate the biotic community. In an unshaded (plant and shade removal) treatment, marsh soils exhibited harsher physical properties, a microalgal community composition shift toward increased diatom dominance, and altered macrofaunal community composition with lower species richness, a larger proportion of insect larvae, and a smaller proportion of annelids, crustaceans, and oligochaetes compared to shaded (plant removal, shade mimic) and control treatment plots. Overall, the shaded treatment plots were similar to the controls. Plant cover removal also resulted in parallel shifts in microalgal and macrofaunal isotopic signatures of the most dynamic species. This suggests that animal responses are seen mainly among microalgae grazers and may be mediated by plant modification of microalgae. Results of these experiments demonstrate how light reduction by the vascular plant canopy can control salt marsh sediment communities in an arid climate. This research facilitates understanding of sequential consequences of changing salt marsh plant cover associated with climate or sea level change, habitat degradation, marsh restoration, or plant invasion.  相似文献

We compared the results from fixed acoustic transmitters and transmitters implanted in lingcod Ophiodon elongatus provided by two fine-scale passive acoustic monitoring systems: the older Vemco? Radio Acoustic Positioning (VRAP) system and the newer VR2W Positioning System (VPS) with either three or four receivers. The four-receiver VPS method calculated five times more positions of lingcod than VRAP and more than twice as many as the three-receiver VPS. Calculated positions of fixed transmitters were less precise with VRAP than either VPS approach. Measurements of home range for lingcod were similar between the four-receiver VPS and VRAP, which were both greater than the three-receiver VPS. Comparisons varied when lingcod were in/near complex habitats. As new technology develops, it is important to understand how new methods compare to previous methods. This may be important when describing patterns of movement or habitat use in the context of changes in habitat or management efforts.  相似文献

The optimal spatial design of protected reserves requires attention to the biological mechanisms underlying community organization, and sustaining ecosystem services. Identifying the key mechanisms is especially difficult in species-rich ecosystems. We investigate the example of the tropical rainforest, a biome that is under threat of continuing fragmentation, yet which shelters the majority of living species on Earth. Simple dynamic and spatially explicit simulations, which model the dynamics of plant communities, allow us to elucidate the interplay between patterns of fragmentation and seed dispersal mechanisms in maintaining biodiversity.  相似文献

Social wasps and hornets maintain their nest in the dark. The building of the combs by all Vespinae is always in the direction of the gravitational force of Earth, and in each cell's ceiling, at least one 'keystone' is embedded and fastened by saliva. The sensory mechanisms that enable both building of sizeable symmetrical combs and nursing of the brood in the darkness merit investigation, and the aim of the present study was to identify and characterize the 'keystones' that exist in the ceiling and in the walls of the social wasp comb cells. Bio-ferrography was used to isolate magnetic particles on slides. These slides, as well as original cells, were analyzed in an environmental scanning electron microscope by a variety of analytical tools. It was found that both the roof and the walls of each comb cell bear minerals, like ferrites, as well as Ti and Zr. The latter two elements are less abundant in the soil around the nest. Ti and Zr are known to reflect infrared (IR) light. IR imaging showed a thermoregulatory center in the dorsal thorax of the adult Oriental hornet. It is not known yet whether these insects can sense IR light.  相似文献

Electrohydrogenesis is a bio-electrochemical process where organic material is microbially oxidized to protons and electrons, which in turn are reduced to form hydrogen gas (H2). The reactor in which these reactions occur is termed a microbial electrolysis cell (MEC). The microorganisms that colonize the anode are known as electricigens and behave as biological catalysts, significantly reducing the energy required to drive this process. Electricigens are capable of complete substrate degradation, leading to very high cathodic H2 recovery efficiencies from sources previously considered organic waste. In this short review, the origination of the bio-electrochemical system (BES) is introduced, mechanisms for electron transfer between microbe and electrode are discussed, the challenges these electrochemical systems face are presented, and finally an overview of current MEC systems and their respective performance is evaluated. Electrohydrogenesis has established itself as a promising technology for sustainable H2 production from renewable sources.  相似文献

Hydrologic characterization at ungauged locations is one of the quintessential challenges of hydrology. Beyond simulation of historical streamflows, it is similarly important to characterize the level of uncertainty in hydrologic estimates. In tandem with updates to Massachusetts Sustainable Yield Estimator, this work explores the application of global uncertainty estimates to daily streamflow simulations. Expanding on a method developed for deterministic modeling, this approach produces confidence intervals on daily streamflow developed through nonlinear spatial interpolation of daily streamflow using flow duration curves; the 95% confidence is examined. Archived cross‐validations of daily streamflows from 66 watersheds in and around Massachusetts are used to evaluate an approach to uncertainty characterization. Neighboring sites are treated as ungauged, producing relative errors that can be resampled and applied to target sites. The method, with some modification, is found to provide appropriately narrow confidence intervals that contain 95% of the observed streamflows in cross‐validation. Further characterizing uncertainty, multiday means of daily streamflow are evaluated. Working through cross‐validation in Massachusetts, two‐ to three‐month averages of daily streamflow show the best performance. These two approaches to uncertainty characterization inform how streamflow simulation produced for prediction in ungauged basins can be used for water resources management.  相似文献

Coastal ecosystems can be thought of as being established by a number of physico-geochemical drivers, e.g. geochemistry and bathymetry of the basins, climate, tidal and freshwater flows, natural and anthropogenic inputs of nutrients and toxins, all of which exert an influence on the resulting communities of organisms. Depending on the interactions among the major drivers, ecosystems may occur on both large and small scales and be basin-wide or within basins. For individual and separate ecosystems to exist with some permanence in time, e.g. reach a steady-state, they also have to be ‘defended’. Defences are mechanisms that counter changes to maintain the status quo. We argue, and present evidence to support the notion, that the defence mechanisms are inextricably tied to primary production and the biogeochemical cycling of organic matter and provide buffers that mitigate potentially adverse impacts by trace toxins. Colloid pumping, production of complexing ligands and sulfide formation are some of the mechanisms that control trace substances. Current methods for assessing ecosystems do not address the issue of steady-state, nor do they take account of defence activities, e.g. buffering. Therefore, they cannot assess the ‘robustness’ of ecosystems or their ability to resist change, for good or bad. Also, defence mechanisms may, for a time, mask future potentially serious impacts, suggesting that monitoring efforts with limited budgets should consider the measurement of the inputs into ecosystems as well as the immediate or short-term result of the inputs.  相似文献
