Background

The construction industry is one of the most injury-prone industries, in which production is usually prioritized over safety in daily on-site communication. Workers have an informal and oral culture of risk, in which safety is rarely openly expressed. This paper tests the effect of increasing leader-based on-site verbal safety communication on the level of safety and safety climate at construction sites. Method: A pre-post intervention-control design with five construction work gangs is carried out. Foremen in two intervention groups are coached and given bi-weekly feedback about their daily verbal safety communications with their workers. Foremen-worker verbal safety exchanges (experience sampling method, n = 1,693 interviews), construction site safety level (correct vs. incorrect, n = 22,077 single observations), and safety climate (seven dimensions, n = 105 questionnaires) are measured over a period of up to 42 weeks. Results: Baseline measurements in the two intervention and three control groups reveal that foremen speak with their workers several times a day. Workers perceive safety as part of their verbal communication with their foremen in only 6-16% of exchanges, and the levels of safety at the sites range from 70-87% (correct observations). Measurements from baseline to follow-up in the two intervention groups reveal that safety communication between foremen and workers increases significantly in one of the groups (factor 7.1 increase), and a significant yet smaller increase is found when the two intervention groups are combined (factor 4.6). Significant increases in the level of safety are seen in both intervention groups (7% and 12% increases, respectively), particularly in regards to 'access ways' and 'railings and coverings' (39% and 84% increases, respectively). Increases in safety climate are seen in only one of the intervention groups with respect to their 'attention to safety.' No significant trend changes are seen in the three control groups on any of the three measures. Conclusions: Coaching construction site foremen to include safety in their daily verbal exchanges with workers has a significantly positive and lasting effect on the level of safety, which is a proximal estimate for work-related accidents. It is recommended that future studies include coaching and feedback at all organizational levels and for all involved parties in the construction process. Building client regulations could assign the task of coaching to the client appointed safety coordinators or a manager/supervisor, and studies should measure longitudinal effects of coaching by following foremen and their work gangs from site to site.  相似文献

Increases in the extent and severity of spruce budworm (Choristoneura fumiferana Clem.) outbreaks over the last century are thought to be the result of changes in forest structure due to forest management. A corollary of this hypothesis is that manipulations of forest structure and composition can be used to reduce future forest vulnerability. However, to what extent historical forest management has influenced current spatial patterns of spruce budworm host species is unknown. To identify landscape-scale spatial legacies of forest management in patterns of spruce budworm host species (i.e., Abies balsamea and Picea spp.), we analyzed remotely sensed forest data from the Border Lakes landscape of northern Minnesota and northwestern Ontario. Our study area contains three regions with different management histories: (1) fine-scale logging patterns in Minnesota, (2) coarse-scale logging patterns in Ontario, and (3) very limited logging history in the Boundary Waters Canoe Area and adjacent Quetico Provincial Park. We analyzed forest basal-area data using wavelets and null models to identify: (1) at which scales forest basal area is structured, (2) where those scales of pattern are significantly present, and (3) whether regions of local significance correspond to regional boundaries that separate the study area. Results indicate that spatial patterns in host basal area are created by nonstationary processes and that these processes are further constrained by lakes and wetlands. Wavelet analysis combined with significance testing revealed a bimodal distribution of scale-specific wavelet variance and separate zones of host species basal area that partially correspond with regional boundaries, particularly between Minnesota and the Wilderness region. This research represents one of the first comparisons of forest spatial structure in this region across an international border and presents a novel method of two-dimensional wavelet analysis that can be used to identify significant scale-specific structure in spatial data.  相似文献

The hydrologic response to statistically downscaled general circulation model simulations of daily surface climate and land cover through 2099 was assessed for the Apalachicola‐Chattahoochee‐Flint River Basin located in the southeastern United States. Projections of climate, urbanization, vegetation, and surface‐depression storage capacity were used as inputs to the Precipitation‐Runoff Modeling System to simulate projected impacts on hydrologic response. Surface runoff substantially increased when land cover change was applied. However, once the surface depression storage was added to mitigate the land cover change and increases of surface runoff (due to urbanization), the groundwater flow component then increased. For hydrologic studies that include projections of land cover change (urbanization in particular), any analysis of runoff beyond the change in total runoff should include effects of stormwater management practices as these features affect flow timing and magnitude and may be useful in mitigating land cover change impacts on streamflow. Potential changes in water availability and how biota may respond to changes in flow regime in response to climate and land cover change may prove challenging for managers attempting to balance the needs of future development and the environment. However, these models are still useful for assessing the relative impacts of climate and land cover change and for evaluating tradeoffs when managing to mitigate different stressors.  相似文献

