ABSTRACT: This paper describes a mathematical model, an algorithm and a computer program that were specially developed to study the problem of a water quality management system undergoing a rapidly increasing environmental stress. The model output will determine the locations, sizes and the timing of construction of new treatment plants plus an overall treatment plant operating policy so that environmental standards are maintained at a minimum cost. The model, as formulated, is a 0-1 mixed integer programming problem which is solved by decomposing it into a capital budgeting problem (solved by Little's branch and bound algorithm) and an operational policy problem (solved by linear programming). New concepts and insights concerning human and natural systems in the coastal zone are emerging from recent energy analysis and synthesis studies. By using new concepts for measuring the quality of energy, one can express the work of ecosystems and human economies in equivalent terms. From energy models and new energy quality evaluations, one can learn what kinds of coastal systems maximize power, are competitive, economically vital, and likely to have a survival advantage.Energy analysis and synthesis is aided by energy circuit diagrams. Models of the coastal zone that emphasize the change in external driving functions related to world energy sources provide insights and some predictive abilities that are not found in economic studies, since money flows alone do not evaluate external driving energies.This paper suggests four procedures for coastal planning: 1) calculation of investment ratio in units of equal quality to determine which projects are economic in a broad sense, 2) development of energy signatures for coastal ecosystems, 3) determination of which interface ecosystems develop the best energy flows, and 4) development of regional models that include the main features of human and natural ecosystems. 相似文献

ABSTRACT: Results from studies in the Illinois-Indiana and Texas-Oklahoma areas indicate that satellite microwave observations at the 1.55 cm wavelength are responsive to relative moisture variations in the near surface layer of the soil. Because significant vegetation cover absorbs the 1.55 cm microwave emission from the soil, the target area must be predominately bare soil or low density vegetation cover for meaningful measurements to result. The 25 km resolution of the satellite sensor limits application of the microwave techniques to large areas such as watersheds or agricultural districts rather than individual fields. In general, at 1.55 cm. there is an inverse relationship between microwave brightness temperature and changes in soil moisture levels (as indicated by antecedent rainfall) in agricultural regions before the planting of crops or during the early growing season when vegetation cover is sparse. Even early season observations should be of great value in deciding on the time and type of crop planting and for initial irrigation scheduling when the root zone is still in close proximity to the surface. 相似文献

ABSTRACT: A groundwater quality change of +0.13 millimhos electrical conductivity was documented between 1940 and 1 972 in the Safford Valley. The change is attributable to four principal mechanisms: pumping-encouraged saline artesian aquifer leakage, natural recharge of the water table aquifer by saline waters, leaching of agricultural waters into the aquifer and the lateral flow of groundwater through saline lacustrine beds. A hydrologic study of the area has shown the first of these mechanisms to be predominant. Salinity modeling has shown three regions of salinity change, and salinity increase projections for each are determined. An economic analysis and an economic model are then combined with the physical model, yielding information as to when certain economic conditions are reached with respect to the salinity increase. This combined model shows that, based on projected salinity trends, cotton, the principal agricultural crop of the valley, will remain economical to cultivate for a significant time beyond the model's limit of prediction. Alfalfa, on the other hand, should go out of production in large areas of the valley by 1990, and not be under economical cultivation by 2040. A sociologic model, based on the cluster analysis of questionnaire data, shows an awareness of the salinity problems of the area but little concern over them. ABSTRACT. The Spring 1973 Mississippi River flood was investigated using remotely sensed data from ERTS-1. Both manual and automatic analyses of the data indicate that ERTS-I is extremely useful as a regional tool for flood management. Quantitative estimates of area flooded were made in St. Charles County, Missouri and Arkansas. Flood hazard mapping was conducted in three study areas along the Mississippi River using pre-flood ERTS-1 imagery enlarged to 1:250,000 and 1:100,000 scale. The flood prone areas delineated on these maps correspond to areas that would be inundated by significant flooding (approximately the 100 year flood). The flood prone area boundaries were generally in agreement with flood hazard maps produced by the U. S. Army Corps of Engineers and U. S. Geological Survey although the latter are somewhat more detailed because of their larger scale. Initial results indicate that ERTS-1 digital mapping of flood prone areas can be performed at 1:62,500 which is comparable to some conventional flood hazard map scales. 相似文献

This study was carried out to characterise the mineralogical forms of barium and the trace heavy metal impurities in commercial barytes of different origins using electron probe microanalysis (EPMA), X-ray diffraction (XRD) and inductively coupled plasma mass spectrometry (ICP-MS). Qualitative EPMA results show the presence of typically eight different minerals in commercial barytes including barite (BaSO4), barium feldspar, galena (PbS), pyrite (FeS2), sphalerite (ZnS), quartz (SiO2), and silicates, etc. Quantitative EPMA confirms that the barite crystals in the barytes contain some strontium and a little calcium, whereas trace heavy metals occur in the associated minerals. Analysis of aqua regia extracts of barytes samples by ICP-MS has shown the presence of a large number of elements in the associated minerals. Arsenic, copper and zinc concentrations correlate closely in all 10 samples. The findings suggest that barytes is not, as traditionally thought, an inert mineral, but is a potentially toxic substance due to its associated heavy metal impurities, which can be determined by an aqua regia digest without the need for complete dissolution of the barite itself. X-ray powder diffraction was not informative as the complex barite pattern masks the very weak lines from the small amounts of associated minerals. 相似文献

There is an urgent need to develop sound theory and practice for biodiversity offsets to provide a better basis for offset multipliers, to improve accounting for time delays in offset repayments, and to develop a common framework for evaluating in-kind and out-of-kind offsets. Here, we apply concepts and measures from systematic conservation planning and financial accounting to provide a basis for determining equity across type (of biodiversity), space, and time. We introduce net present biodiversity value (NPBV) as a theoretical and practical measure for defining the offset required to achieve no-net-loss. For evaluating equity in type and space we use measures of biodiversity value from systematic conservation planning. Time discount rates are used to address risk of non-repayment, and loss of utility. We illustrate these concepts and measures with two examples of biodiversity impact–offset transactions. Considerable further work is required to understand the characteristics of these approaches. 相似文献
