Survey techniques such as contingent valuation and opinion polls are used to develop an understanding of consumer preferences for the environment in the context of environmental decision-making. However, the exposure of weaknesses in such methods has led researchers to look to other information-gathering approaches which might enhance, complement or replace survey-based approaches. One such approach is that of the citizens' jury. A citizens' jury consists of a small group of people, selected to represent the general public rather than any interest-group or sector, which meets to deliberate upon a policy question. The paper critically evaluates the role that the citizens' jury might play in aiding environmental decision-making. Two case studies are reported where the citizens' jury process is used: first, to make recommendations on rural environmental projects in the Borders Region of Scotland; and, secondly, on meeting air quality targets in Edinburgh, Scotland. The paper concludes with recommendations on how the citizens' jury might complement other methods of environmental decision support and indicates the role that citizens' juries may play in future environmental and rural decision-making.  相似文献

The number of urban food initiatives in many regions of the world, notably Europe and the USA, has burgeoned in recent years, and analyses of the impacts of these activities on people and environments are the focus of an increasing academic literature. The impacts documented include enhanced food security, cohesive neighbourhoods, sustainability, and food justice. Yet, another literature presents opposing analyses and focuses on exclusionary aspects of projects and their enabling of a continued neo-liberal reduction in state welfare provision. As a result, there has been an impasse in debates over the potential of urban food projects to reduce inequalities. This paper proposes that the benchmark of the UK allotment system provides a means to examine these opposing positions. It uses the conceptual frameworks of diverse economies and the capital assets framework to attain clarity in the analysis of the many kinds of food-related activities seen in (peri-)urban areas. Drawing on empirical work in Plymouth, UK, it focuses on the potential of the different food ventures to reduce inequalities, given certain contingent economic and political factors. It also presents evidence that the allotment movement despite its initially radical roots can be seen as largely apolitical in the present day and has no leverage over allocation of land to allotment sites. Even so, evidence is growing that both allotments and the newer forms of urban food activities contribute to meeting national and city-level policy objectives, with the potential to enhance food justice and reduce inequalities.  相似文献

This article describes the design, implementation, and operating results for an ex situ ultraviolet/hydrogen peroxide (UVP) system to treat methyl tert‐butyl ether (MTBE) in extracted groundwater. The UVP modification was designed to reduce the operation and maintenance costs of an existing groundwater pump‐and‐treat treatment system that relied on air stripping and carbon adsorption. The UVP system is relatively inexpensive and can easily be scaled to cope with different groundwater extraction rates up to 80 gpm by adding UV lamps in series or in parallel at the higher groundwater extraction rates. The MTBE concentration in the effluent from the UVP system to the carbon vessels decreased from an average of 590 μg/L to approximately 2 μg/L on average over 33 months of operation of the UVP. Incorporation of this UVP modification as a second‐stage treatment to the groundwater pump‐and‐treat/soil vapor extraction system, after the air stripper and prior to the carbon vessels, significantly increased the usable life of the carbon (from two months previously to about two years after installation) and completely resolved the issue of frequent MTBE breakthroughs of the carbon that had plagued the remediation system since its inception. © 2006 Wiley Periodicals, Inc.  相似文献

Transport of pesticides from point of application via sub-surface drains can contribute significantly to contamination of surface waters. Results of 23 field drainage experiments undertaken at sites across Europe were collated and analysed by residual maximum likelihood. Both maximum concentration of pesticide in drainflow (n = 167) and seasonal loss of pesticide to drains (n = 97) were significantly related to strength of pesticide sorption to soil, half-life of the pesticide in soil, the interval between application and first drainflow and the clay content of the soil. The statistical models accounted for 71% of the variability in both maximum concentration and seasonal load. Next, the dataset was used to evaluate the current methodology for assessment of aquatic exposure used in pesticide registration in Europe. Simulations for seven compounds with contrasting properties showed a good correspondence with field measurements. Finally, the review examines management approaches to reduce pesticide transport via sub-surface drains. Despite a large amount of work in this area, there are few dependable mitigation options other than to change application rate or timing or to restrict use of a compound in the most vulnerable situations.  相似文献

Seasonal and spatial variations in metal concentrations and pH were found in a stream at a restored copper mine site located near a massive sulfide deposit in the Foothill copper-zinc belt of the Sierra Nevada, California. At the mouth of the stream, copper concentrations increased and pH decreased with increased streamflow after the onset of winter rain and, unexpectedly, reached extreme values 1 or 2 months after peaks in the seasonal hydrographs. In contrast, aqueous zinc and sulfate concentrations were highest during low-flow periods. Spatial variation was assessed in 400 m of reach encompassing an acidic, metal-laden seep. At this seep, pH remained low (2-3) throughout the year, and copper concentrations were highest. In contrast, the zinc concentrations increased with downstream distance. These spatial patterns were caused by immobilization of copper by hydrous ferric oxides in benthic sediments, coupled with increasing downstream supply of zinc from groundwater seepage.  相似文献

In Nigeria, as in most countries, institutional barriers to successful rural development exist and need to be addressed. In Sokoto State, a variable and unpredictable Sahelian climate in combination with conditions of high population growth, low levels of income, and environmental degradation, create and intensify institutional challenges. This study examines the sustainability of government initiatives regarding the provision of agricultural inputs, assistance and extension services to farmers, and the extent to which agency efforts are coordinated and integrated, particularly regarding water management. In some cases, rural development agencies demonstrated the capability to meet the needs of the people. Some farmers were satisfied with government assistance and in some areas the tube well programme was quite successful. Yet in Sokoto State many institutional barriers to sustainable rural development exist and need to be addressed. In general, implementation strategies and management procedures appeared narrowly focused and placed little emphasis on coordination and integration among rural development agencies. The Acetochlor Registration Partnership (ARP) conducted a 7-yr ground water monitoring program at a total of 175 sites in seven states: Illinois, Indiana, Iowa, Kansas, Minnesota, Nebraska, and Wisconsin. While acetochlor [2-chloro-N-(ethoxymethyl)-N-(2-ethyl-6-methylphenyl)-acetamide] was the primary focus, the analytical methods also quantified alachlor [2-chloro-N-(2,6-diethylphenyl)-N-(methoxymethyl)-acetamide], atrazine [6-chloro-N-ethyl-N'-(1-methylethyl)-1,3,5-triazine-2,4-diamine], metolachlor [2-chloro-N-(2-ethyl-6-methylphenyl)-N-(2-methoxy-1-methylethyl)-acetamide], and two classes of soil degradates for acetochlor, alachlor, and metolachlor. Ground water samples were collected monthly for five years and quarterly for two additional years. All samples were analyzed for the presence of parent herbicides, and degradates were monitored during the last three years. Parent acetochlor was detected above 0.1 microg L(-1) in three or more samples at just seven sites. Alachlor and metolachlor were also rarely detected, but atrazine was detected in 36% of all samples analyzed. Even more widespread were the tertiary amide sulfonic acid (ethanesulfonic acid, ESA) degradates of acetochlor, alachlor, and metolachlor, which were detected at 81, 76, and 106 sites, respectively. The other class of monitored soil degradates (oxanilic acid, OXA) was detected less frequently, at 26, 16, and 63 sites for acetochlor OXA, alachlor OXA, and metolachlor OXA, respectively. The geographic distribution of detections did not follow the pattern originally expected when the study began. Rather than being a function primarily of soil texture, the detection of these herbicides in shallow ground water was related to site-specific factors associated with local topography, the occurrence of surface water drainage features, irrigation practices, and the vertical positioning of the well screen.  相似文献