Carbon monoxide monitoring using continuous samplers is carried out in most major urban centres in the world and generally forms the basis for air quality assessments. Such assessments become less reliable as the proportion of data missing due to equipment failure and periods of calibration increases. This paper presents a semi-empirical model for the prediction of atmospheric carbon monoxide concentrations near roads for the purpose of interpolating missing data without the need for any traffic or emissions information. The model produces reliable predictions while remaining computationally simple by being site-specifically optimized. The model was developed for, and evaluated at, both a suburban site and an inner city site in Hamilton, New Zealand. Model performance statistics were found to be significantly better than other simple methods of interpolation with little additional computational complexity.  相似文献

ABSTRACT: Simulated daily precipitation, temperature, and runoff time series were compared in three mountainous basins in the United States: (1) the Animas River basin in Colorado, (2) the East Fork of the Carson River basin in Nevada and California, and (3) the Cle Elum River basin in Washington State. Two methods of climate scenario generation were compared: delta change and statistical downscaling. The delta change method uses differences between simulated current and future climate conditions from the Hadley Centre for Climate Prediction and Research (HadCM2) General Circulation Model (GCM) added to observed time series of climate variables. A statistical downscaling (SDS) model was developed for each basin using station data and output from the National Center for Environmental Prediction/National Center for Atmospheric Research (NCEPINCAR) reanalysis regridded to the scale of HadCM2. The SDS model was then used to simulate local climate variables using HadCM2 output for current and future conditions. Surface climate variables from each scenario were used in a precipitation‐runoff model. Results from this study show that, in the basins tested, a precipitation‐runoff model can simulate realistic runoff series for current conditions using statistically down‐scaled NCEP output. But, use of downscaled HadCM2 output for current or future climate assessments are questionable because the GCM does not produce accurate estimates of the surface variables needed for runoff in these regions. Given the uncertainties in the GCMs ability to simulate current conditions based on either the delta change or downscaling approaches, future climate assessments based on either of these approaches must be treated with caution.  相似文献

Forest biodiversity policies in multi-ownership landscapes are typically developed in an uncoordinated fashion with little consideration of their interactions or possible unintended cumulative effects. We conducted an assessment of some of the ecological and socioeconomic effects of recently enacted forest management policies in the 2.3-million-ha Coast Range Physiographic Province of Oregon. This mountainous area of conifer and hardwood forests includes a mosaic of landowners with a wide range of goals, from wilderness protection to high-yield timber production. We projected forest changes over 100 years in response to logging and development using models that integrate land use change and forest stand and landscape processes. We then assessed responses to those management activities using GIS models of stand structure and composition, landscape structure, habitat models for focal terrestrial and aquatic species, timber production, employment, and willingness to pay for biodiversity protection. Many of the potential outcomes of recently enacted policies are consistent with intended goals. For example, we project the area of structurally diverse older conifer forest and habitat for late successional wildlife species to strongly increase. 'Other outcomes might not be consistent with current policies: for example, hardwoods and vegetation diversity strongly decline within and across owners. Some elements of biodiversity, including streams with high potential habitat for coho salmon (Oncorhynchus kisutch) and sites of potential oak woodland, occur predominately outside federal lands and thus were not affected by the strongest biodiversity policies. Except for federal lands, biodiversity policies were not generally characterized in sufficient detail to provide clear benchmarks against which to measure the progress or success. We conclude that land management institutions and policies are not well configured to deal effectively with ecological issues that span broad spatial and temporal scales and that alternative policies could be constructed that more effectively provide for a mix of forest values from this region.  相似文献

In the third part of the paper, a number of strategic issues are discussed. A stylized account is presented of how a broad "relief development strategy" might be mounted. The last part of the paper draws together the discussion by considering how emergency projects should be assessed. Kanchenjunga Conservation Area is located in the remote and sparsely populated mountainous region of Eastern Nepal. It has been locally managed as a decentralized Integrated Conservation and Development Project since 2006, the first of its kind in Asia. Major international donor agencies sponsor programs to empower and strengthen the capacity of local communities to manage their natural resources, while concurrently improving livelihood opportunities. We surveyed 205 randomly selected households throughout the project area to assess the factors that influence household participation roles in management and management groups, and to evaluate how benefits from program involvement were distributed among the community. Overall, the distribution of benefits was unequal: households with higher level participation roles had increased access to financial credit and capacity development trainings. Social variables such as age, level of education among head of households, the highest level education among household adults, and household size predicted participation. The region is economically homogeneous; therefore, economic factors such as remittances, off-farm income and the quantity of landholdings or livestock did not predict household participation roles. Our results demonstrate the importance of targeting and empowering disadvantaged households in decentralized conservation programs, including educating members about the relationship between participation and equitable distribution of benefits.  相似文献
